EXECUTIVE SUMMARY
Recommendation to authorize an increase in expenditures not-to-exceed $255,000 per FY under a Single
Source Waiver from the Competitive Process with Cooperative Services of Florida, Inc., for the purchase of
medications and supplies used by the Collier County Emergency Medical Services Division, and authorize
payments be made to LeeSar, Inc., as the primary distributor and supplier of products purchased under
Non-Standard Agreement # 23-008-NS.
OBJECTIVE: To continue to provide Collier EMS field personnel with lifesaving medications and supplies to
treat patients while remaining fiscally responsible by utilizing a single source supplier.
CONSIDERATIONS: On February 14, 2023, (Agenda Item 16.E.3), the Board approved a Participation
Agreement with Cooperative Services of Florida, Inc. (“CSF”)(Agreement #23-008-NS). CSF uses the power of
group purchasing on behalf of its members to negotiate cost-saving contracts with manufacturers and service
providers. LeeSar, Inc. is CSF’s products distributor, providing medications and supplies to Lee and Sarasota
County hospitals, EMS and various fire departments in several counties. LeeSar can often provide products that
may be temporarily unavailable through contracted vendors due to product shortages, etc.
County staff continues to perform its due diligence to evaluate product pricing provided through Agreement #23 -
008-NS, as compared to awarded vendors under the separate Expendables and Medication bids. If EMS finds the
pricing is lower than the County’s contracted pricing, the staff’s recommendation is that LeeSar serve as the
County’s primary supplier. A historical review of pricing for these products shows LeeSar sells at lower prices and
has proven to be a reliable source to realize significant savings to the county.
Pursuant to Section Eleven, sub-paragraph 11 of the Collier County Procurement Ordinance 2017-08, staff requests
that the Board find that it is in the best interest of the County to waive formal competition and authorize the
purchase of pharmaceuticals, medical supplies and related material from Cooperative Services of Florida, Inc.,
under Agreement #23-008-NS utilizing LeeSar, Inc., as a single source vendor. The Procurement Service Division
advertised its intent to designate LeeSar, Inc. as a single source vendor on the County’s bidding platform for seven
days and no responses were received.
FISCAL IMPACT: Funding is budgeted and available through EMS Operating Fund (4050).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for Board approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this action.
