EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the updated master agreement as well
as authorize an increase of allowable expenditures utilizing NEOGOV software products under Agreement
No. 10-5451-NS for the County’s talent acquisition and onboarding processes in an amount not to exceed
$63,200 per fiscal year.
OBJECTIVE: To standardize the use of a public sector supported and proven employee recruitment and applicant
tracking software tool.
CONSIDERATIONS: NEOGOV is a proven public sector software company providing hosted, web-based human
resources solutions. The software automates the entire hiring and selection process, including position requisition
approval, minimum qualification screening, test statistics and analysis, and Equal Employment Opportunity
Commission reporting. NEOGOV works with many state and local government agencies, ranging in size from 100
to 60,000 employees.
Collier County has been utilizing the NEOGOV software solution for recruitment, selection and applicant tracking
for almost 18 years. On June 6, 2006, the County entered into a Service Agreement with NEOGOV to provide all
required hosting and operations support for the Insight Enterprise application at an annual cost of $12,100. Over the
years, the County has amended its agreement with NEOGOV several times to enhance the delivery of several
Human Resources services and to control annual subscription increase costs, as follows:
• On April 8, 2014, the County approved Addendum #1 to add the NEOGOV Performance Evaluation
Module at an annual cost of $24,000, terminated on March 1, 2017.
• On May 14, 2018, the County approved Amendment #1 addressing the first annual subscription price
increase in 12 years from $12,100 to $17,735, and incorporated terms to address future price
increases.
• On May 23, 2019, the County approved Amendment #2 to add the Single Sign-On solution allowing
users to securely log into NEOGOV applications with an annual recurring cost of $1,000, and a one -
time training implementation fee of $2,000.
• On September 8, 2020, the County approved Amendment #3 to add the NEOGOV OnBoard module
with an annual subscription fee of $24,114 and Position Control Integration with a one-time training
and implementation fee of $3,000.
• On May 25, 2021, the County approved continued use of the product under Agreement #10-5451-NS,
which was brought forward for approval, as the cost was anticipated to exceed the $50,000
competitive procurement threshold following the annual renewal in June 2021, due to use of the
annual subscription costs and job boost functionality.
Ahead of the annual renewal due in June 2024, the County has been in discussions with the vendor regarding
revised terms and conditions for product use, based on a Services Agreement that took effect for users renewing on
or after July 13, 2023. In order to continue using this hosted solution, the County has agreed to the conditions
outlined in that agreement, and asks the Board to approve and authorize the Chair to sign.
The County is entering into a twelve (12) month agreement with the vendor, which renews annually in June. Based
on the order form for services provided by NEOGOV, the annual estimated Fiscal Year expenditures for fiscal
years 2024 to 2027 under the Agreement are as follows:

The County has the right to cancel the subscription with the vendor by notifying them at least 30 days prior to the
end of the renewal term.
In accordance with section Eight, sub-paragraph eleven, of the Collier County Procurement Ordinance 2017-08, as
amended, provides that purchases for Personnel/Recruitment services are eligible for exemption from the
competitive process based upon the lack of available competition and a determination that such an exemption is in
the best interest of the County. The approved exemption form is attached. Staff requests that the Board approves
this expenditure for recruitment software from NeoGov/Governmentjobs.com as an exemption under the
Procurement Ordinance.
FISCAL IMPACT: The fiscal impact is expected to be approximately $63,200 or less in FY25 and annually
thereafter. Subscription funding is available in the Information Technology Division budget in FY24 and future
fiscal years under fund 5005 to support the use of these products for all of the Board’s operating Departments and
Divisions.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK

Using an automated Applicant Tracking System (ATS) such as the NEOGOV platform provides the benefits of
enhancing efficiency and supporting organizational compliance. NEOGOV streamlines the hiring process through
functions such as automated application screening, generating candidate notifications, and allowing the selected
candidate to complete all required new hire documentation on-line. It also provides a single location for candidate
data for the agency, improves the candidate's application experience, and reduces time spent by hiring managers and
HR staff on administrative tasks. With nearly 10,000 applications received per year for posted vacancies, it is critical
for the County to have a system such as NEOGOV to assist with administration of this critical function.
