EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Second Amendment to the agreement
between Collier County and the Florida Department of State Division of Historical Resources and approve
and adopt the related Resolution for the restoration of the historic cottages at Mar-Good Harbor Park to
extend the end date from June 30, 2024, to December 31, 2024. (Public Service Grant Fund 1839 and Public
Service Match Fund 1840)
OBJECTIVE: To leverage state grant funds to complete the restoration of the historic cottages at Mar -Good
Harbor Park in Goodland to further the County’s strategic objective to preserve and enhance the character of our
community.
CONSIDERATIONS: Mar-Good Harbor Park was acquired in 2005 through a Florida Communities Trust (FCT)
reimbursement grant. The park has been developed with a community building, playground, canoe/kayak launch,
pathways and pavilions, and other recreational amenities and is operated by the Parks and Recreation Division. The
Mar-Good Harbor Park received a local historic designation in 2015 (Resolution No. 2015-15). Restoration of the
cottages is a condition of the 2005 FCT grant. Architectural work toward this end was completed through a
Division of Historic Resources Small Matching Grant in 2020.
Florida Department of State Division of Historical Resources (DHR) offers Special Category Grants for the purpose
of providing funding to assist local, regional, and state-wide efforts to preserve significant historic structures and
archaeological sites and promote knowledge and appreciation of the history of Florida. On April 1, 2021, the
Department of State issued a funding notice with an application due date of June 1, 2021.
The Museum Division prepared the application for the project to restore the cottages at Mar -Good Harbor Park in
Goodland. The County Manager approved the submittal of the application on May 27, 2021. Agenda Item #16.D.15
was approved by the Board of County Commissioners (Board) on June 22, 2021, to approve the “After-the-Fact”
electronic submittal of the grant application to the Florida Department of State Division of Historical Resources
(DHR).
On June 6, 2022, Collier County was notified by DHR that the Mar-Good Harbor Park project had been awarded
funding in the amount of $256,436, with a one-to-one match requirement, for a total project cost of $512,872.
Collier County received the agreement from DHR on November 2, 2022. On March 28, 2023, Agenda Item
#16.D.1, the Board accepted the award and executed the agreement.
On October 24, 2023, Agenda Item #16.D.4, the First Amendment was executed to shift funds from the line item
“General Conditions” to “Architectural/Engineering Services” totaling $8,841 to account for the increase in cost for
architectural and engineering services necessary for the project.
The proposed Second Amendment, which was drafted and sent to the County by the State, will extend the end date
of the agreement from June 30, 2024 until December 31, 2024, to allow for additional time for the completion of
the project. The DHR only permits 6-month extensions, and should an additional extension be needed it will be
requested. During the last quarter DHR approved the design/construction documents. The procurement process has
begun to select a contractor.
On June 2021, the Board approved Resolution 2021-132 committing match funds to this project. The new attached
resolution will update appropriate project information such as funding and timeline information and maintain
transparency to the public regarding the restoration of MarGood Cottages.
FISCAL IMPACT: There is no new Fiscal impact. The total cost of the project is $512,432. The Florida
Department of State will provide $256,436 in grant funding is available within Public Service Grant Fund (1839),
Project 80322. The grant requires a 50% match in the amount of $256,436 available within Public Service Match
Fund (1840), Project 80322.

A RESOLUTION OF THE COLLIER COUNTY BOARD OF
COUNTY COMMISSIONERS AUTHORIZING THE PROPER
OFFICERS, OFFICIALS AND REPRESENTATIVES OF THE
COUNTY TO APPLY FOR A SPECIAL CATEGORY GRANT IN
THE AMOUNT OF FIVE HUNDRED TWENTY TWO THOUSAND
NINE HUNDRED FIFTY TWO ($522,952) DOLLARS, FROM THE
FLORIDA DEPARTMENT OF STATE, DIVISION OF
HISTORICAL RESOURCES; AUTHORIZING THE USE OF THE
GRANT FUNDS TO RESTORE AND INTERPRET THE
MARGOOD COTTAGES TO SUPPORT THEIR USE AS A
CULTURAL FACILITY; COMMITTING TWO HUNDRED SIXTY
ONE THOUSAND FOUR HUNDRED SEVENTY SIX ($261,476)
DOLLARS OF THE FUND 306 PARKS CAPITAL PROJECTS
RESERVES TO COMPLY WITH THE CASH MATCH
REQUIREMENT OF THE GRANT; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Collier County Board of County Commissioners has been
advised that the Florida Department of State, Division of Historical Resources, is offering
Special Category Grants to units of government; and,
WHEREAS, the Collier County Board of County Commissioners acquired the
property known as “Margood Cottages” to preserve this significant historical site and to
develop the historic Margood Cottages into a cultural facility focused on the Pre-
Columbian, pioneer, and early tourism history of the Marco Island area; and,
WHEREAS, the Collier County Board of County Commissioners is proposing
the stabilization and rehabilitation of the Margood Cottages to support the continued
interpretive use with the available grant funding; and,
WHEREAS, the Collier County Board of County Commissioners is willing to
commit from the Parks Capital Projects Reserves Fund 306 the required cash “match” in
the amount of two hundred sixty-one thousand four hundred seventy six ($261,476)
Dollars for the proposed grant request; and,
WHEREAS, the Collier County Board of County Commissioners has determined
that it is in the best interests of the County and its citizens to apply for Special Category
Grant support.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA AS FOLLOWS:
Section 1: That the Board of County Commissioners of Collier County hereby authorizes
the proper officers, officials and representatives of the County to execute all documents

necessary to apply for a Special Category Grant in the amount of Five Hundred Twenty
Two Thousand nine Hundred Fifty Two ($522,952) Dollars from the Florida Department
of State, Division of Historical Resources.
Section 2: That the Board of County Commissioners of Collier County hereby
acknowledges and agrees that it will use the requested grant funds for the restoration and
interpretation of the Mar-Good Cottages to support the intended cultural museum use for
the enjoyment of the public.
Section 3: That the Collier County Board of County Commissioners hereby
acknowledges that it will commit a required “match” no less than 50% of the grant
request amount including Two Hundred Sixty-One Thousand Four Hundred Seventy Six
($261,476) Dollars from Parks Capital Projects Reserves Fund 306 during the grant
period beginning after July 1, 2022 and ending on June 30, 2024 to fulfill the match
requirements of the grant.
Section 4: Effective Date. This resolution shall take effect immediately upon its adoption
by the Collier County Board of County Commissioners.
This Resolution is hereby adopted after motion, second and majority vote this
22nd day of June 2021

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA DESIGNATING PROPERTY
COMMONLY KNOWN AS MAR-GOOD HARBOR PARK,
FORMERLY THE MAR-GOOD RESORT PROPERTY, AS A
HISTORICALLY SIGNIFICANT SITE, PURSUANT TO THE
HISTORIC/ARCHAELOGICAL PRESERVATION REGULATIONS AS
PROVIDED IN SECTION 2.03.07.E OF THE COLLIER COUNTY
LAND DEVELOPMENT CODE. THE SUBJECT PROPERTY IS
LOCATED IN GOODLAND IN SECTION 18, TOWNSHIP 52 SOUTH,
RANGE 27 EAST, COLLIER COUNTY, FLORIDA, CONSISTING OF
2.62 ACRES. [PETITION HD-2006-AR-10679]
WHEREAS, the Board of County Commissioners of Collier County adopted Ordinance
No. 91-70, the Historical/Archaeological Preservation Ordinance, on August 7, 1991 and
subsequently incorporated this Ordinance into the Collier County Land Development Code; and
WHEREAS, the Board of County Commissioners of Collier County seeks to recognize
the importance and significance of Collier County's historical heritage, and to this end has
enacted regulations to protect, preserve and perpetuate Collier County's historic and
archaeological sites, districts, structures, buildings and properties; and
WHEREAS, Section 2.03.07.E of the Land Development Code, provides for official
designation of particular sites as historically significant and provides regulations to maintain the
historic character of officially designated properties; and
WHEREAS, there are three cottages on the Mar-Good Harbor Park property that are rare
examples of fish camp architecture and early
20th century accommodations for tourists in
Florida; a fourth cottage was built in the 1950's; and
WHEREAS, the Collier County Historical/Archaeological Preservation Board reviewed
and considered the historic designation of the Mar-Good Harbor Park at a public meeting held
for that purpose; and
WHEREAS, on February 19, 2014, the Preservation Board voted to nominate the Mar-
Good Resort building, four cottages and the cistern at the Mar-Good Park for official designation
in recognition of the important role played by the structures; and
WHEREAS, the Preservation Board hereby forwards said nomination to the Board of
County Commissioners.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:

In recognition of its important and significant place in the historical heritage of Collier
County, the property commonly known as the Mar-Good Harbor Park, formerly known as at the
Mar-Good Resort Property, legally described in Exhibit "A" attached hereto and incorporated
herein is hereby designated as an historic site.
BE IT FURTHER RESOLVED that the Mar-Good Resort building, four cottages and the
cistern at the Mar-Good Harbor Park, formerly known as Mar-Good Resort Property, shall
hereafter be subject to the Historic/Archaeological Preservations Regulations of the Collier
County Land Development Code as they pertain to historically designated property including all
applicable incentives and restrictions.
This Resolution adopted after motion, second and majority vote this 3 day of

COUNTY TO APPLY FOR A SPECIAL CATEGORY GRANT IN

GRANT FUNDS TO RESTORE AND INTERPRET THE

WHEREAS, the Collier County Board of County Commissioners has been
advised that the Florida Department of State, Division of Historical Resources, is offering
Special Category Grants to units of government; and,
WHEREAS, the Collier County Board of County Commissioners acquired the
property known as "Margood Cottages" to preserve this significant historical site and to
develop the historic Margood Cottages into a cultural facility focused on the Pre-
Columbian,pioneer, and early tourism history of the Marco Island area; and,
WHEREAS, the Collier County Board of County Commissioners is proposing
the stabilization and rehabilitation of the Margood Cottages to support the continued
interpretive use with the available grant funding; and,
WHEREAS, the Collier County Board of County Commissioners is willing to
commit from the Parks Capital Projects Reserves Fund 306 the required cash "match" in
the amount of two hundred sixty-one thousand four hundred seventy-six ($261,476)
Dollars for the proposed grant request; and,
WHEREAS, the Collier County Board of County Commissioners has determined
that it is in the best interests of the County and its citizens to apply for Special Category
Grant support.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA AS FOLLOWS:
Section 1: That the Board of County Commissioners of Collier County hereby authorizes
the proper officers, officials and representatives of the County to execute all documents

acknowledges and agrees that it will use the requested grant funds for the restoration and
interpretation of the Mar-Good Cottages to support the intended cultural museum use for
the enjoyment of the public.
Section 3: That the Collier County Board of County Commissioners hereby
acknowledges that it will commit a required "match" no less than 50% of the grant
request amount including Two Hundred Sixty-One Thousand Four Hundred Seventy Six
261,476) Dollars from Parks Capital Projects Reserves Fund 306 during the grant
period beginning after July 1, 2022 and ending on June 30, 2024 to fulfill the match
requirements of the grant.
Section 4: Effective Date. This resolution shall take effect immediately upon its adoption
by the Collier County Board of County Commissioners.
