EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments to reallocate capital project funding within Water User
Fee Capital Project Fund (4012) in the amount of $500,000 and Wastewater User Fee Capital Project Fund
(4014) in the amount of $1,500,000 to fund current project needs.
OBJECTIVE: To optimize funding within the Water User Fee Capital Project Fund (4012) and Wastewater User
Fee Capital Project Fund (4014).
CONSIDERATIONS: The proposed scopes of work of the projects listed below are consistent with the FY2024
Budget approved by the Board on September 21, 2023.

These reallocations are required to fund current needs within the Collier County Water -Sewer District. During the
current fiscal year, staff was successful in obtaining state line -item funding for the Palm River PUR project. By
reallocating funds through this budget amendment, additional priority projects (Warren Street Looping, Orangetree
Compliance and IQ Pilot Water Quality project) are positioned to proceed with design earlier than expected.
Additionally, by completing several projects in-house within the SCADA operating funds, this budget amendment
allows a reallocation to proceed with design and construction to replace the aging communication tower that houses
the sanitary sewer communication system. These considerations continue to support the capital improvement
program projects providing reliable, sustainable, and regulatory compliant services.
FISCAL IMPACT: The above capital budget amendments of $500,000.00 (Fund 4012) and $1,500,000.00 (Fund
4014) are necessary to reallocate project funding respectively within the County Water User Fee Capital Project
Fund (4012) and the Wastewater User Fee Capital Project Fund (4014).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this
time and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory
programs.
