OBJECTIVE: Consider and accept a report on the status of Parks & Recreation aquatic facilities and related projects. CONSIDERATIONS: The Collier County Parks & Recreation aquatics facilities are located at Golden Gate Community Park, Immokalee Sports Complex, Sun-n-Fun at the North Regional Park, Eagle Lake Community Park, Vineyards Community Park and Big Corkscrew Island Regional Park. Report Card: The following letter grades have been assigned to the aquatic facilities: A-Big Corkscrew; B-Eagle Lakes; C-Immokalee; C-Vineyards splash pad; D-Golden Gate; F-Sun-N-Fun. Sun-N-Fun is rated F with only the Wading Pool feature currently operational relative to regulatory requirements. The oldest facilities were constructed in the 1980s, Sun-N-Fun was completed in 2006, the Eagle Lakes aquatic facility was completed in 2018 and the newest facility at Big Corkscrew Island Regional Park was completed in 2023. In FY 21 the Board approved Special Obligation Revenue Bonds, Series 2020A a portion of which was to be utilized for various capital renovations and improvements to include those related to pool restoration, electrical systems, decking, disability improvements, activity and competitive pool improvements, bathhouse, slide tower, pump house, splash pads, and other improvements. Utilizing funding from the Series 2020A Bond the following projects have been completed: • Sun-N-Fun: Completed almost 20 years ago, this facility consists of a Wading Pool, Lazy River, Activity Pool, Interactive Water Feature, Family Pool, Slide feature, and Dive Pool, pump houses and associated controls, pumps, filters and chemical treatment systems and geothermal heating and cooling systems. Completed improvements include Activity pool renovation, wading pool feature replacements, filter system replacement, family pool renovation, partial pump house upgrades, slide resurfacing, reseal slide pool sumps and remarcite pool, selective pump restoration, assessments of Lazy River and compliant return system improvements, rebuild and installation of five vertical circulation pumps, slide tower engineering assessment. • Golden Gate: Activity pool renovation, women's locker room refresh, new shade structure, and design of lap pool and pump house. • Immokalee Sports Complex: Pool replacement design is under contract and scheduled for completion in early 2025 with project completion expected in the third quarter of 2027. While some renovations and improvements have been made, the aged aquatic facilities, particularly Sun -N-Fun, require significant additional attention. This is due to a focus on short-term fixes rather than comprehensive repairs, inadequate attention and resources dedicated to preventative maintenance, and lack of a strategic long-term capital renewal and replacement plan. To bring greater focus and resources to the aquatics problem, management of the aquatics renewal and replacement program has been transitioned from the Parks and Recreation Division to the Facilities Management Division. This change provides for a dedicated project manager and shared project management resources, along with program level oversight, to make certain the aquatics program is prioritized. On a parallel path staff has initiated a procurement action to explore the option of privatizing the operations, maintenance, and long -term maintenance management of the County’s aquatics facilities. The upcoming plan for Collier County's aquatic facilities aims to create a more robust and sustainable system for the long term. The key aspects of this plan are as follows: • Comprehensive Needs Assessment: Each aquatic facility will undergo a thorough evaluation to identify all necessary repairs and potential upgrades. This will include assessing pool structures, filtration systems, electrical components, mechanical equipment, and accessibility features. 11.F Packet Pg. 377 06/11/2024 • Standardization for Efficiency: The plan aims to standardize pump sizes across different facilities. This will create a readily available stock of replacement pumps, minimizing downtime and maintenance costs. Additionally, variable frequency drives (VFDs) will be implemented for motors. VFDs optimize energy use by allowing motors to run at variable speeds based on demand, resulting in energy savings. • Prioritizing System Robustness: Critical systems will be evaluated for ways to enhance system robustness, ensuring reliable operation. • Preventative Maintenance: A preventative maintenance program will be established to identify and address minor issues before they escalate into major repairs. This will extend the lifespan of the facilities and equipment, ultimately saving costs. • Strategic Capital Repair/Replacement Plan: A plan will be developed to prioritize repairs and replacements based on criticality, cost-effectiveness, and lifespan. This will ensure resources are allocated effectively to maximize the longevity and functionality of the facilities. FISCAL IMPACT: The estimated capital renewal and replacement need is currently between $20 and $25 million. Funding of $10.5 million is currently available, with an additional $850K encumbered under current contracts. A strategy for additional funding will be developed in conjunction with the overall program needs assessment. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. The VFD is being built by PUD and is expected to be delivered by mid-June. Immokalee – Aquatics Grade –C Summary: •Current Status: o The competition pool and slide are open and operational. o Geothermal is operational. o The activity pool is closed. •Major Issues o Activity Pool Filtration Pump: The 10 hp filtration pump needs replacement. A spare pump has been sent to Immokalee to replace the broken one. We are awaiting a schedule from the contractor (Mader) for pump installation. o Activity Pool Concrete: The concrete around the activity pool needs to be redone to address safety issues. Golden Gate - Aquatics Grade –D Summary: •Current Status: o The competition pool and activity pool are open and operational. o The slides are currently closed. o Geothermal is not operational. •Major Issues o Slide Stairs: The slide stairs failed the Department of Agriculture fair ride safety inspection. Steel strapping needs to be welded on the underside of approximately 14 stairs for additional support. Welder bids were received on May 20, 2024. We are awaiting a purchase order and schedule from the contractor. o Filtration Pump: One of the two filtration pumps is inoperable. We are awaiting an assessment and schedule from the pump contractor to rebuild and order a replacement pump. The pool is currently operating at a reduced capacity of 150 people. The facility is still under warranty, and the contractor has been scheduled for 5/23. o Family and Baby Pool: The elevation around the zero entry for the family pool and baby pool needs correction. The VFD is being built by PUD and is expected to be delivered by mid- June. •Minor Issues o Geothermal is not operational as of May 15th. The well contractor has been contacted and we are awaiting a schedule from them . o The UV system requires servicing. o The ORP (Oxidation-Reduction Potential) and pH probes need replacement. o Recaulking of joints and crack repairs are needed on the pool deck. o Concrete repairs are necessary around the family pool. A spare pump has been sent to Immokalee to replace the broken one. We are awaiting a schedule from the contractor (Mader) for pump installation. o Activity Pool Concrete: The concrete around the activity pool needs to be redone to address safety issues. We are awaiting a rev ised proposal from the concrete contractor (PMI). •Minor Issues o Paint the perimeter wall. o Remove the wind screen. o Replace ladders. •Future Projects o See attached slide. Construction of a replacement pool at the Immokalee Sports Complex, encompassing the renovation of the pump house, replacement of the concrete deck, installation of a new slide, consolidation of the lap pool with the kiddie pool, and installation of shade structures. Filter Pump A is operational and provides 1500 gpm of filtration. Electrical Disconnect for Filter Pump B: This component is faulty, and parts for repair have a long lead time. Both filter pumps will be replaced with 60 hp pumps and VFDs. Side Grates: Need to be replaced per state inspection. Bids were received on May 8, 2024. We are awaiting a purchase order and contractor (Vetor) schedule. o Minor issues There will be no geothermal cooling available for the summer. All 11 geothermal units must be replaced. Design and scope of repairs are currently under development. Due in mid -July DOH Minimum Safe Operating Parameter: The required flow rate is 900 gpm. Currently, Filter Pump A is operational and will provide 450 gpm. Filter Pump: Filter pump B is non-operational and will be replaced with a 20 hp pump and VFD. o Minor Issues Geothermal needs to be assessed by Symbiont. Pending contractor scheduling. Fencing is required to secure the entrance to the slides to prevent patrons from accessing the stairs. Recaulking and refinishing of the slides are needed. o Completed Projects Reseal of slide pool sumps and remarcite of bottom of pool and slide buffed and polished. o Future Projects See attached slide. •Conduct a structural evaluation of the Sun-N-Fun Lagoon slide stair and tower. The objective is to assess the current condition of the structure, identify any structural deficiencies or concerns, and prepare a technical memorandum outlining the findings.
