EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendment to reallocate funds in Landscape Fund
(1012) for a total amount of $126,912.
OBJECTIVE: To meet critical project needs and landscape operations objectives within the Collier County
Landscape Beautification Master Plan Program and authorize the necessary budget amendment.
CONSIDERATIONS: Collier County Road, Bridge & Storrnwater Division - Landscape Operations Section will
use these funds for the Pine Ridge Interchange Landscape and Irrigation Relocation Project Florida Department of
Transportation (FDOT) Joint Participation Agreement (JPA) improvement projects located within the Pine Ridge
1-75 Limited Access Area and the Golden Gate Interchange Area.
To coordinate with the FDOT Pine Ridge Divergent Diamond Interchange construction project, scheduled to begin
on January 1, 2025, the Board of County Commissioners (the "Board"), approved and executed JPA Grant
Financial Number #445296 for the Pine Ridge Interchange Landscape and Irrigation Relocation Project for
$390,000. The funding is dedicated to the preservation and relocation of existing trees and specimen palms from
the Pine Ridge Interchange to the Golden Gate Interchange (BCC meeting on February 27, 2024, Agenda Item
16139).
The FDOT JPA requires the administration of the Construction Engineering Inspection (CEI) staff to be under the
charge of a State of Florida Licensed Professional Engineer (PE), ensuring the design and project meet the
minimum standards. The consultant's CEI will monitor and inspect the project to ensure it is in conformance with
the plans, specifications, and special provisions of the Contract.
The Pine Ridge Interchange and Golden Gate Interchanges are Gateways into Collier County. Naplescape 90's
Streetscape Master Plan, the Collier County Landscape and Irrigation Specifications for Beautification
Improvements within the public right-of-way, and the Land Development Code reference and identify
Interchanges as Gateways.
This item is consistent with the Collier County strategic plan objective to plan and build public infrastructure and
facilities to meet the needs of our community effectively, efficiently, and sustainably.
FISCAL IMPACT: A budget amendment in the amount of $126,912 is necessary to reallocate funding within the
Landscape Fund (1012) projects to the FDOT 445296 1-75 Project (33892). The source of funding is
unincorporated general funds.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Growth Management Plan,
Transportation Element, Objective I to maintain the major roadway system at an acceptable Level of Service by
implementing improvements as identified in the Annual Update and Inventory Report (AUIR) or by working
directly with other responsible jurisdictions to implement needed improvements to their facilities.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
