Coast Sports Complex concert event locations

Considerations
Ordinance No. 2020-13, the City Gate Commerce Park PUD, provided for the addition of the Sports Complex.
Permitted uses included stages and amplified sound (e.g., concerts) with the restriction that all must face
southward.
During the November 8, 2022, meeting, the Board approved a staff recommendation to relocate special
events with amplified sound and 500 or more participants from public parks near residential areas to the
Paradise Coast Sports Complex (PCSC). The Sports Complex is equipped to accommodate large crowds with
amenities such as parking, restrooms, and food and beverage options.
During the May 14, 2024, meeting, the Board expressed interest in exploring more options for entertainment
events and requested information on Stadium field protection. This discussion led to the possibility of
amending the Citygate Planned Unit Development (PUD) Ordinance to lessen the restrictions on the
allowable direction of amplified sound, which could provide more flexibility in using the PCSC's Great Lawn
and related improvements.

Concert Events
• Sports Facilities Management, LLC ("SFM") have consistently tried to find the correct events and
partners to work with on concert events. The challenge is finding a promoter willing to take on the
cost of renting the stadium, paying security costs, building a stage, covering the cost of
production, marketing, and talent, and driving the needed ticket sales to make a return on their
investment.
• For a music event in the stadium to work financially for both a promoter and the County, it would
need to attract about 4000 people. After examining existing venues for hosting concerts at the
Paradise Coast Sports Complex, three options have been identified, each with its own unique
advantages and challenges.

Stadium
To efficiently use the Stadium, the stage would need to be on
the field facing West 20-40 yards from the fixed seating.
Other stage placement options include positioning the stage
on the rock bed between the east berm or in the North End
Zone facing south.
• Pros: Efficient use of stadium seating; can accommodate
large crowds.
• Cons: Requires substantial field protection, significant
logistical and financial challenges, load in/out risk, and
amplified sound direction restrictions

Stadium Field Protection
A considerable amount of flooring is required for stadium field protection. Renting flooring entails
a cost of approximately $2.31 per sq ft, in addition to a 10% installation fee plus tax. The
acquisition of flooring has a significant upfront expense, between $10-$12 per sq ft. The stadium
field is 85,000 sq ft; a concert staged from the north end zone would require 15,000 sq ft of
flooring with a purchase price exceeding $150,000. The field protective pieces would be stored on
45-50 pallets. A storage location would need to be provided.

Great Lawn
Under directional requirements, concert events in
the Great Lawn area must be positioned with the
stage facing South. The directional requirement
can be accommodated with the stage in front of _ the climbing wall. Successful events on the Great
Lawn include Southwest Florida Shootout Fanfest,

Pros: Proximity to amenities (The Cove, parking,
restrooms); does not impact sporting events; ,

Great Lawn (cont.)
With a change to directional requirements, concert
events in the Great Lawn area could be positioned
with the stage facing North. The logical position for
this would be underneath the Videoboard.
Currently the seating area underneath the
Videoboard is mainly used for viewing of Sporting
Events and Movies shown at the Complex.
• Pros: Same as the South Facing set up on the
Great Lawn but includes logical integration of
video board.
• Cons: Same as the South Facing set up on the
Great Lawn. Sound echo/rebounding off the
climbing wall opposite.

East Lawn
Concerts on the East Lawn area can accommodate
the South facing directional requirement. This is
possible with the stage positioned on the east -west
path at the north end of the East Lawn. Events have
been successfully hosted with the stage facing
West and East.
Pros: good load-in/out access, a larger space
accommodating up to 2,500, and the logical use
of South Entry for ingress from parking.
Cons: It requires generator power, has limited
restroom facilities, has potential for field
saturation in the event of rain, and sporting
events on fields cannot occur simultaneously.

Conclusion
The Stadium,
the East Lawn, and
the Great Lawn can all
host concert events without
adjusting the
Planned Unit
Development (PUD)
relative to the amplified
sound restriction. However, in
the Stadium,
strictly following the PUD would require rotating the stage away from the fixed seats to amplify sound
to the South, which would place more emphasis on the field and necessitate increased field protection
and related costs. Utilizing the Great or East Lawn for small to medium-sized concerts provides:
• Cost-effective venue options
• Maximum PCSC utilization by other events on the same date/weekend
• No/low risk of damage to the sports fields or load in/out delays
• Appropriate return on investment and effort
