EXECUTIVE SUMMARY
Recommendation to approve spending up to $10,000 for appraisal and pre-contract expenses for due
diligence and authorize the County Manager or designee to execute and transmit a non-binding Letter of
Intent to commence negotiations for the purchase of 10.9 +/- acres of undeveloped land located at 299
Creative Drive, near the Fiddler’s Creek Community for the Collier County Sheriff’s Office District 5
Substation.
OBJECTIVE: To make an offer to the owner of a property suitable for a District 5 Substation with the intent to
develop a sales contract to be presented to the Board at an upcoming meeting.
CONSIDERATIONS: The item pertains to the potential acquisition of undeveloped land located at 299 Creative
Drive, currently listed for sale. Identified as suitable for the needs of the Collier County Sheriff’s Office, including
the establishment of a new District 5 Substation, this property holds significant strategic value. The property is
located within the Agricultural zoning district, which allows law enforcement facilities as an essential service.
The property is currently listed at $2.5 million. A non-binding Letter of Intent offering $2 million is being proposed
for consideration. This valuation is consistent with the estimate of value provided by Real Property Management’s
in-house appraiser.
If this item is approved, the County Manager or designee will transmit the Letter of Intent with an offer of $2
million to the property owner. Staff will also initiate the appraisal process as the purchase price must be supported
by appraisal(s) following the Real Property Policies and Procedures established by the Board of County
Commissioners, as specified in Ordinance No. 2007-28.
Should agreeable terms be reached, a purchase and sale agreement will be prepared and presented for approval at a
future Board meeting.
FISCAL IMPACT: Funding in the amount of $10,000 is available for master planning and zoning under SO
Substation #5 Project (53002) within the County-wide Capital Project Fund (3001).
GROWTH MANAGEMENT IMPACT: None currently.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a majority vote
for Board action. -SAA
