EXECUTIVE SUMMARY
Recommendation that the Board award Invitation to Bid (11ITBI') No. 23-8190, "Master Pump Station (MPS)
302 Force main Replacement," to Quality Enterprises USA, Inc., in the amount of $1,797,365.80, approve an
Owner's Allowance of $150,000, and authorize the Chairman to sign the attached Agreement.
OBJECTIVE: To replace the discharge force main from Master Pump Station 302 across the intersection of
Rattlesnake Hammock Road, Saint Andrews Boulevard and Santa Barbara Boulevard while meeting demand for
service, protecting public health and safety, and providing a proactive envirom-nental approach.
CONSIDERATIONS: Master Pump Station 302 is connected to the South County Water Reclamation Facility
(SCWRF) by an existing 36" ductile iron pipe. The ductile iron pipe has been in service for over 34 years. This
existing 36" force main is the main transmission line for sewage flows from the Master Pump Station 302 to the
water reclamation facility. Due to the pipe material, the soil conditions, and sulfide by-products of wastewater
transmission, the existing 36" force main has reached the end of its service life. Failure of this transmission line
would create a large disruption in sanitary utility service for the East Naples area.
This project will abandon and replace a portion of the existing 36" force main that is currently installed under the
intersection of Santa Barbara Boulevard with Rattlesnake Hammock Road. A new high -density polyethylene
(HDPE) 36" force main will replace the abandoned section of the pipe. The new HDPE force main aligranent will
require an existing 30" IQ main within Saint Andrews Boulevard to be deflected as part of this project.
On October 19, 2023, the Procurement Services Division issued ITB No. 23-8190, seeking construction services for the
Master Pump Station (MPS) 302 Force main Replacement project. The bid was extended 7 days through an
addendum which provided vendors a copy of the Right-of-way permit. The County received three bids by the
December 11, 2023, deadline as summarized below:

Staff reviewed the three bids received and found all three bidders responsive and responsible, with Quality Enterprises
USA, Inc. (Quality Enterprises), as the lowest, responsive, and responsible bidder. Staff recommends the contract be
awarded to Quality Enterprises in the low bid amount of $1,797,356.80. hi addition to the total bid amount, staff has
allocated $150,000 as Owner's Allowance. The Owner's Allowance is for unforeseen site conditions that might be
encountered during construction and will also be included in the Purchase Order. Use of the allowance will be only as
directed by the County, if necessary, with proper supporting documentation to be submitted by the contractor for any
additional work that is authorized and performed under the allowance.
The County's engineering consultant, Davidson Engineering, Inc., evaluated the bids and determined that Quality
Enterprises met all the qualifications required for this project and submitted the lowest, responsive, and responsible
base bid. Quality Enterprises bid is approximately 59.7% above Davidson's $1,073,227.25, opinion of probable
cost for the work. The Engineer of Record identified in the DELORA that they believe the COVID pandernic and
Hurricane Ian are still very much linked to the ongoing labor shortages, material pricing, and overall inflation. The
Collier County Water and Sewer District team contemplated rebidding the project; however, the continued risk of
this section of infrastructure should not be delayed. The infrastructure is a critical section of force main and is
identified through the utility's Asset Management Program as Condition Red - recommended for replacement due
to occasional breakdowns. Post bid opening MPS 302 experienced an additional emergency failure further
confirming the critical need to proceed with this project. Quality Enterprises has provided services in Florida since

1995 and has a local office in Collier County.
The Contractor's insurance expires on July 1, 2024 and the Contractor will provide the updated insurance upon
receipt of the new certificate of insurance. Once the new certificate of insurance is received then it will be included
for review when routed to the County Attorney's Office for signatures and prior to any work beginning.
Staff recommends that Quality Enterprises USA, Inc., be awarded the attached Agreement as the lowest responsive
and responsible bidder in the amount of $1,797,356.80.
FISCAL IMPACT: There is adequate funding in Project Number 70240, Master Pump Station (MPS) 302 Force
main Replacement for this contract. The source of fimding is the Wastewater User Fee Capital Project Fund (4014).
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality, and requires majority vote for approval. JAK

Bids were received for the above -referenced project by Collier County on December 11, 2023. Davidson
Engineering, Inc. (EOR) has completed our review of the bid submitted by the lowest bidder for this
project, and we are pleased to provide the following award recommendation.
The scope of the Master Pump Station (MPS) 302 Forcemain Replacement project includes installation of
±557 LF of 36" HDPE DR-11 forcemain which will connect to an existing 36" forcemain via a proposed tee
tied into the existing 36" forcemain as it leaves MPS 302. The portion of 36" forcemain going under
Rattlesnake Hammock Road will be installed through open -cut to reach the south side of Rattlesnake
Hammock Roads's ROW. From there, the 36" forcemain will be installed in an open cut trench along the
southern bounds of Rattlesnake Hammock Road's ROW through a C.U.E. (located just west of the existing
"Lely" sign). The pavement and median of St. Andrews Blvd will be open cut so that the proposed
forcemain can be connected to the existing 36" forcerrain located under the north bound lanes of St.
Andrews. To make this connection and provide a future connection point an existing 30" IQ main will
need to be deflected. All sidewalk, existing utilities, trees, irrigation equipment, and telecommunication
assets effected by the installation of the force main are to be restored or re -located as necessary.
Based on the bid tabulation provided by Collier County Procurement Services, the apparent low bidder
was Quality Enterprises USA, Inc. with a total bid of $1,797,356.80 which is approximately ± 59.7%
more than the Engineer's Opinion of Probable Construction Cost (OPC) of $1,073,227.25 We believe the
COVID pandemic and Hurricane Ian are still very much linked to the ongoing labor shortages, material
pricing, and inflation overall.
References were provided, and the completed Vendor Reference Check Logs for each reference are
attached hereto. The project references provided by Quality Enterprises USA, Inc. were all contacted.
Davidson Engineering determined the references contain sufficient relevant experience with similar
projects to demonstrate the required successful experience to complete the project.
Quality Enterprises USA, Inc. is a corporation, formed in 1995 in the State of Florida, and has been
authorized to transact business in the State of Florida since 1995. Quality Enterprises USA, Inc. is
registered with the Florida Department of Business and Professional Regulation as a Construction Business
as a Certified Building Contractor and a Certified Underground Utility & Excavation Contractor, which
registrations are current and active.

On October 19, 2023, The Procurement Services Division issued Construction Invitation to Bid (ITB) No. 23-
8190, Master Pump Station (MPS) 302 Forcemain Replacement, to thirty-six thousand two hundred eighty-
two (36,282) vendors. The bid was advertised for a total of fifty-four (54) days. Sixty (60) vendors viewed the
bid package and the County received three (3) bids by the December 11, 2023, deadline.
Staff reviewed the bids received and all three (3) bidders were deemed responsive and responsible. Quality
Enterprises USA, Inc. was contacted to resolve a minor irregularity. Staff determined that Quality Enterprises
USA, Inc. is the lowest responsive and responsible bidder.
Staff recommends the contract to be awarded to Quality Enterprises USA, Inc., the lowest responsive and
responsible bidder, for a total bid amount of $1,797,356.80. In addition to the bid amount, staff has allocated
$150,000.00 in Owner's Allowance, for Owner's use as directed.

DEBRIS REMOVAL (EMERGENCY), DRAINAGE, FLEXIBLE PAVING, GRADING, GRASSING, SEEDING AND
SODDING, HOT PLANT -MIXED BITUM. COURSES, INTERMEDIATE BRIDGES, MINOR BRIDGES, PORTLAND
CEMENT CONCRETE ROADWAY PAVING, R&R MINOR BRIDGES, SIDEWALK, CURB & GUTTER, DRIVEWAYS,
UNDERGROUND UTILITIES (WATER, SEWER & FORCE MAIN) AND PUMP STATION.
Unless notified otherwise, this Certificate of Qualification will expire 6/30/2025.
In accordance with Section 337. 14 (4) , Florida Statutes, changes to Ability Factor or Maximum
Capacity Rating will not take effect until after the expiration of the current certificate
of prequalification (if applicable).
In accordance with Section 337.14(l), Florida Statutes, an application for qualification
must be f iled within (4) months of the ending date of the applicant's audited annual f inancial
statements.
If the company's maximum capacity has been revised, it may be accessed by logging into the
Contractor Prequalification Application System via the following link:

Once logged in, select "View" for the most recently approved application, and then click
the "Manage" and "Application Summary" tabs.
The company may apply for a Revised Certificate of Qualification at any time prior to the
expiration date of this certificate according to Section 14-22.0041(3), Florida
Administrative Code (F.A.C.) , by accessing the most recently approved application as shown
above and choosing "Update" instead of "View." If certification in additional classes of
work is desired, documentation is needed to show that the company has performed such work.
All prequalified contractors are requiredby Section 14-22.006(3), F.A.C., to certify their
work underway monthly in order to adjust maximum bidding capacity to available bidding
