EXECUTIVE SUMMARY
Recommendation to approve the Budget Amendment to reallocate funding within CWS Bond #2 Proceeds
Fund (4019) to fund the “Northeast Water Reclamation Facility and Water Treatment Plant Deep Injection
Wells” project in the amount of $15,894,500.
OBJECTIVE: To reallocate funding within the CWS Bond #2 Proceeds Fund (4019) to fund the Northeast Water
Reclamation Facility and Water Treatment Plant Deep Injection Wells (Project No. 70194).
CONSIDERATIONS: On June 22, 2021, the Board approved Resolution 2021-140 to authorize the issuance of
the 2021 Revenue Bond (CWS Bond #2) to finance utilities infrastructure construction projects. The purpose of the
bond is for the acquisition, construction and equipping of various capital improvements within the County,
including the Northeast Service Area (NESA) Project (#70194).
Construction of deep injection wells, monitoring wells, raw water wells, raw water, potable water, IQ water, power,
SCADA and wastewater transmission mains and pipelines, storage tanks, pump stations, appurtenances, sitework
and landscaping are necessary to enable future production, treatment, distribution, and collection in the northeast
service area including design updates of future northeast regional treatment facilities.
On March 26, 2024, under agenda item 11.C, the Board awarded Invitation to Bid No. 23 -8141, “Northeast Water
Reclamation Facility and Water Treatment Plant Deep Injection Wells” in the amount of $29,389,000, and the
associated Owner’s Allowance of $2,400,000 totaling $31,789,000 to Youngquist Brothers, LLC.
FISCAL IMPACT: Funding in the total amount of $31,789,000 is needed for the Northeast Water Reclamation
Facility and Water Treatment Plant Deep Injection Wells (Project No. 70194). The sources of funding are CWS
Bond #2 Proceeds (Fund 4019), Water Growth Capital Fund Ctr ($15,894,500) and Wastewater Growth Capital
Fund Ctr ($15,894,500). A budget amendment is required to reallocate project funding within the CWS Bond #2
Proceeds, Wastewater Growth Capital Fund from Project No. 70243 to Project No. 70194 in the amount of
$15,894,500.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for
approval. -SAA
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to
ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory
programs.
RECOMMENDATION: To approve the Budget Amendment to reallocate funding within CWS Bond #2 Proceeds
Fund (4019) to fund the “Northeast Water Reclamation Facility and Water Treatment Plant Deep Injection Wells”
project in the amount of $15,894,500.
