Agenda 06/25/2024 Item #16D 9 (Two (2) State Housing Initiative Partnership program grant amendments with Rural Neighborhoods, Inc.)06/25/2024 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign two (2) State Housing Initiative Partnership program grant amendments with Rural Neighborhoods, Inc., (1) amending SHOR 22 -001 by revising the procurement threshold language, extending the term, and add general provision language, and (2) amending SHOR 23-001 to decrease the grant funding award, remove Fiscal Year 22-23, revise procurement threshold language, and add general provision language. (SHIP Grant Fund 1053) OBJECTIVE: To continue to support the County’s quality of place initiative by providing comprehensive affordable housing opportunities for very low-, low-, and moderate-income persons through the State Housing Initiatives Partnership (SHIP) Program. CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation (FHFC) to undertake eligible activities. On April 26, 2022, Agenda Item #16.D.3, Resolution No 2022-68A, the Board of County Commissioners (“Board”) approved the SHIP Local Housing Assistance Plans (LHAP 2022-2025) identifying eligible strategies and serving as a guideline for the use of all SHIP funds and including a strategy for owner-occupied rehabilitation. Rehabilitation of owner-occupied properties has been shown to preserve neighborhoods assist in reducing declines in property values that result from deterioration and maintain the existing stock of housing that is affordable. On February 29, 2024, Rural Neighborhoods, Inc. requested changes to their two (2) current owner-occupied rehabilitation agreements. First, on July 12, 2022, Agenda Item #16.D.12, the Board approved the FY 2022/2023 agreement SHOR 22-001 with Rural Neighborhoods, Inc. to administer the SHIP Owner-Occupied Rehabilitation program strategy. The Sponsor has requested the following specific changes to their agreement: (1) revise the procurement threshold to allow for one quote in the case of small purchases with a cap not to exceed $3,000 for each purchase; (2) extend the agreement until December 31, 2024 as approved by Florida Finance Housing Corporation; and (3) add Part IV General Provisions 4.1 through 4.23. Second, On May 23, 2023, Agenda Item #16.D.3, the Board approved the FY 2021/2022 and FY 2022/2023 agreement SHOR 23-001 with Rural Neighborhoods, Inc. to administer the SHIP Owner-Occupied Rehabilitation program strategy. This amendment decreases the total grant award by $567,919.93 bringing the amended agreement amount to $1,223,721.07, as well as removing Fiscal Year 22-23, revise the procurement threshold language and adds general provision language. These requests indicate the Sponsor’s efforts to adapt to the challenges faced in post -Hurricane Ian conditions and ensure the successful completion of the rehabilitation projects within the revised time frame. FISCAL IMPACT: There is no Fiscal impact associated with this item. The funding source for this grant is the Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund (1053) Project 33759, and 33807.
