EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to 1) accept Year 2 allocation of Opioid Settlement
in the amount of $1,891,238.87 ($650,019.83 City/County and $1,241,219.04 Regional Abatement) and
authorize the necessary Budget Amendment, 2) reallocate $289,151.06 from Year 1 Regional Abatement
funding to City/County funding, 3) recognize $1,310.30 of interest and authorize the necessary Budget
Amendment; and 4) authorize the reclassification of a current time-limited, full-time equivalent position
(FTE) to a full-time Program Manager to support the administration of the Opioid Settlement Program.

OBJECTIVE: Utilize the funds received from the Florida Opioid Settlement Fund to address the opioid epidemic,
including prevention, treatment, and/or recovery services for Collier County residents to support the county's
strategic objective of promoting access to health, wellness, and human services.
CONSIDERATIONS: A local, state, and national crisis arose because of the manufacturing, distribution, and over-
prescribing of opioids, and resulted in opioid abuse, misuse, overdoses, addictions, and death throughout
municipalities, counties, states, and the nation. These activities contributed to the public health emergency and
crisis commonly referred to as the opioid epidemic. Collier County and the municipalities therein have suffered
from this crisis which has caused and is causing an undue strain on local government finances to implement
programming to combat the opioid epidemic. These funds may be used to mitigate the harmful effects of the opioid
epidemic in the community and increase educational campaigns to counteract misinformation about the addictive
nature and harmful effects of opioids and opioid abuse.
The National Opiate Litigation filed by the State of Florida and various local governments against pharmaceutical
companies has resulted in numerous settlements, to be distributed to the State of Florida over multiple years. At the
June 22, 2021 (Agenda Item #16.K.8) meeting, the Board of County Commissioners (Board) approved the Collier
County Resolution No. 2021-136; authorizing Collier County to join with the State of Florida and other Local
Governments as a Participant in the State Memorandum of Understanding (MOU) and enter into formal agreements
to participate in the Florida Plan for the Florida Opioid Settlement.
As part of the settlement, there are two (2) allocations that will be received annually over the next eighteen (18)
years: City/County and Regional Abatement. On April 11, 2023, the Board approved the initial City/County
allocation in the amount of $289,151.06 (Agenda Item # 16.D.5) and the Regional Abatement fund allotment in the
amount of $2,628,842.15 on June 13, 2023, (Agenda Item #16.D.3). A reallocation of funds is necessary, due to
staff was not made aware of the allocation fund at the time of receipt. On January 1, 2024, the County received its
second-year allocation of $633,277.95 for City/County and $1,241,219.04 for Regional Abatement. For City
funding an additional $16,741.88 of payments are anticipated for a total Year 2 allocation of $650,019.83. On April
24, 2024, an interest payment in the amount of $1,310.30 for Regional Abatement was received.
Pursuant to the terms of the settlement agreement, eligible uses under the agreement include, but are not limited to:
Narcan deployment, Treatment Courts, software systems for monitoring, Medication Assisted Treatment (MAT),
Outpatient and inpatient services, outreach and education as well as personnel/salaries to support program
administration.
Collier County intends to convert a current time-limited Operations Support Specialist I (50039122) position to a
non-time limited full-time equivalent (FTE) Program Manager. The program manager will participate in all opioid-
related programs and activities such as the community drug response team, the public safety coordinating council,
preparing the annual Opioid Strategic Plan, coordination of CORE-related activities, and all related public and
strategic partner meetings. The disbursement of funds is over the next sixteen years, and as with all Community and
Services grant funded positions, should these funds cease the position will be eliminated at that time.
FISCAL IMPACT: Budget amendments are required to reallocate Year 1 funding in the amount of $289,151.06
from Regional Abatement Fund (1806) Project (44059) to City/County Fund (1806) Project (44085); recognize

Year 2 award of $1,241,219.04 from Regional Abatement Fund (1806) Project (44059) and $650,019.83
City/County Fund (1806) Project (44085); and recognize an interest payment for the Regional Abatement Fund
(1806), project (44059) in the amount of $1,310.30. Collier County has received all but $16,741.88 of the
City/County Year 2 allocation. Should Collier County receive more than the $16,741.88 an additional budget
amendment will be presented to the Board.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote
for Board approval. -DDP
