EXECUTIVE SUMMARY
Recommendation to approve and authorize expenditures through an exemption from the competitive process
to Humane Society of Collier County, Inc., d/b/a Humane Society Naples, for up to $200,000 and approve the
necessary Budget Amendment.
OBJECTIVE: To obtain Board of County Commissioners (Board) approval and authorization for expenditures
through an exemption from the competitive process to Humane Society of Collier County, Inc. (d/b/a Humane
Society Naples) for up to $200,000 and approve the necessary budget Amendments to fund these expenditures.
CONSIDERATIONS: Under the direction of the County Manager's Office and Public Services administration, the
Domestic Animal Services Division (DAS) partnered with the Humane Society of Naples (HSN) to complete a
comprehensive Shelter Management Study. As part of this partnership, HSN agreed to provide the services for the
initial management study that focused on the overall shelter operations. To continue this comprehensive Shelter
Management Study of DAS with a focus on overall shelter operations, HSN staff will work directly with the
County Manager's Office, Public Services Department, and County/DAS staff throughout the length of the
management study. The management study is to include:
• Review and integration of appropriate recommendations from the recent Humane Society of
Naples (HSN) Operational Assessment.
• Review and integration of appropriate recommendations from the recent Maddie's Million Pet
Challenge Shelter Strategy.
• Provide the County with written recommendations and development of Standard Operating
Procedures on improving shelter operational processes at DAS and following where applicable the
recognized Guidelines for Standards of care in Animal Shelters - 2022 (second Edition) by the
Association of Shelter Veterinarians.
• Identify and develop strategies for managing animal populations.
• Identify and develop strategies for increasing the quality of services provided by DAS.
The initial exemption of $50,000 was sufficient to cover the aforementioned management study. With the recent
vacancy of the Director of DAS, HSN has provided additions to the scope of work, in the amount of $25,000. The
expanded scope will include assisting County staff with further implementation and integration of
recommendations from the HSN comprehensive Shelter Management Study and Maddie’s Million Pet Challenge
Shelter Strategy and Consultation, continue development of detailed Standard Operating Procedures, provide input
for the final candidates for the Director position, and assist with positive public messaging. The request to increase
the waiver amount to (not to exceed) $200,000 will allow for the continued use of services offered by, and available
to us, through our partnership with HSN, beyond the management study. However, staff will advise the Board of
such further partnership activities as the need for such services arise. There is a separate waiver with HSN that is
specific to veterinary care.
FISCAL IMPACT: Funding up to a maximum amount of $200,000 will be available within fund center 0001-
155410 once the necessary Budget Amendments are processed.
GROWTH MANAGEMENT IMPACT: There are no Growth Management impacts associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATION: To obtain Board approval and authorization for expenditures through an exemption from
the competitive process to Humane Society of Collier County, Inc. (d/b/a Humane Society Naples) for up to
$200,000 and approve the necessary Budget Amendment.

Purpose and Scope of Work
Collier County Domestic Animal Services Division requests a Shelter Management
Study be completed by the Humane Society of Naples’s staff.
The Humane Society of Naples will designate director (or higher) level staff to provide
the County with a comprehensive management study of the Collier County Domestic
Animal Services (DAS) Division with a focus on Shelter Operations. The management
study is to include, but not be limited to:
• Review and integration of appropriate recommendations from the recent
Humane Society of Naples (HSN) Operational Assessment
•Review and integration of appropriate recommendations from the recent
Maddie's Million Pet Challenge Shelter Strategy and Consultation
• Provide the County with written recommendations and development of
Standard Operating Procedures on improving shelter operational
processes at DAS and following where applicable the recognized

•strategies for increasing the quality of animal services provided
by DAS.

•HSN’s President will provide input and feedback on behalf of HSN on final
candidates for the Director position.
•The County and HSN will mutually agree upon positive public messaging
regarding this Management Study.
HSN’s designee(s) will work in tandem with the County Managers Office, Public
Services Department, DAS Director, and County/DAS staff throughout the length of
the management study. The County Manager, or designee, may require presentations
or refine deliverables as situationally required.
Proposed Management study timeframe: Not to exceed 18 weeks. (original 12
weeks, plus additional 6 weeks).
Proposed Management study cost: Not to exceed $4,000.00 per week for the first
12 weeks and not to exceed $4,500 per week for the additional 6 weeks, or
$75,000 in total.
The Humane Society of Naples will provide weekly invoices to Collier County
Domestic Animals Services for consultative services rendered as per this proposal.
