EXECUTIVE SUMMARY
Recommendation to provide direction to staff to develop options and recommendations for completing
Phases 3 and 4 of the Paradise Coast Sports Complex and bring a report back to the Board.
OBJECTIVE: To obtain Board direction to proceed with planning to complete Phases 3 and 4 of the Paradise
Coast Sports Complex (PCSC).
CONSIDERATIONS: On February 13, 2018, the County entered into Agreement No. 17-7108 for the PCSC's
pre-construction phase. The planned approach was based on using individual contract amendments for each
subsequent construction phase. On September 25, 2018, the County entered into the First Amendment to contract
17-7108, which included the preliminary site and drainage work.
On March 26, 2019, the County entered into the Second Amendment for Phase 1A. This completed phase included
the primary underground utility work on the City Gate parcel, five fields (four turf, one grass), a maintenance
building, a welcome center, a market, a ticket booth, and restrooms. This phase also completed City Gate
Boulevard South, main entrance improvements on City Gate Boulevard North, and parking for this phase.
Amendment three was administrative in nature, but on December 10, 2019, the County entered into the Fourth
Amendment for Phase 1B, which consisted of the Stadium and Great Lawn. Amenities included The Cove with a
food truck pavilion and bar, The Factory workout facility, a lake trail, a yoga area, and a climbing wall.
On December 8, 2020, the County entered into the Fifth Amendment to the Agreement for Phase 2 which consisted
of developing approximately 110 acres of the complex including the extension of City Gate Boulevard North,
adding lakes, processing and spreading fill, internal roadways and parking lots, infrastructure, five fields, and the
northwest parking lot. The scope of Phase 2 was subsequently amended to reduce the number of fields from five to
four and remove a portion of the parking element. The elements removed from Phase 2 were planned to be
constructed as part of a future Phase 3.
The Sports Complex opened in mid-2020, with Phase 2 becoming available in October 2023. The contract for
Phases 1 and 2 was terminated in July 2023 as part of a Board-approved settlement agreement. Since then, staff and
the contractor have been working under the terms of the settlement to complete punch list items and finalize project
close-out documents, including closing and finalizing permits for all completed phases.
Phase 3, the next planned phase, is proposed to include Field No. 9 and its associated pre -engineered metal building
structure (Bldg. 21), the south parking lot, and a bathroom (Bldg. 18). Staff anticipates utilizing a conventional
design-bid-build contract mechanism. Construction could start in fall 2025, with an approximate timeline of twelve
to eighteen months. The estimated design and construction cost of this phase is $9-$10 million.
The current programming and schematic design for Phase 4 consist of eleven multipurpose fields (five fields will be
softball, little league, mini-soccer/football/lacrosse, and six fields will be baseball, soccer/football/lacrosse) as well
as required restrooms, and other facilities. Phase 4 design and construction costs are estimated to be in the $40 -$50
million range. The next steps will be to refine the estimates, develop and approve a finance plan, and procure a
design contract. Final building selection and design will be determined through the design process and is
anticipated to include:
• Welcome Center
• Concessions and restrooms
• Trophy presentation plaza
• Marketplace
• Storage and maintenance buildings
• Outdoor amphitheater (would reduce the number of fields)
FISCAL IMPACT: The estimated cost for Phase 3 is $9 - $10 million. Some of that amount is available as pay-go
funding from the earmarked portion of the 5th cent of Tourist Development Tax (TDT). The initial estimate for

Phase 4 (design and construction) is between $40 and $50 million. A plan of finance for both Phase 3 and Phase 4
will be developed.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this
action.
LEGAL CONSIDERATIONS: The Tourist Development Tax Statute, Section 125.0104, Fla. Stat., was amended
in 2018 to include an authorized expenditure for public facilities which are defined to include major capital
improvements that have a life expectancy of 5 or more years. The County’s plans for the PCSP may be defined as
public facilities and require that the County meet the requirements of Section 125.0104(5)(a)6, Fla. Stat., as
follows:
Tax revenues may be used for these purposes only if the following conditions are satisfied:
a. In the county fiscal year immediately preceding the fiscal year in which the tax revenues were initially
used for such purposes, at least $10 million in tourist development tax revenue was received;
b. The county governing board approves the use for the proposed public facilities by a vote of at least two -
thirds of its membership;
c. No more than 70 percent of the cost of the proposed public facilities will be paid for with tourist
development tax revenues, and sources of funding for the remaining cost are identified and confirmed by
the county governing board;
d. At least 40 percent of all tourist development tax revenues collected in the county are spent to promote
and advertise tourism as provided by this subsection; and
e. An independent professional analysis, performed at the expense of the county tourist development
council, demonstrates the positive impact of the infrastructure project on tourist-related businesses in the
county.
This item is approved as to form and legality and requires majority vote for the Board to provide direction to staff.
A supermajority vote of the Board will be required should the Board decide to use tourist development taxes for
this public facility. - CMG
RECOMMENDATION: Direct staff to develop options and recommendations for completing Phases 3 and 4 of
the Paradise Coast Sports Complex and report back to the Board.
