Agenda 06/25/2024 Item #16B 5 (Change Order for additional design services for the Immokalee Road at Randall Boulevard Intersection Improvements project)06/25/2024 EXECUTIVE SUMMARY Recommendation to approve Change Order No. 1 to Agreement No. 21-7901, “Professional Design and Related Services for Immokalee Road at Randall Boulevard Intersection Improvements,” with HNTB Corporation, adding 400 days to provide additional design services in the amount of $263,883, and authorize the Chairman to sign the attached change order. (Project Number 60147). OBJECTIVE: To approve a Change Order for additional design services for the Immokalee Road at Randall Boulevard Intersection Improvements project (the “Project”). CONSIDERATIONS: In January 2020, the Florida Department of Transportation completed a Project Development and Environmental (“PD&E”) Study that confirmed the Project meets the current needs for operational and safety improvements. A two-phased approach to complete the Project was proposed. Phase 1 consists of the at-grade widening of Randall Boulevard from east of the intersection with Immokalee Road to 8th Street NE, going from two to four lanes (with a future six-lane option available). The improvements will include constructing new sidewalks, on-street bike lanes, and upgraded drainage. At the intersection of Randall Boulevard and Immokalee Road, the Project will realign the existing three westbound left turn lanes and one right turn lane from Randall Boulevard, continuing through an upgraded traffic signal onto Immokalee Road. The enhanced intersection modification will also have a continuous right turn lane traveling eastbound on Immokalee Road to eastbound on Randall Boulevard. A new traffic signal and intersection will be constructed at the Randall Boulevard and 8th Street NE intersection. The Randall Boulevard access road is proposed to be reconstructed and realigned as part of Phase 1. Phase 2 of the Project consists of constructing a future westbound flyover bridge from Randall Boulevard to Immokalee Road. Phase 2 is planned to be completed as a separate project beginning beyond 2035. However, a Bridge Development Report will be completed, and the right-of-way needed for Phase 2 will be determined in Phase 1. On July 12, 2022, the Board approved Agreement Number 21-7901 (Agenda Item 11.I) for $1,331,420.23, with HNTB Corporation, for “Professional Design and Related Services for Immokalee Road at Randall Boulevard Intersection Improvements.” In August of 2022, a Notice to Proceed for design services was given to the HNTB Corporation. Change Order No. 1 addresses additional design items identified during the 30% design phase: The original PD&E did not evaluate the effect of downstream traffic flow at the intersection of Immokalee Road and Wilson Boulevard. Approval of this Change Order will provide a more complete design of traffic flow for the entire corridor, thus reducing traffic delays. Additionally, Items 2-4 will also allow for a more efficient design and for completion of final permitting. 1. Evaluation of four additional traffic design alternatives for the Wilson Boulevard at Immokalee Road intersection. The PD&E Study completed by FDOT did not include the Wilson Blvd/Immokalee Rd intersection in the evaluation of the Phase 2 Flyover for the Project. A full evaluation of the Wilson/Immokalee intersection is needed before final design decisions can be made for the Project and for the separate Wilson Boulevard Widening project. 2. Re-design the alignment for the Randall Boulevard widening to accommodate a reduced median width and align the proposed shared-use path to extend south of the Randall Boulevard Forestry Building (1111 8th ST NE). The outside eastbound travel lane shall also be extended east through 8th St. NE. 3. Access management reevaluation necessitates the evaluation of the Forestry Station site (SW corner of the intersection of Randall Blvd./8th Street NE) to determine the impacts on traffic circulation from 16.B.5 Packet Pg. 614 06/25/2024 access management re-designs. 4. Modification of the originally scoped Pond Siting Analysis and Report is needed to reflect changed site conditions and design alterations from the original PD&E pond sites (“Basin Randall, Immokalee Basin 8 and Immokalee Basin 9”) and the newly County-acquired pond site (“The Hoster parcel”). FISCAL IMPACT: The additional funding in the amount of $263,883 is available within the Randall /Immokalee Road Project (60147). The source of funding is Transportation surtax within Infrastructure Sales Tax Fund (3018). GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: That the Board approves Change Order No. 1 to Agreement No. 21-7901, “Professional Design and Related Services for Immokalee Road at Randall Boulevard Intersection Improvements,” with HNTB Corporation, adding 400 days to the Project to provide additional design services in the amount of $263,883, and authorize the Chairman to sign the attached Change Order.
