EXECUTIVE SUMMARY
This item requires that Commission members provide ex-parte disclosure. Should a hearing be held on this
item, all participants are required to be sworn in. Recommendation to approve a resolution renaming a
platted street from Clear Bay Drive to Perry Dise Lane, as shown as Tract 3 on the plat of the Cocohatchee
River Trust P.U.D., in Plat Book 18, Page 98, located approximately 450 feet north of the intersection of
Walkerbilt Road and Tamiami Trail North, in Section 21, Township 48 South, Range 25 East, Collier
County, Florida. [PL20230017298]

OBJECTIVE: To have the Board of County Commissioners (“Board”) approve the attached Resolution renaming
Clear Bay Drive to Perry Dise Lane.
CONSIDERATIONS: Stephen Geth from Tiger Construction Inc., on behalf of FOD Perry Naples, LLC, and the
Phelan Properties - Riverbend, LLC, is requesting to rename a street in the Bay House Campus Planned Unit
Development (PUD) from Clear Bay Drive to Perry Dise Lane. The request is being made for branding purposes
for the Perry Naples Hotel. The ±0.05 (±264 feet) mile road is a private road entirely within the Bay House Campus
PUD. All property abutting Clear Bay Drive is owned by FOD Perry Naples, LLC, and the Phelan Properties -
Riverbend, LLC.
Pursuant to Ordinance No. 2007-62, an advertised Neighborhood Information Meeting was held at the offices of
FOD Perry Naples, LLC, located at 809 Walkerbilt Road, Suite 8, Naples, FL. 34110. The NIM was held on July 2,
2024, at 5:30 p.m. No members of the public attended.
FISCAL IMPACT: Fiscal impact will be incurred in the form of staff time spent documenting the change on plats
and amending the affected address records. The fiscal impact on fire, police (Sheriff’s Office), Post Office, EMS,
and 911 Emergency Services will be incurred in the form of costs to update records and maps. It shall be the
responsibility of the petitioner to bear the cost of replacing street signs on all public and private streets.
GROWTH MANAGEMENT IMPACT: No Growth Management Impact is associated with this action.
LEGAL CONSIDERATIONS: This is a request to change the name of a platted street, Clear Bay Drive, to Perry
Dise Lane, pursuant to Sections 22-357 and 22-358, Collier County Code of Laws and Ordinances, and Section
336.05(1), Florida Statutes. The petitioner must verify that the proposed street name is not duplicated and provide
the reason for requesting a name change. This item has been approved as to form and legality and requires an
affirmative vote of four for Board approval. -DDP
RECOMMENDATION: To approve the attached Resolution renaming Clear Bay Drive to Perry Dise Lane.

WHEREAS, the legislature of the State of Florida, by enacting section 336.05, Florida
Statutes, has conferred on all counties in Florida the power to name or rename streets and roads,
except for certain state roads; and
WHEREAS, the Collier County Board of County Commissioners ("Board") pursuant
thereto has adopted Collier County Ordinance No. 07-62, as codified in Chapter 22, Artrcle X,
Sec. 22-357 of the Collier County Code of Laws and Ordinances, which establishes criteria and
procedures to rename streets or roads; and
WHEREAS, the Board has held a duly advertised public hearing after providing notice as
required by said ordinance and has considered the advisability of granting the request by Stephen
Geth of Tiger Construction, Inc., on behalf of property owners FOD Perry Naples, LLC and
Phelan Properties - Riverbend, LLC, to rename a street from Clear Bay Drive to Perry Dise
Lane; and
WHEREAS, Clear Bay Drive is located in in Section 21, Township 48 South, Range 25
East, Collier County, Florida, as shown as Clear Bay Drive, Tract 3, according to the plat of
Cocohatchee River Trust P.U.D., recorded in Plat Book 18, Page 98, of the Public Records of
Collier County, Florida, and as shown on Collier County Off,rcial Zoning Atlas Map Number
852lN; and
WHEREAS, the Board has determined that all criteria set forth in Ordinance No. 07-62
has been met and specifically finds that there is no other street in incorporated or unincorporated
Collier County with this name or any similar sounding name as is being requested; and
WHEREAS, the Board has determined that it is necessary for identification purposes to
confirm the name of this street.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, thAt:
Effective this date, the name of the street described in the above recitals is herebv
changed from clear Bay Drive to Perry Dise Lane and is confirmed as such.

BE IT FURTHER RESOLVED that this Resolution be recorded in the Public Records of

affirmative votes this 23rd day of July 2024.

A copy of the proposed Resolution is on file with the Clerk to the Board and is available for inspection. All interested
parties are invited to attend and be heard.
All persons wishing to speak on any agenda item must register with the County Manager prior to presentation of the
agenda item to be addressed. Individual speakers will be limited to three (3) minutes on any item. The selection of any
individual to speak on behalf of an organization or group is encouraged. If recognized by the Chairman, a spokesperson
for a group or organization may be allotted ten (10) minutes to speak on an item. Written materials intended to be
considered by the Board shall be submitted to the appropriate County staff a minimum of seven (7) days prior to the
public hearing. All materials used in presentations before the Board will become a permanent part of the record.
As part of an ongoing initiative to encourage public involvement, the public will have the opportunity to provide public
comments remotely, as well as in person, during this proceeding. Individuals who would like to participate remotely
