Agenda 08/27/2024 Item #16C 1(Agreement No. 24-028-NS, “Teledyne ISCO Refrigerated Autosampler Products and Services,” with Accutech Instrumentation, Inc.)08/27/2024 EXECUTIVE SUMMARY Recommendation to approve Agreement No. 24-028-NS, “Teledyne ISCO Refrigerated Autosampler Products and Services,” with Accutech Instrumentation, Inc., for a period of five years commencing on October 1, 2024, under a sole source waiver, authorize the Chairman to sign the attached Agreement, and authorize expenditures in an estimated amount of $150,000 per Fiscal Year, for an estimated total amount of $750,000 for the entire duration of the Agreement. OBJECTIVE: To approve a formal agreement with Accutech Instrumentation, Inc., a single source vendor to procure and protect County equipment used in the Water and Wastewater Divisions in support of compliance with local, state, and federal laws, regulations, standards, policies and operating permits. CONSIDERATIONS: On September 26, 2023 (Agenda Item 16.C.2) the Board approved a group of single - and sole-source waivers, which included Instrument Specialties, Inc. for $150,000 for Fiscal Year 2024 only, with the direction to Staff to seek formal agreements with the various vendors. Parent organization, Fluid Flow, performed internal restructuring and Instrument Specialties, Inc. now falls under the legal entity, Accutech Instrumentation, Inc. (“Accutech”), and this agenda item is the resulting Agreement negotiated with Accutech. The County has been using Instrument Specialties, Inc (now Accutech) for this equipment and services since 2003. The County has invested approximately $550,000 in Teledyne ISCO Refrigerated Autosamplers and related equipment used by the Lab and Pretreatment sections for compliance sampling of the Water and Wastewater plants. This equipment is necessary to maintain treatment plant compliance. Accutech has been designated as the local representative in our geographic area for Teledyne ISCO, Inc. Pursuant to Section Eleven of the Collier County Procurement Ordinance 2017-08, as amended, staff requests that the Board find that it is in the best interest of the County to continue to waive competition and allow procurement of the requested products and services required to meet the Water and Wastewater operational needs on a single source basis. Procurement Services Division posted a public notice of the County’s intent to designate Accutech Instrumentation, Inc. as a single source to the vendor community through Procurement’s bidding platform for seven days and did not receive any responses. Staff recommends that the Board approve the attached Agreement No. 24-028-NS, Teledyne ISCO Refrigerated Autosampler Products and Services, under a single source waiver for an estimated amount of $150,000 per fiscal year for a period of five years from Fiscal Year 2025 through Fiscal Year 2029. FISCAL IMPACT: Funds in an estimated amount of $150,000 per Fiscal Year have been budgeted and are contingent to the Board’s approval for FY 2025 Collier County Water-Sewer District Operating Fund (4008), the Water Capital Project Fund (4012), and the Wastewater Capital Project Fund (4014). The sum of $150,000 was used as it approximated what was spent in FY2023. As the utility system ages, the quantity of materials purchased will vary depending on the actual repair/replacement needs and may exceed the estimated expenditures over the life of the contract beyond $750,000 pursuant to Board approved operating and capital budgets. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. I am writing to provide our justification for the continued use of ISCO wastewater Samplers, which we have been sourcing through Accutech Instrumentation Inc, and to highlight the benefits and cost implications associated with this decision. As you are aware, we currently have a sole source waiver in place for ISCO Samplers. This waiver is supported by several critical factors: • Training and Support: ISCO has consistently provided excellent training and support, which is crucial for the efficient operation and compliance of our five wastewater treatment plants. • Cost of Integration: Switching to a different brand would necessitate significant changes to our SCADA integration programming. Each plant would incur costs exceeding $50,000 for these changes, amounting to over $250,000 for our five plants combined. • Operational History: When we acquired the Golden Gate and Orange Tree wastewater plants, they came equipped with Hach brand Samplers. After numerous attempts to keep these units operational, we standardized on ISCO Samplers, which have since proven to be reliable and beneficial, with no major issues reported over the past couple years. • Current Inventory and Costs: We currently operate 12 ISCO Samplers across our five wastewater treatment plants, with an additional 12 units in-stock. Each unit costs $10,500, and we maintain over $60,000 worth of parts and materials in inventory. Changing to another brand at this stage would not only exceed $500,000 but also necessitate new contracts, programming and SCADA interfacing. • Industry Standard: Discussions with operators and managers at various wastewater plants indicate that ISCO Samplers are the industry standard, particularly for larger wastewater treatment operations globally. Due to innovative product with increased productivity and sustainability efforts throughout the world, ISCO was selected as the primary supplier of automatic Samples for small and large utilities by the Water Environmental Federation and the US Center for Disease Control. Given these factors, continuing with ISCO Samplers is the most cost-effective and operationally efficient choice. The financial implications of switching brands are substantial and would disrupt our current standardized operations. We have thoroughly evaluated this product and can confirm that it is both reliable and sustainable. We will continue to closely monitor the performance and historical data of the Teledyne ISCO product line. Should we observe any changes in effectiveness, sustainability, operational concerns that could impact best value, we will inform you and at that time consider alternative products. In addition to the ISCO 6712FR samplers used at the plants, we also use the ISCO Avalanche and BLZZRD portable refrigerated sampler models for our industrial pretreatment program. In my time working at FDEP, I inspected over 250+ wastewater plants and almost all large facilities use the ISCO samplers. The only other models I’ve ever seen in use are the Hach All Weather and Emerald Coast WAVE samplers, but they were not very popular with the operations staff that I spoke to. Even the FDEP South District uses ISCO portable sampler models when collecting their own samples during compliance inspections at NPDES facilities. I hope this helps.
