EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a State-Funded Grant Agreement with the
Florida Department of Transportation (FDOT) reimbursing Collier County up to $1,015,000 to construct
paved shoulders and widen the travel lanes on Oil Well Road from Mile Post (MP) 12.703 to MP 13.388,
approximately (0.685 miles), FPN 452820-1-54-01. (Funds 1841 & 1842, Project 60231)
OBJECTIVE: To construct 5’ paved shoulders and widen travel lanes from 10’ to 12’ on Oil Well Road from MP
12.703 to MP 13.388.
CONSIDERATION: Oil Well Road, west of Pacific Grade Road, was identified by Collier County staff as a
candidate to construct paved shoulders due to the narrow lane widths. The goal of this project is to construct 5’
paved shoulders and widen travel lanes from 10’ to 12’ on Oil Well Road from MP 12.703 to MP 13.388 (the
“Project”).
The estimated total cost of the Project is $1,450,000. Collier County applied for the grant in December of 2022 and
was awarded grant funding in the amount of $1,015,000 (70%) in January of 2024. Upon approval by the Board of
this State-Funded Grant Agreement, Traffic Engineering staff will plan to procure the construction of the Project
through a competitive solicitation.
The completed Project can be expected to have the following operational and maintenance impacts: minimal to no
maintenance costs are expected to be incurred within the first 5 to 7 years of service for the roadway features and
will be absorbed into the regular maintenance schedule thereafter.
This item is consistent with the Collier County Strategic Plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: The total cost of the Project is $1,450,000. A budget amendment is required to recognize
FDOT Grant funds, in the amount of $1,015,000 within the Growth Management Transportation Grant Fund
(1841), Project 60231. The funding source is the Florida Department of Transportation (FDOT) via a State -Funded
Grant. A budget amendment in the amount of $435,000 is required to provide the required 30% match within the
Growth Management Transportation Match Fund (1842), Project 60231 supported by a transfer from the Road
Construction Gas Tax Capital Fund (3083).
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized
Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
action. - CJS
RECOMMENDATION: To approve and authorize the Chairman to sign a State-Funded Grant Agreement with
the Florida Department of Transportation (FDOT) where, Collier County would receive reimbursement up to
$1,015,000 to construct paved shoulders and widen the travel lanes on Oil Well Road from Mile Post (MP) 12.703
to MP 13.388, approximately (0.685 miles), FPN 452820-1-54-01. (Funds 1841 & 1842, Project 60231)
