Agenda 06/11/2024 Item #16D 3 (Budget Amendment allowing continous operation of the SHIP Program with an anticipated award in the amount of $3,026,866 for State FY 2024/2024)06/11/2024 EXECUTIVE SUMMARY Recommendation to authorize a Budget Amendment to allow continuous operation of the State Housing Initiatives Partnership Program with an anticipated award in the amount of $3,026,866 for State FY 2024/2025. (SHIP Grant Fund 1053) OBJECTIVE: To support the County's strategic initiative of quality of place through housing affordability in Collier County. CONSIDERATIONS: The State Housing Initiatives Partnership (SHIP) Program, created by the passage of the 1992 William E. Sadowski Affordable Housing Act, provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Local Housing Assistance Plan (LHAP) eligible strategies serve as a guideline for the use of all SHIP funds. Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation (FHFC) to undertake eligible strategies. Historically, the Community and Human Services Division (CHS) receives the funding award from FHFC during June/July for the upcoming state fiscal year. To avoid disruption in services, and ensure compliance with the grant service agreement requirements, the upcoming funding has been estimated based on the amount approved during the State FY 2024 legislative session. Collier County is estimated to be awarded a total of $3,026,866 in SHIP funding. The award includes an allocation of $146,198 for the City of Naples. Collier County and the City of Naples entered into an interlocal agreement on April 26, 2022. This agreement allows the City of Naples funds to be used to support housing activities throughout Collier County. The FY 24/25 funds will be used to implement SHIP Program strategies outlined in the 2022/2025 LHAP that was approved by the Board of County Commissioners (Board) on April 26, 2022 (Agenda Item #16.D.3) and have an expenditure deadline of June 30, 2027. When the final award allocation is received, any necessary Budget Amendments needed to reflect an increase from the estimated amount will be presented to the Board. Any decrease will be processed administratively. The following table provides a detailed breakdown of the award amount: Source Estimated Program Funds Estimated Admin Funds Total Allocation from FHFC $2,724,179.40 $302,686.60 $3,026,866 FHFC does not require the Board Chairman to sign a document for the award. FHFC’s estimated award is attached as a backup to this Item. FISCAL IMPACT: The Budget Amendment recognizes estimated grant revenue of $3,026,866 that will be available from the Florida Housing Finance Corporation (of which ten percent (10%) will be used as administrative funds). All funds will be available in the SHIP Grant Fund (1053000000), Project 33907. The proposed action does not have an impact on the General Fund. LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a majority vote for Board approval. -DDP GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand affordable housing opportunities for its citizens and further the goals of the Housing Element of the Collier County Growth Management Plan.
