EXECUTIVE SUMMARY
Recommendation to approve a Resolution and authorize the County Manager to execute the State
FY2024/25 Transportation Disadvantaged Trip & Equipment Grant Agreement and any ancillary documents
with the Florida Commission for the Transportation Disadvantaged in the amount of $765,349, with a local
match of $85,038, to continue operation, and authorize the necessary Budget Amendments. (Transit Grant
and Match Funds 4034/4035).
OBJECTIVE: To enter into an agreement with Florida Commission for the Transportation Disadvantaged (FCTD)
to receive $765,349 in State grant funding to offset paratransit operational costs.
CONSIDERATIONS: As the Community Transportation Coordinator (CTC) for Collier County, the Board of
County Commissioners (Board) is eligible for Transportation Disadvantaged Trip & Equipment Grant funds each
year. Funds from this grant cover a portion of the operating expenses for the Transportation Disadvantaged
Program. The Transportation Disadvantaged Program is a shared ride service to provide necessary transportation to
medical appointments, employment, educational and other life sustaining services to eligible riders.
On April 5, 2024, staff received the attached funding allocation from the FCTD for the FY24/25 Trip and
Equipment Grant. The funding allocation indicates that Collier County is eligible to receive $765,349 in State
FY24/25 (July 1, 2024, through June 30, 2025).
Trip/Equipment Grant Funds Required Local Match Total Project Cost/Award
$765,349 $85,038 $850,387
The resolution confirming the Board’s action is required by the State. Staff has not yet received this grant cycle’s
agreement; however, the Agreement is expected to substantially be in the same form as previous years (FY23 -24’s
executed Agreement attached). Given the time constraints, staff is requesting the Board give the County Manager
the ability to sign off on the Grant Agreement and any ancillary documents. Should the award exceed anticipated
amounts, a subsequent agenda item will be forthcoming to appropriate the additional funding. Any decrease will be
processed administratively, as allowed per policy.
FISCAL IMPACT: A Budget Amendment is required to recognize grant revenue in the amount of $765,349 in the
Transportation Disadvantaged Grant Fund (4034) Project 33911. The required ten percent (10%) match in the
amount of $85,038 is budgeted separately in Transportation Disadvantaged Match Fund (4035) and requires a
Budget Amendment. Match funds are available from Fund (4035) Reserves and Transportation Disadvantaged Fund
(4033) Operating supported by General Fund (0001). The General Fund provides an annual transfer to
Transportation Disadvantaged support to cover operational costs that exceed grantor subsidies and farebox
collections.
GROWTH MANAGEMENT IMPACT: This item is consistent with Objectives 10 and 12 in the Transportation
Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for Board action. This Office will need to sign off on the Grant Agreement when
it comes in and we will ensure that the Agreement (which is a standard State form) is consistent with this Executive
