MINUTES OF THE COLLIER COUNTY
EAST OF 951 AD HOC COMMITTEE MEETING
Naples, Florida, June 18, 2024
LET IT BE REMEMBERED, the Collier County East of 951 in and for the County of Collier,
having conducted business herein, met on this date at 7:00 PM in REGULAR SESSION at the
Heritage Bay Government Services Center 15450 Collier Boulevard Naples, FL 34120
with the following members present:
Mark Teaters, Sr., Chairman

• Pledge of Allegiance: Led by Parker Klopf.
• Roll Call: Quorum established.
• Approval of the Minutes from Previous Meeting:
Mark Teaters: Motion was made to approve the minutes as corrected; Robert Raines
seconded the motion. Approved unanimously.
Housekeeping – Mark Teaters, Sr.
Staff and residents can sign up to receive emails from the County directly from their website.
CICM tool needs to be utilized better,however it’s not currently working properly.
• East of 951 population is @ 58,000 with a projection of 68,000 by 2030 there will be
a need for another park, regional or community. The County no longer provides
services neighbor parks improvements,
• Immokalee CRA focuses solely on the town of Immokalee and new parks in the
future. Commissioners McDaniel is working with the school system to include
improvements, new bathrooms, etc. List of tropics for future discussions includes the
Sheriff’s department and Code Enforcement but no location has been determined yet.
Also the lifecycle of the landfill, libraries, falling trees on powerlines in Golden Gate

Estates has a concern of staring fires. FPL has a Storm Secure program , they are
working to bury lines underground to certain areas. We are working to get a
representative to speak.
• Mike Ramsey – I would also like a representative from LCEC to talk to us about the
125ft power poles and I would like to hear from someone from TECO as well.
• Ideas should be sent to Parker and will be discussed at the next meeting.
• The recent purchase of 22,000 acres will be discussed, roadways, traffic, affordable
housing & transportation as well as state road 29 & Oil well Road and the expansion
of Camp Keais Road, roundabout on Immokalee Rod and Camp Keais Road along
with the connection to State Road 82which will connects to Collier County to the east
at the intersection with SR 29. and Immokalee Airport. There is no master plan yet.
1).Mike Ramsey – We would like an update from the Division of Forestry on whether they plan
on moving operations from Randall Blvd to Picayune Strand.
2)James Harrahan , Parks & Recreation, Assistant Division Director-PowerPoint presentation:
An update on Big Corkscrew Regional Park opened in 2021 2 softball diamonds, 2 rectangle
fields In 2025 will have a national fit court, outdoor fitness court. Large maintenance area 10
pavilions (rental available) or first come first serve.Aquatic Center with competition pool, 2
slides which is getting heavily used by the community. Sports teams Programs and events
included an Easter Egg hunt, Trunk or Treat with over 2000 participants (focusing on like skills)
Athletics: “memorandum of understanding with Naples Bears-Pop Warner Football and Florida
west Soccer serves over 1000 kids and 30 businesses. VPK Program, summer camps with over
280 children including teenagers.
Paradise Coast Sports Complex-Phase II included creating a dog park, restrooms, walking
path and rec flex (indoor gymnasium which includes basketball courts)
3) Collier County approve the purchase of the Williams Property which will have a Park. on June
11 th they approved 4 million for turf included artificial turf which will allow play year round
some will remain grass.
Aquatic facility, main pool and kiddie area. We are still in need of lifeguards.
Paradise Coast Sports Complex falls under Tourism Department, Marrisa Baker can provide
more information if needed at a later meeting. It has an outdoor seating area, the next phase will
add one more soccer field for a total of 10 fields to be completed soon.
Q & A:
• Bruce Hamels (absent) wanted to ask about discounts for seniors.
There is a 40% discount for Collier County employees, Collier County Public School employees
and first responders as well as a family discount $190/annual pass.
Comment: with the expansion of Willon Blvd. it will lead right the Paradise Coast Sports
Complex
Mike Ramsey – Happy to see the focus on Immokalee. South Park renovations and updates we
are working with CRA to identify other pieces of property.
Mark Teters-Big Corkscrew Regional Park revised for Phase II ideas for kids, eliminate circular
field and the debate about whether to fill n the rock pit or not. It would use more land space.
James Harrahan- We will have to get more information about that from the project manager.

What about Ave Maria recreation areas?
Answer- Ave Maria has a private organization the runs their parks. We would like tp partner
with them as some point.
Question_ What is utilization?
Answer- Corkscrew still has room but Immokalee Sprots Complex is at capacity.
4)Committee Recommendations Update - Mark Teters-
Motion proposed to the group- boat ramps in the estates. We have 6 locations including
Golden Gate Blvd & Faka Union and Golden Gate Blvd. between 8th and 10h Street.
Mike Ramsey- We can add this topic the master plan -Boat Ramps and Marinas.

Robert Rains made a motion to adjourn; seconded by Mike Ramsey. Approved
unanimously.
