EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment in the amount of $1,023,689.31 toward EMS Capital
Fund (4055) reallocating reserves to fund the replacement of current personal safety equipment.

OBJECTIVE: To provide EMS with funding for replacement personal safety equipment that has reached the end
of its life expectancy.
CONSIDERATIONS: Collier County EMS has a fleet of ambulances, and each ambulance must be equipped to
move patients safely and in compliance with the standards that govern emergency medical services.
Pursuant the Collier County Ordinance 2017-08, it is in the best interest of the County to standardize certain
specialized equipment. On November 14, 2017, the Board approved standardization of Stryker Power Pro
Ambulance Cots and power stretchers, as they comply with mandatory Federal Specification KKK-A 1822
Standards (Item 16.E.3).
Equipment previously purchased through Stryker, to include stretchers and LUCAS chest compression devices,
have reached the end of their life expectancy and are needing to be replaced to ensure employee and patient safety.
Any equipment that is being replaced, under an existing non-standard agreement (23-005-NS) will receive a trade-
in credit and supersede the previous annual billing agreement. The costs associated with the replacement of 8
stretchers at this time is $265,835.68. This includes the trade-in credit of $20,000.00. Moving forward, the division
plans to replace stretchers annually in increments. The cost to replace Lucas Chest Compression devices is
$618,353.63. It should be emphasized that to secure these prices with Stryker, a purchase order must be in place
prior to October 2024 to avoid a 9% price increase.
Structural Firefighter bunker gear is a requirement of our ALS engine program and is for the safety and protection
of field personnel in hostile environments. Per NFPA 1851: Standard Selection, Care, and Maintenance of
Protective Ensembles, it is a best practice to have a second set of bunker gear for employees to use after the initial
bunker gear is exposed to contaminants. The costs associated with maintaining a second set of bunker safety gear
for current employees is $139,500.00.

TOTAL COST: $1,023,689.31
FISCAL IMPACT: A budget amendment is needed to transfer $1,023,689.31 out of Reserves from EMS Fund
4050 into EMS Capital Fund 4055 for the purchase of the equipment outlined above.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this action.
