EXECUTIVE SUMMARY
Recommendation to approve a Lease Agreement between Collier County and Patriot Place Trust, for
continued occupancy of the Sheriff’s Office District 5 Substation located at 13245 Tamiami Trail East.
OBJECTIVE: To approve a lease agreement for the Collier County Sheriff’s Office District 5 Substation to allow
for continued occupancy.
CONSIDERATIONS: The Sheriff’s Office District 5 Substation is at 13245 Tamiami Trail, Suite 101, Naples, FL
34112. The property is occupied pursuant to a Lease Agreement with Patriot Place Trust that expired on September
14, 2023. Prior to occupancy Patriot Place at it’s sole expense paid for the built out of the office to accommodate
the substation operation. That Lease Agreement has been amended once to clarify expenses and charges. Staff and
Sheriff's representatives have been exploring alternatives to the current location and concluded that the Patriot Place
Trust property is currently the best available option.
The expired lease is for 2,500 square feet and does not expressly provide for parking/storage. However, over the
term of the lease Patriot Place Trust has allowed the Sheriff to use 1,000 square feet of the parking lot (12 spaces)
for vehicle parking and other storage. Patriot Place has also been and will continue to be flexible with parking
allowing the Sheriff to temporarily park 8 additional vehicles and equipment such as trailers in other secured areas
throughout the day without additional expense. Each space if purchased would cost $150 monthly. Additionally,
Patriot Place provides use of its second-floor office space, approximately 3,500 sq ft, to first responders for as long
as needed during an emergency. During the past two hurricanes, about 40 -50 CCSO officers utilized this space 24
hours a day and 7 days a week.
This item presents a new three-year lease effective May 14, 2024. The County may renew, if not in default, for
three additional one-year terms. The County may terminate the Lease Agreement at any time with one hundred and
eighty days advanced written notice. This allows flexibility if the County elects to construct or purchase space for
the District 5 Substation. The Lease also includes approximately 1,000 square feet of parking and other storage
space.
In response to rising property taxes, insurance, and landscaping, Patriot Place has requested rent be realigned with
prevailing market rates in the area. The rent is $21.96 per square foot, comparable to the rent the Patriot Place
charges for other units at the same location. Patriot Place pays the combined water and sewer monthly utility
invoices not exceeding $300. The County would be responsible for water/sewer usage exceeding $300. Patriot
Place has waived the Common Area Maintenance Fees (CAM). Details of the arrangement are summarized in the
below chart.

FISCAL IMPACT: The combined first year’s rent is $76,860.00. This represents an increase of 75% for rent but
the property size was increased by 40% to include the storage/parking area. The Lease Agreement allows for an
annual inflationary adjustment of 3%. All costs associated with this lease will be budgeted within the General Fund
(0001), BCC for Sheriff Cost Center (106010).
