EXECUTIVE SUMMARY
Recommendation to accept an update on current service and staffing levels at the ten Collier County Public
Libraries. The presentation discusses realigning hours of operation to optimize service with our current
staffing levels that will best continue to serve patron demand and meet expectations.
OBJECTIVE: To present a brief overview of current service and staffing levels at the ten Collier County Public
Libraries.
CONSIDERATIONS: Collier County provides clean, safe and inviting spaces to the public with 10 library
locations throughout Collier County. Collier County Libraries provide approximately 475 weekly service hours to
the public. Three Regional Libraries are open 60 hours per week; five Community Libraries are open 48 hours per
week; and Neighborhood Libraries in East Naples and Vanderbilt are open 40 hours per week. As of May 31, 2024
the Library has a total of 96 positions (81 FTE’s), of which 25 are vacant. The Library has averaged more than one
resignation each month over the past fiscal year.
The Library provides multiple services to the public, which face pressure to quantity and quality due to staffing
shortages.
• Locations welcomed over 850,000 visitors in FY23, an increase of 11% over the previous year. Patrons
used printing, faxing and scanning services 42,000 times last year, an increase of 10%. Public computer
and iPad use increased 18%. Patrons accessed the Public WiFi 126,000 times, an increase of 35% over the
previous year.
• Patrons checked out 1.2 million physical items and over 500,000 digital items in FY23. This is a 3%
decrease in physical items but a 10% increase in digital items.
• The Library Division provided a variety of lifelong learning programs and cultural experiences to adults in
FY23, over 82,000 people attended 724 programs.
• Youth Programming has increased 24% this past year, the Library presented over 1,100 youth and family
programs with over 45,000 attendees. The Library strives to develop and execute programs that foster
innovation and creativity to support STEAM education along with early literacy skills.
• The Mail-A Book program brings physical materials directly to the mailboxes of persons who are unable to
visit the library in person due to disabilities or conditions of aging.
Reducing service hours does not impact patron access to digital content available on the Library’s three major
platforms (cloudLibrary, Overdrive, and Hoopla). These platforms offer approximately 1.2 million titles to patrons.
In addition, patron demand for digital content continues to grow. In FY2017, digital checkouts were 13% of total
checkouts; so far in FY2024, digital checkouts represent 30% of total checkouts. Total digital checkouts per copy
are 5.6, whereas checkouts per copy of physical books are 2.1. Lee County system has approximately twice as
many eBooks per capita as Collier County; Manatee nearly seven times as much; and Sarasota County nearly ten
times as many eBooks per capita as Collier County. These benchmarks represent a national trend in growing patron
preference for digital content. The eBook market is currently approximately $17 billion and is expected to grow to
$21 billion over the next five years. Library eBook distributors are adopting strategies to gain higher market share
that will increase access to additional titles and publishers.
The rise of portable devices and the ease of downloading are creating an innovative environment for the “need now,
read now” patron expectation.
FISCAL IMPACT: The reduction in branch hours would give immediate savings in personnel costs: salaries and
all related compensation benefits. The Library estimates that with the requested decrease in hours for one fiscal
year, the Division could potentially save up to $650,000. If patron response were to indicate duplication of services,
and the Board decides to close a branch, then the related savings to the operational budget would be saved in
addition to the personnel costs. Vanderbilt operating expense for FY25 is tentatively budgeted at $66,000 plus
$355,000 in personnel services. East Naples operating expenses are budgeted at $47,000 for FY25 plus $330,000 in
personnel services. It is estimated each of these locations is budgeted $25,000 in capital monies.

GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this
time and requires majority vote for approval. -JAK
RECOMMENDATION: To maintain service level quality in the Library Division by reducing weekly service
hours by 17% for a total of 80 hours, with minimal impact on services, and return to the Board this fall to course
correct based on patron comments and concerns.

MS. ZICHELLA: Yes, good evening. I've been a resident
almost 40 years in Collier County. I support the rolled-back millage,
and74 percent of the land owned by the government is a lot of land.
So I hope that you'll do the job and keep your promises. Thank you.
MR. MILLER: Your next speaker is Pamela Cunningham.
She'll be followed by Jeanene Jewett. And Ms. Cunningham's been
ceded three additional minutes from Angela Owasta -- Osato. Are

MR. MILLER: Thank you so much. She'll have a total of six
minutes.
DR. CUNNINGHAM: Good evening, Commissioners. My
name is Dr. Pamela Cunningham. I would like to start by
acknowledging that in the best of times the decisions you have to
make tonight are challenging, but we are not in the best of times.
Our country, our coun$r, and our families are struggling, and
this makes your jobs all the more difficult. We appreciate that you
are rolling up your sleeves and looking for true solutions to our
county's budget challenges.
As I stated in my email to each of you last week, in regard to the
budget, and specifically in regard to Conservation Collier, I strongly
support a decision to minimize the funds they receive this year to the

lowest possible level. I, as a conservative, love our environment and
do what I can to protect it; however, as was discussed at last week's
meeting and tonight, Conservation Collier is well in the black and
does not need additional funds for this year.
In contrast, many Collier families and businesses are not in the
black and are struggling with their basic bills. We should not be
taking money from them at this time and giving it to Conservation
Collier.
In the last budget meeting, there were several speakers who
implied that if you do not raise taxes, the residents of this county will
be significantly affected. I will argue that this is not true and
provide you with two additional real-world examples of cuts that this
county can make that will result in significant savings but will not
significantly alter the lives of Collier residents.
Firstly, I often take advantage ofthe shredding services at our
recycling centers. When I pull into one of the six or seven recycling
centers in Collier, I am usually the only car at the facility. There are
three or four employees sitting waiting to help customers. After I
have dealt with my shredding, which usually takes less than two
minutes, I go to pull out, and I see the staff going back and sitting
down.
We do not need so many recycling centers in Collier County,
and we certainly do not need as much staff as we have at each center.
If you multiply this phenomenon throughout our county, not just in
the recycling arena but in county facilities and staff in general, you
can see that minimizing these inefficiencies would go a long way to
minimizing the burden on the taxpayer.
And depending on the rate at which county employees usually
resign or quit, the county may be able to accomplish this
deletion -- may be able to accomplish the deletion of unnecessary
positions through attrition rather than through employee termination.

Another potential area for cuts that I heard addressed at last
week's meeting are our public libraries. The point was made that we
are now in the technological age, and library services may not be
necessary. In full disclosure, I will mention that my family frequents
the Collier County libraries often. In fact, our libraries are some of
my children's favorite destinations.
So I come at this problem as someone who does not want to see
libraries cut but who is looking for budget solutions. To make my
case for supporting our libraries, I'm going to put on my physician's
hat and discuss with you how harmful it is to simple lump this next
generation of Americans into the technological age and put them on
computers for their educational needs.
I have printed off several scientific articles showing the damage
that is caused to children, both young children as well as adolescents,
who spend a significant amount of time on the screen. The current
epidemic of screen time amongst our children is damaging this
generation to an extent that sadly may be irreversible.
As such, I urge you to continue with our public library system
for children to be able to benefit from the actual reading of books
which contain knowledge, and to have a quiet place to absorb this
knowledge.
The same is true for the adults of Collier County. Article 3 of
America's Northwest Ordinance of 1787 stressed that -- religion,
morality, and knowledge being necessary to good government and to
the happiness of mankind. Schools and the means of education shall
forever be encouraged.
Our library system is not for simple entertainment. Libraries do
not exist, as much as we Americans love our pets, as an extra place to
find kittens to adopt. And as much as my children love these,
libraries are not simply a place to hold magic shows in the summer.
Libraries, especially in this technological age, are a place to

retum to true education and learning, which is one of the cornerstones
of a free people.
Now solutions. My family's library of choice is Orange
Blossom library. It is a large facility with a good book selection.
We sometimes, however, go to Vanderbilt Beach library, which is
only an eight-minute drive away from Orange Blossom library.
Vanderbilt Beach library is a much smaller facility, quiet, cozy, with
a small but nice book collection. Despite being cozy and sweet,
there is nothing at Vanderbilt Beach library that cannot be found at
Orange Blossom library. We go there simply for variety.
My point here is that Vanderbilt Beach library is a duplication of
services, which is only an eight-minute drive from Orange Blossom.
I urge you that rather than minimize the quality education that the
good books of Collier County provide to our residents, both adults
and children alike, that you consider minimizing duplication of
services.
I don't know exactly what that would look like. Would it mean
a complete closure of Vanderbilt Beach branch? Would it simply be
moving all programming out of the Vanderbilt Beach and placing it
in Orange Blossom? Could staffing be consolidated between the
two?
These decisions are obviously up to you and your staff, but as
someone who adores libraries and knows they have a significant
place in maintaining our country's status in the world, I will say that
even I am willing to look at this solution as a compromise that will
leave the people of Collier County with excellent library services but
without duplication of these services.
I thank you gentlemen and your staff again for doing the hard
work that is required here. There are places where cuts can be made.
Please do not let people convince you otherwise. America is not in
her roaring 20s. We will work towards and pray for a goal of

returning our counffy to prosperity, but at this time our belts need to
be tightened. Thank you.

actually think that we should expand our conseryation efforts in
Collier County. Not cut it. Not put it on hold.
I do understand the referendum. I understand what it does;
what it doesn't do; who it taxes, that's me the property owner. I
understand the budget balance or the fund balance, as he explained
earlier; and the whole list of properties waiting for Conservation
Collier to evaluate them.
So I urge you to please leave the fund as it is, leave the mill rate
atthe2022 budget or mill rate, and approve the properties when
Conservation Collier proposes for purchase.

And we're here to support fulI funding of Conservation Collier
atthe .25 mill, as voters overwhelming approved in 2002. The
Conservancy's been involved in all three of the Conservation Collier
referenda, 2002,2006, and then in2020. And as you have heard by
numerous speakers before, all of these referenda were
overwhelmingly supported by voters.

ADULT PROGRAMMING: 7 POSITIONS
Provide a variety of life-long learning programs & cultural
experiences to adults. In FY23, program attendance was
approximately 82,000 across 724 programs.
YOUTH PROGRAMMING: 12 POSITIONS
Provide enriching programs for children and teens. In FY23,
program attendance was nearly 45,000 across 1,104
programs, a 24% increase over the previous year. Execute
programs that foster innovation and creativity to support
science, technology, engineering, arts, and math skills for
youth and teens. Expand the library's outreach to childcare
facilities serving at-risk and underserved populations.
LIBRARY SPACES: 7 POSITIONS
Provide clean, safe, and inviting library spaces to the public. In
FY23, the 10 library locations welcomed 850,000 visitors, an
increase of 11% over the previous year. Preserve and improve
asset integrity, efficiency, environmental stability, public service
improvements, safety and security.
CIRCULATION & REFERENCE: 36 POSITIONS
Provides circulation of library items, including the technology to
support this service. In FY23, patrons checked out 1.2 million
physical items and 500,000 digital items. This represents a 3%
decline in physical materials usage, but a 10% increase in
digital usage over the previous year. Apply data analytics
branch by branch to ensure relevant collections, services,
hours and space utilization.
TECHNOLOGY SERVICES: 12 POSITIONS
Provides and supports technology services for the public,
including printing/faxing/scanning, computer access, tablets,
and WiFi. Develop and implement appropriate technology
trainings and maintain online tutorials for digital resources. In
FY23, patrons used printing, faxing, and scanning services
42,000 times, an increase of 10% from the previous year.
Computer and tablet usage increased 18% to approximately
150,000. Patrons accessed the WiFi 126,000 times, an increase
of 35% over the previous year.

Operations
COLLECTION DEVELOPMENT & MAINTENANCE: 8 POSITIONS
Acquire, develop, and manage library collections—both physical materials and digital offerings—to satisfy patron educational
and recreational interests. Support the cataloging and processing of library materials. In FY23, the library purchased and
processed over 45,000 physical materials valued at approximately $793,000; in addition, over 24,000 e-books were purchased
valued at approximately $371,000. Collection acquisitions balanced in proportion to actual use and evaluate cost
effectiveness of current and future resources. Provide materials that me et the cultural diversity of the community.
BUSINESS OPERATIONS: 7 POSITIONS
Manage interdepartmental obligations. Maintain and grow community and county agency partnerships. Incre ase the
awareness of library services and programs to ensure that the public continues to appreciate the importance and benefits of
CCPL.
COMMUNICATIONS & MARKETING: 4 POSITIONS
Supports internal and external communication needs of the Library Division. This includes website maintenance, marketing of
programs, outreach, social media and newsletters. Seek out partnerships to advance broader public service opportunities.
PROFESSIONAL DEVELOPMENT: 2 PO SITIONS
Staff training and development. Broaden staff knowledge to work across functional areas of the Library Division.
