EXECUTIVE SUMMARY
Recommendation to approve the FY24 Program of Projects and authorize submittal of the Federal Transit
Administration 49 U.S.C. 5307/ 5339 FY24 grant application to support the transit system capital and
operating costs in the amount of $5,632,209 through the Transit Award Management System, accept the
award, and authorize any necessary Budget Amendments.
OBJECTIVE: To obtain grant funds for the operations and management of the Collier Area Transit (CAT) System
including capital projects.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division receives
federal grant funds for the management of the CAT system under Urbanized Area Formula Grant Programs (49
U.S.C. 5307/5339) to be used predominately for transit capital projects as defined by the Federal Transit
Administration (FTA).
FTA published the annual apportionment formula on April 1st, 2024. Collier County is located within the Bonita
Springs-Estero, FL Census Urbanized Area; therefore, a portion of the 5307 funding is shared with Lee County and
Florida Department of Transportation (FDOT). The amount of 5307 funds allocated to the Bonita Springs -Estero
Urbanized Area is $6,844,463. The 5307 apportionment designated for CAT is $5,157,289 and $1,687,174 for Lee
County Transit. The 5339 apportionment is $474,920 and is not shared with Lee County.
Staff prepared the proposed Program of Projects based on Collier’s total allocation for 5307 and 5339 funding
$5,632,209. The Program of Projects has gone through the Public Involvement Process, which concluded on July
29th, 2024. The Public Transit Advisory Committee reviewed and endorsed the Program of Projects on June 19th,
2024.
Proposed projects include:
1. Transit enhancement projects, which include the installation of bus shelters
2. Safety and security enhancement that includes the replacement of wireless routers in revenue vehicles
3. Provision of Americans with Disabilities Act (ADA) paratransit services
4. Replacement of a 40 ft bus, including the associated equipment
6. Preventative Maintenance of Rolling Stock
7. Operating Assistance, which requires fifty percent (50%) local match

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these funds.
The application has been prepared and attached for the Board of County Commissioners' (Board) consideration.
The grant requires a twenty percent (20%) match. Collier County has requested approval from the Florida
Department of Transportation (FDOT) for the use of $963,269 transportation development credits as a soft match
for the grant. In addition, the grant requires a fifty percent (50%) match for FTA defined operating assistance.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Transportation

Management Services Department Head, who serves as the Board-appointed designee. The electronic system is
also used to manage the award and submit all required reports.
As noted in the attachment, staff is requesting pre-award authority from the Board to create the required budget
appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the beginning of FY25.
Additionally, FTA publishes a consolidated list of all the certifications and assurances required by federal law or
regulations for its programs into a single document that an applicant for or recipient of federal assistance under 49
U.S.C. Chapter 53 must submit annually or as part of its application for federal assistance. The FY2024
certifications have been submitted and are attached for informational purposes.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
Additionally, the item is consistent with the objective to support access to health, wellness, and human services.
FISCAL IMPACT: Budget amendments are required in FY24 to recognize grant revenue within CAT Grant Fund
(4031) and Transportation Disadvantage Grant Fund (4034) for a total amount of $5,157,289 for Project 33913
(Section 5307), and $474,920 (Section 5339) for Project 33912. Collier County has requested approval from FDOT
for the use of Transportation Development Credits in the amount of $963,269 as a soft match for the twenty percent
(20%) capital match requirement.
Budget amendments in FY25 are required within CAT Match Fund (4032) in the amount of $623,200 and
Transportation Disadvantage Grant Match Fund (4035) in the amount of $1,155,932, Project 33913 for a total
amount of $1,779,132. A cash match of fifty percent (50%) or $1,779,132 is required for the operating assistance
portion of the award and is available within CAT Match Fund (4032), Transportation Disadvantage Grant Match
Fund (4035) in FY25 Reserves and Transportation Disadvantaged Operating Fund (4033) in FY25 Project 31427
supported by the annual transfer of General Fund (0001) Revenue.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for

Application Executive Summary
This application is to request section 5307 funds apportioned to the Bonita Springs -Estero, FL UZA in
the amount of $6,844,463 for FY24. The Collier County portion of the FY24 apportionment is $5,157,
289 and the remaining amount of $1,687,174 is allocated to Lee County. The Collier portion of the
FY24 apportionment is identified as STIP number 410146-1 for capital projects and 410146-2 for
operating assistance. STIP pages are attached to this application.
The purpose of this award is to provide funding for a variety of transportation-related projects, including
preventive maintenance for 1 year, operating assistance for 1 year, ADA paratransit services for 1 year,
the replacement of a fixed route bus along with 5339 allocation, bus stop improvement safety and
security enhancements to revenue vehicles. The award will cover a period of five years, from October
1, 2024 to September 30, 2029.
Funds will be used to cover all eligible preventive maintenance and operating expenses such as the
operation contract expenses and fuel, purchase and construct bus stop improvements and the
purchase of replacement cellular routers, and the replacement of a fixed-route bus.
Funding will permit Collier County to meet preventive maintenance standards, continue to provide

operations, comply with its Transit Asset Management (TAM) Plan by replacing a fixed route bus and
ITS equipment that have met their useful life, and improving safety and security of revenue vehicles.
Collier County and the riders that rely on its service will benefit from continued services, permitting
workers to get to work and other destinations.
ALI 11.42.20 (114-00 BUS: SUPPORT EQUIP AND FACILITIES) will address both 1% security and .
75% safety requirement through the purchase and installation of cameras and facility access
equipment.
This application also requests section 5339 Bus and Bus Facilities Formula funds apportioned to the
Bonita Springs-Estero, FL UZA in the amount of $474,920 for FY 24. The apportionment is identified as
STIP number 434030-1. STIP page is attached to this application.
The award will provide funding to replace a fixed route bus along with the 5307 allocation. The funds
will be used to comply with the Transit Asset Management (TAM) Plan by replacing a fixed route bus.
Transportation Development Credits in the amount of $963,270 will be utilized as the match for the
capital grant projects in this grant. The overall start and end dates are 10/1/2024-09/30/2029. Collier
County is not applying an indirect cost rate to the activities within this application.
Collier County does not have a sub-recipient.
In addition to FTAs Buy America Act, which requires that the steel, iron, and manufactured goods used
in an FTA-funded project are produced in the United States (49 U.S.C. 5323(j)(1)), the Build America,
Buy America Act (BABA) (Public Law 117-58, div. G 70914(a)) now requires that construction materials
used in infrastructure projects are also produced in the United States. Refer to terms and conditions in
FTAs Master Agreement Section 15. The BABA requirement applies to this grant, in addition to the Buy
America Act, except to the extent that a waiver of either requirement may apply.

Project Description
The Collier County portion of the FY24 5307 funding for the Bonita Springs-Estero, FL UZA. ($4,125,
831) will be utilized for several projects that will maintain and/or enhance the Transit system for the
Community. A portion of the funds will be utilized to improve safety and security by replacing wireless
routers to existing revenue vehicles, with a useful life of 5 years.

Collier County will follow all 3rd party procurement policies as defined in C4220.1F (Third Party
Contracting Guidance). Collier County will ensure that contractors procured will not be on the FTA
Suspension and Debarment list. The overall start and end dates are 10/1/2024-03/30/2029

Extended Budget Description
Collier County will use $1,845,700 for preventative maintenance (PM) of Collier Area Transit rolling
stock and support vehicles as defined in the National Transit Database as well as the maintenance of
equipment for servicing revenue vehicles. The PM will be completed by in house staff with an
established force account. The period of performance is 10/1/2024-09/30/2025. Collier County does not
anticipate the purchase of items over $5,000 in value at this time. A budget Revision will be executed to
specify any items with a value of over $5,000 identified during the execution of the activities under this
ALI. Typically, individual parts purchased are less than $5,000.

Collier County will utilize the funding to improve safety and security by the purchase of replacement
wireless routers that have met their useful life. The wireless routers provide data to both the Vehicle

Project Description
The Collier County portion of the FY24 5339 funding for the Bonita Springs-Estero, FL UZA. ($474,920)
will be utilized to purchase of one heavy duty 40 ft fixed route bus to replace a bus that has met its
useful life. The useful life of the fixed route bus is 12 years or 500,000 miles. Collier County will follow all

Dear Mr. Wells:
This letter responds to Collier Area Transit's request on July 24, 2024 to the Florida Department
of Transportation for $963,269.00 in Transportation Development Credits (TDCs) to be used as
“soft match” for Collier Area Transit's State Fiscal Year 2024/2025 Sections 5307 and 5339
capital grant application to the Federal Transit Administration (FTA). This grant will be used for
a variety of transportation-related projects, including preventative for 1 year, ADA paratransit
services for 1 year, the replacement of a fixed-route bus, bus stop improvements, and the
replacement of wireless routers for the safety and security enhancements to vehicles. In addition,
it will also be used to purchase a replacement fixed-route bus.
The Department concurs with Collier Area Transit's request by authorizing the $963,269.00,
according to the enclosed Department memorandum of July 26, 2024 from Ms. Gabrielle
Matthews, Public Transit Office Manager.
The following two actions are very important for Collier Area Transit's staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier Area Transit's FTA Sections 5307 and 5339
grant application project budget sheets, and
2. Please send a copy of this letter and Ms. Matthews's authorization memorandum to the
FTA Project Manager for Collier Area Transit.

This is in response to the correspondence dated July 25, 2024 requesting the Department’s
authority to grant a request by Collier Area Transit to use state toll revenue credits in the amount
of $963,269.00 as soft match for the capital portion of their Section 5307 and Section 5339 grant
application. Refer to the table below for distribution amounts:

Soft Match Request $844,539.00 $118,730.00
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital
projects at a 100% federal share. When providing a copy of this authorization to Collier Area
Transit, please ask them to reference the use of this credit in their project budget sheets of their
FTA application and send a copy of this authorization letter to their FTA Project Manager. Also
include the item number reference where these projects are included in the STIP. FDOT will
work with the Federal Highway Administration to ensure that the use of the toll revenue credits is
properly accounted for and recorded.

FTA CERTIFICATIONS AND ASSURANCES
Public Transportation Agency Safety Plan (PTASP)
Applicants and recipients of Section 5307 grants and rail transit agencies that are subject to the State Safety Oversight Program must certify to Category 2: Public Transportation Agency Safety Plans (PTASP). The deadline for certi cation was July 20, 2020, however, in light of the extraordinary challenges presented by the COVID-19 public
health emergency, FTA issued a Notice of Enforcement Discretion for the PTASP regulation (49 CFR Part 673). FTA will refrain from taking enforcement action until July 21, 2021 for applicants and recipients unable to certify compliance with the PTASP regulation before July 20, 2021. While applicants and recipients are encouraged to certify
compliance as soon as reasonably practicable under the current circumstances caused by the COVID-19 public health emergency, those who do not certify compliance until July 20, 2021 remain eligible for Chapter 53 grant funds.
