Agenda 06/25/2024 Item #16B 3 (Invitation to Bid (“ITB”) No. 24-8205, to provide roadway signage materials for the Collier County roadway network based on a lowest price basis)06/25/2024 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 24-8205, "Traffic Signs and Related Materials," to McCain Sales of Florida Inc., d/b/a Universal Signs and Accessories, Osburn Associates Inc., Paramount Assets Group LLC., d/b/a Municipal Supply & Sign Company, Vulcan, Inc., and Xcessories Squared Development & Mfg. Inc. OBJECTIVE: To award Purchase Order agreements to multiple vendors to provide roadway signage materials for the Collier County roadway network based on a lowest price basis. CONSIDERATIONS: Traffic Operations is responsible for maintaining all roadway signs on County roadways. The award of ITB No. 24-8205 will allow Traffic Operations to uphold Collier County roadway safety through the continued maintenance of roadway signage. These are “material only” contracts and at no time will these vendors be working in the County’s right of way. The ITB provides that upon an award by the Board, the vendors will hold contract prices firm for an initial fixed term of three years. The contract awards may also be renewed for two additional one year terms with the consent of the vendors. The contracts can be utilized for preparation and response to adverse weather events. On October 19, 2023, the Procurement Services Division issued ITB No. 24-8205, Traffic Signs and Related Material, the County received five bids by the December 7, 2023, deadline. Staff reviewed the bids received and found all vendors to be responsive and responsible. The recommended awards are on a Primary and Secondary vendor basis, based upon the lowest price per identified material section as shown below and on the attached Bid Tabulation sheet: Section 1: Sign Faces • Primary: McCain Sales of Florida, Inc., d/b/a Universal Signs and Accessories (“McCain”) • Secondary: Osburn Associates, Inc. Staff recommends awarding this ITB to the five vendors as indicated above and consistent with the attached Bid Tabulation. The County is not recommending awarding the following Line Items: 35, 58, 77, and 87. The award is Purchase Order driven and will become effective upon the expiration of current Solicitation No. 19 -7544, which expires on July 8, 2024. All terms and conditions as specified in the ITB will be incorporated into Purchase Orders that are issued to the respective vendors. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: Funds for these materials shall come from each using department budgets as needed with an estimated annual amount of $150,000. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: That the Board award ITB No. 24-8205, "Traffic Signs and Related Materials," to McCain Sales of Florida, Inc., d/b/a Universal Signs and Accessories, Osburn Associates, Inc., Paramount Assets Group LLC d/b/a Municipal Supply & Sign Company, and Vulcan, Inc., as specified above and consistent with the attached Bid Tabulation, and authorize staff to initiate purchases using a standard County Purchase Order. DETAILED SCOPE OF WORK These specifications are intended to provide the information by which Contractors may understand the requirements of Collier County relative to supplying or furnishing and installing traffic sign materials and related supplies. Unless otherwise indicated, all products shall meet the Florida Department of Transportation (FDOT) Qualified Products List (QPL) Specifications (see link below). https://fdotwp1.dot.state.fl.us/ApprovedProductList/Specifications Items listed are dependent upon each other, providing for uniformity of signs. Reflective sheeting material type XI shall be classified in accordance with the most current ASTM D-4956 and 3M brand or approved equivalent preferred. Manufacture's warranties must be provided with all reflective sheeting purchases. Production: Contractor must be capable of producing a minimum of 1,200 signs in one order. 1. Sign Faces: a) All faces shall be in conformance with the 2009 Edition of the Manual on Uniform Traffic Control Devices (MUTCD), or most current edition, and the 2012 Supplement to the 2004 Edition of Standard Highway Signs (SHS) book to include the interim releases for new and revised signs, or most current edition. 2. Prefabricated Signs, Prefabricated Stop Signs and Aluminum Blanks: a) Standard sign assemblies as detailed and described in the bid schedule that includes single or double-sided sign faces are to be mounted on .080 or .125-gauge aluminum blanks in accordance with the Standard Highway Signs Markings book, MUTCD and FDOT standards. All aluminum blanks shall have "burr free" edges. b) Prefabricated STOP signs are on .080 -gauge aluminum blanks and fabricated in accordance with the Standard Highway Signs Markings book, MUTCD and FDOT standards. c) Sign orders, as requested, are to be delivered on pallets weighing no more than eight hundred (800) pounds per pallet. (NOTE: Although every attempt will be made to maximize the number of signs per order, the County reserves the right to order and have delivery of a minimum purchase of one (1) special order sign.) d) All signs shall have a single overlaminate that provides both UV and graffiti protection with 3M Premasking Tape SCPM-19 or equivalent. 3. Galvanized Steel - Perforated Square Posts & Related Materials: a) Standard sign post assemblies as detailed and described in the bid schedule and in conformance with MUTCD, FDOT's Design Indexes and Collier County's Sign and Pavement Markings Special Provisions. 4. Special Provisions a) Certification: The Contractor shall provide at or before the time of delivery, two (2) copies of certification that the material supplied meets or exceeds all the mentioned specifications to include warranties. Manufacturers sheeting warranties must be provided with shipment. b) Delivery of Fabricated Signs, Sign Faces, or Aluminum: An estimated delivery lead time will be provided with the requested quote of materials needed. For most orders, a period of three to four weeks would be considered acceptable. If an acceptable lead time cannot be provided by the Primary Contractor, the Division has the right to use the Secondary Contractor.
