OBJECTIVE: To reallocate the Fiscal Year 2024 (FY24) Water/Sewer operational funding to continue critical operations to maintain compliance and reliability. CONSIDERATIONS: This budget amendment is to transfer $350,000 from one fund center to fund the personal services through FY24. This additional funding is necessary to cover the unexpected rise in field operations costs due to moving many more repair activities in-house. With the increase in responses to damage caused by contractors to our system, expanding the performance of in-house repairs has allowed us to expedite the restoration of services and save mark-up on contractor repairs. The frequency and intensity of this years’ storm events has precipitated the need for deploying auxiliary crews during times they would not normally be scheduled. This represents a *527% increase in Cityworks estimated in -house labor expenditures for pipeline repair activities. *Major drivers of in-house labor costs in FY24 YTD are the Polly Ave FM break ($34,497.84), and MPS 302 FM break ($103,207.68). All data is based on available Cityworks data. A spreadsheet breakdown of all work orders is included. FISCAL IMPACT: The requested budget amendment will provide funding for year-end operational costs covering the personal services for Wastewater Field Operations through FY24. The budget amendment will reallocate $350,000 within the Water/Sewer Operating budgets (Fund 4008).
