Agenda 06/11/2024 Item #16A10 (The 2022/2023 Collier County Floodplain Management Plan Progress Reports and 2024 Proposed Action Plan)06/11/2024 EXECUTIVE SUMMARY Recommendation to approve the 2022 and 2023 Collier County Floodplain Management Plan Progress Reports and 2024 Proposed Action Plan. _____________________________________________________________________________________ OBJECTIVE: To provide the Board of County Commissioners (Board) with a Progress Report on the Collier County Floodplain Management Plan, which was developed as a requirement of the County’s participation in the National Flood Insurance Program’s Community Rating System. Staff is providing this bi -annual report to keep the Board informed of progress regarding floodplain management within the County. CONSIDERATIONS: Collier County is a voluntary participant in the Community Rating System (CRS) of the National Flood Insurance Program (NFIP). As such, the County has developed and maintains a Floodplain Management Plan. The purpose of a Floodplain Management Plan is to promote awareness of floodplain and flooding issues, identify known flood hazards, discuss past flooding events, assess the current floodplain/flooding problems, and set goals along with a strategy to make the community more resistant to flooding. The County adopted its effective Floodplain Management Plan on March 10, 2015. The Plan was developed by a consultant under the guidance of the Floodplain Management Planning Committee (FMPC) and was adopted as a component of the Local Mitigation Strategy. The FMPC established the mitigation actions to be implemented by the County following the FEMA prioritization method, which resulted in a total of 22 actions. Staff plans to update the Floodplain Management Plan in 2024 once the latest Digital Flood Insurance Rate Maps become effective in February 2024. Collier County achieved a CRS Class 5 rating in October 2015, which provides up to a 25 percent discount on the premium rates charged to flood insurance policyholders. Because of this rating, Collier County policyholders save over $9 million annually for over 60,000 flood insurance policies across the County. As a part of the County’s annual CRS recertification, the County is required to provide a Progress Report on the accomplishments of goals in the Floodplain Management Plan. The 2022 and 2023 Collier County Floodplain Management Plan Progress Reports illustrate the progress made toward fulfilling the 2022 and 2023 Mitigation Action Items, which were derived from the goals, objectives, and policies of the effective Floodplain Management Plan. Please see Attachments A and B for details regarding the progress made in achieving each mitigation action item. The progress report historically has been reviewed by the FMPC in the 2nd quarter of the year. However, the Progress Report review was conducted in the 4th quarter of 2023 due to CRS verification activities and the recertification cycle modifications. There are no changes to the proposed Action Plan for 2024. FISCAL IMPACT: There are no fiscal impacts associated with this action. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for Board approval. (HFAC). Additionally, water quality and bottom sediment pollutant evaluation is underway within the approximately 5 miles of existing canals which discharge into the Gordon River and Naples Bay. In 2021, Floodplain Management Section staff were notified by the State Floodplain Management Office (SFMO) that the County’s Land Development Code (LDC) should be examined to eliminate conflicting and duplicative floodplain requirements that appear on Chapter 1 and 3 of the LDC. FEMA, in a publication jointly published with the International Code Council, states, “As a general rule, having multiple regulatory instruments governing the same thing is problematic and can lead to at least two distinct problems with interpretation and enforcement”.
