EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 1 to Agreement No. 22-7944, “Professional Design Services
for 16th Street NE Bridge,” with Kisinger Campo & Associates, Corporation to provide additional design
services and add 365 days to the contract (Project Number 60212). The Change Order will add no additional
cost, but funds will be reallocated from unused tasks to cover the additional services.
OBJECTIVE: To approve a Change Order for additional design services for the 16th Street NE Bridge project (the
“Project”).
CONSIDERATIONS: The Florida Department of Transportation (“FDOT”) completed a Project Development
and Environmental Study in September 2016, confirming that the Project meets the current needs for operational
and safety improvements. Since that time, the next phases of the Project remained unfunded until the 2018 Surtax
Referendum. In addition, the Project is expected to receive federal grant funding for construction administered
through the FDOT.
The Project extends approximately 3.3 miles along 16th Street NE from Golden Gate Boulevard to Randall
Boulevard. It consists of adding a new bridge and additional lane width and shoulders by widening the existing
roadway. A six-foot sidewalk will be constructed to the west of the roadway. In addition, the Project will add a new
signal at the intersection of 16th Street NE and Randall Boulevard.
On July 12, 2022 (Agenda Item 11.L), the Board approved Agreement No. 22-7944 (the “Agreement”) for
$1,374,255.68, with Kisinger Campo & Associates (“KCA”) for “Professional Design Services for 16th Street NE
Bridge.” On July 28, 2022, the County issued a Notice to Proceed for design services to KCA.
Change Order No. 1 addresses additional design items related to permitting requirements. KCA previously
prepared permitting documents and applied for a Florida Department of Environmental Protection (“FDEP”)
Section 404 Permit required for the project as identified in the Agreement’s scope of services. Prior to final
approval and issuance of the FDEP 404 permit, a federal court issued an order on February 15, 2024, divesting
FDEP of its authority to issue State 404 Program permits in Florida. As a result, the Transportation Engineering
Division has requested KCA to prepare and submit a permit application to the United States Army Corps of
Engineers to obtain Federal 404 permit authorization. In addition, a Natural Resource Evaluation Addendum is
required to approve the National Environmental Policy Act Re-evaluation due to the State 404 Program status.
Approval of this Change Order for the additional design services will allow final permitting to be completed and to
keep KCA on the project to perform post-design services and permit certification at completion of construction.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: This task requires no additional funding but requires the reallocation of unused funds from
Task 6 ($19,199 Lump Sum) and Task 8 ($22,359 Time and Materials) to Task 4 ($41,558 Final Design - Lump
Sum). Tasks 6 and 8 were optional service tasks that were deemed to be not needed during the design phase.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation
Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the
major roadway system at an acceptable Level of Service.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -SRT
RECOMMENDATION: That the Board approves Change Order No. 1 to Agreement No. 22-7944, “Professional
Design Services for 16th Street NE Bridge,” with Kisinger Campo & Associates, Corporation to provide additional

additional cost will be added to the contract, but funds will be reallocated from unused tasks to cover the additional
services.
