Agenda 07/09/2024 Item #16B 9 (Approve the award of Invitation to Bid No. 23-8153, Immokalee Rd (C.R 846E) Paved Shoulder Improvements - FPID 449668-1-54-01-SCOP")07/09/2024 EXECUTIVE SUMMARY Recommendation to approve the award of Invitation to Bid ("ITB") No. 23-8153, "Immokalee Rd (C.R. 846E) Paved Shoulder Improvements - FPID 449668-1-54-01-SCOP", to Thomas Marine Construction, Inc., in the amount of $946,146.00, approve Owner's Allowance of $50,000, and authorize the Chairman to sign the attached Construction Services Agreement. (Project 60253, Funds 1841 and 3083) OBJECTIVE: To construct paved shoulders on CR 846 from East Main Street (SR 29) to east of Tradeport Parkway and award a construction contract known as "Immokalee Rd (C.R. 846E) Paved Shoulder Improvements - FPID 449668-1-54-01-SCOP" to Thomas Marine Construction, Inc. (the "Project"). CONSIDERATION: County staff identified the Project as a safety improvement and submitted an application to the Florida Department of Transportation ("FDOT") for grant funding through the Small County Outreach Program ("SCOP") in 2020 and was awarded the grant in 2021. The Project widens existing lane widths and creates paved shoulders. The Project limits are from East Main Street (SR 29 to east of Tradeport Parkway, see attached map in agenda package. As part of the Moving Florida Forward Initiative announced by the Governor's office in 2023, the SR 29 Loop Road construction was advanced and is now expected to begin construction in 2027. The advancement of the SR 29 Loop Road creates a project overlap. County staff reached out to FDOT and FDOT has advised the County to proceed with the paved shoulder project as originally designed. On December 5, 2023, the Procurement Services Division issued ITI3 No. 23-8153, Immokalee Rd (C.R. 846E) Paved Shoulder Improvements - FPID 449668-1-54-01-(SCOP). The County received the following five bids by the February 2, 2024, deadline. The engineer of record ("EOW') evaluated references and found them acceptable to gauge Thomas Marine's experience involving work of a similar magnitude, its skill, business standing, and ability to conduct the work as required under the terms of the Agreement. Thomas Marine has performed work in Collier and Desoto counties primarily performing demo, earthwork, paving, and concrete construction, bridge construction, and in all respects, the firm is reputable with a good work history and construction results. I Packet Pg. 471 07/09/2024 Thomas Marine's bid is 6.2% below the County's original $1,088,995.50 EOR's opinion of probable cost produced in January of 2024. The Procurement Services Division concluded bidding was competitive and representative of market conditions. The bid tabulation, EOR's letter of recommendation, the Notice of Recommended Award, and agreement are attached. The completed project is expected to have minimal operational and maintenance impacts, with minimal to no maintenance costs expected to be incurred within the first five to seven years of service for the roadway features, which will be absorbed into the regular maintenance schedule thereafter. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. The Owner's Allowance of $50,000 is for unanticipated costs including but not limited to unforeseen site conditions that might be encountered during construction and will be included in the Purchase Order. Use of the allowance will be only as directed by the County, if necessary, and subject to the terms of the Agreement, the County Procurement Ordinance, as amended, and with proper documentation involved with any work authorized and performed. FISCAL IMPACT: The total funding required for this contract is $946,146.00, plus an Owner's Allowance of $50,000 for potential unforeseen conditions. Funding in the amount of $918,622 is currently available within the Growth Management Grant Fund (1841) and $189,661.00 is available within the Road Construction - Gas Tax Fund (3083) in the Immokalee Road Shoulder Improvement Project (60253). The funding sources for this project are grant funds from the Florida Department of Transportation and gas tax. GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan Transportation Element, specifically Section B - Intermodal & Multi -modal Transportation, (1) Non -Motorized Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8. The project was designed by the Collier County Transportation Engineering Division In -House Design Team. The Engineer of Record (EOR) has completed our review of the bid submitted by the lowest bidder for this project, and we are pleased to provide the following award recommendation. The scope of the Immokalee Road (C.R. 846 E) Paved Shoulder Improvements SCOP project includes the construction of 2' pavement widening, 5' paved shoulders, signing and pavement markings and incidental drainage improvements on both sides of from S.R. 29 to east of Agricultural Boulevard. Collier County Procurement's review of the bid tabulations detennined that the apparent low bidder is Thomas Marine Construction, Inc. with a bid amount of $946,146.00. The EOR was provided with the Bid Schedule for the low bidder. The low bidder is approximately 6.2% lower than the EOR Opinion of Probable Construction Cost (OPCC) amount of $1,008,995.50. References were provided, and the completed Vendor Reference Check Logs for five (5) of the references are attached hereto. The most relevant references to the scope of our project provided by Thomas Marine Construction, Inc. were all contacted. All of them were responsive and the EOR determined all references were satisfactory. They contain sufficient relevant experience with similar projects to demonstrate the required successful experience to complete the project. Thomas Marine Construction, Inc. is a corporation founded in 1982 in Fort Myers, Florida. It is a company registered with the Florida Department of Business and Professional Regulation as a Building Contractor with roadway construction experience throughout the State of Florida. In 2007, the company's stock was purchased by Owen Ames Kimball, Inc. and the two companies continue to operate independently. They complement each other working together on all kind of transportation projects.
