EXECUTIVE SUMMARY
Recommendation to authorize budget amendments to recognize $12,709,900 in revenues deposited in the
Disaster Recovery Fund (1813) received from the insurance proceeds related to the Hurricane Ian claims,
allocate $3,000,000 within the same fund (1813) for continuation of the wastewater recovery efforts and
returning $9,709,900 back to the original funding sources which include Water Capital Fund (4012)
($429,100), and Wastewater Capital Fund (4014) ($9,280,800).
OBJECTIVE: To recognize revenue received from the insurance proceeds for Hurricane Ian claims in the
Disaster Recovery Fund (1813), allocate funds for continuation of recovery efforts and as well as returning funds
back to the original funding sources.
CONSIDERATIONS: On September 28, 2022, Hurricane Ian made landfall on the southwest coast of Florida.
Damage caused by the storm included the destruction of control panels and associated appurtenances at thirty -three
pump stations. Subsequently, those pump stations were placed on bypass operations using portable diesel run
pumps.
On October 11, 2022, Item 11.B, the Board approved budget amendments from the County Wide Capital Projects
Fund (3001), the Solid Waste Disposal Fund (4070), the Solid Waste Collection Fund (4073), the Water/Sewer
Operations Fund (4008), the Water Capital Fund (4012), and the Sewer Capital Fund (4014) to the Solid Waste
Capital Fund (4074) in order to increase the budgeted funding for estimated expenses for Hurricane Ian debris
removal. The total cost for debris removal at that time was anticipated to be $65,000,000.
On November 10, 2022, Collier County submitted an expedited funding application to FEMA for anticipated debris
removal expenses, allowing the County to receive half of the estimated debris removal costs in an expedited fashion
to cover expenses related to the debris removal mission.
At the completion of the debris removal mission actual debris quantities were lower than initially anticipated and
therefore the debris removal expenditures were lower than initially estimated. As a result, on March 14, 2023, Item
11.D, the Board approved budget amendments in the amount of $23,000,000 to return budgeted funds back to their
original sources.
Additionally, the Board approved budget amendments transferring $12,500,000 from Water Capital Fund (4012)
($3,219,200) and Wastewater Capital Fund (4014) ($9,280,800) to the Disaster Recovery Fund (1813) for Water -
Sewer District recovery efforts.
As of May 24, 2024, the Disaster Recovery Fund (1813), Wastewater Emergency Cost Center (233356), received
$12,709,943.03 of insurance reimbursement for Hurricane Ian claims. Budget amendments are required to
appropriate additional funding for lift station repair and bypass pumps and returning funds back to the original
funding sources.
FISCAL IMPACT: Budget amendments are required to recognize $12,709,900 in Hurricane Ian related revenues
deposited into the Disaster Recovery Fund (1813), allocate $3,000,000 within the same fund (1813) to fund the
wastewater recovery efforts and return budgeted funds back to the original funding sources which include Water
Capital Fund (4012) ($429,100), and Wastewater Capital Fund (4014) ($9,280,800).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and
requires majority vote for approval. -JAK
