Ray, LTC(ret) US Army Helipad)06/11/2024 EXECUTIVE SUMMARY Recommendation to adopt a resolution naming the helipad located at the Collier County Sheriff’s Office District 8 Substation in Immokalee the “Larry H. Ray, LTC (ret) US Army Helipad” and direct staff to install appropriate signage. OBJECTIVE: To adopt a resolution naming the helipad located at the Collier County Sheriff’s Office District 8 Substation in Immokalee the “Larry H. Ray, LTC (ret) US Army Helipad” and to direct staff to install appropriate signage. CONSIDERATIONS: Larry H. Ray was born in Troy, Alabama. He received a Bachelor of Science in Business Administration from the University of Missouri where he was also an Army ROTC graduate and an AAU All American track and field athlete. He also received a Master of Business Administration from Washington University in St. Louis. Lieutenant Colonel Larry Ray served in the United States Army between 1965 and 1987, graduating from both fixed and rotary wing flight schools and serving two tours of duty as a helicopter pilot in Vietnam. His specialties included field artillery and aviation, and he was awarded several medals and honors including the Bronze Star Medal, the Distinguished Flying Cross, and the Legion of Merit Award. Post-Vietnam, he served in Korea and Germany as a staff officer with Headquarters, US Army Europe. His last duty assignment was Chief for Force Structure Development with responsibility for the allocation of personnel and equipment. In 1991, Larry and his wife Pam moved to Naples where he worked on the support staff of the Naples Community Hospital. He joined the management team at the hospital in 1995 as Vice President of Facilities and Construction. In this role, he managed the expansion of several services including the construction of the Shick Heart Center, the Lutgert Cancer Center, the Whitaker Wellness Center, and the expansion of the North Collier Hospital from 50 beds to over 300 beds. In 2007, he joined the staff of the Collier County Tax Collector as the Compliance Officer. Elected Tax Collector in November 2008, Larry was responsible for the collection and distribution of all property taxes and tourist development taxes in Collier County. Additionally, as Tax Collector, he oversaw both Department of Motor Vehicle and Driver Licenses operations in the county. Larry was instrumental in adopting new technologies that provided for operational efficiencies and shorter wait times. He was always amenable to adding additional customer services such as Concealed Weapon Permit application processing, beach pass issuance, utility billing payments, and birth certificate issuance. Larry retired in 2021. Larry has always actively supported the Collier County community having served on the boards of Junior Achievement of Southwest Florida and the Health Planning Council of Southwest Florida. He has been a member of Collier County’s Privatization Committee and the Transportation Citizens Advisory Committee. He is a graduate of Leadership Collier, the Leadership Institute Executive Management Program at Hodges University, and is a past president of the Naples North Rotary Club. Naming the helipad at the Collier County Sheriff’s District 8 Substation after Larry H. Ray is a small token of appreciation to a decorated pilot who has dedicated his life to serving his country and his community. The Sheriff’s District 8 Substation also happens to be located at the Immokalee Government Center across from the Immokalee branch offices of the Collier County Tax Collector. FISCAL IMPACT: Funding for associated signage, estimated at $1,000, is available within the General Fund (0001) Facilities Management Cost Center. GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Since May 2003 the Board has had a naming policy which concerns requests by a member of the public to name a County Building or parcel 10.A Packet Pg. 133 06/11/2024 applying solely to petitions by the public. There is no stated policy on naming public property by a member of the Board or a Constitutional Officer.
