EXECUTIVE SUMMARY
Recommendation to approve two 2024 National Highway Freight Program (NHFP) Grant Applications with
the Florida Department of Transportation (FDOT) to provide funding to supplement the FDOT construction
phase of the I-75 at Immokalee Road interchange and the right-of-way phase of Old US41 from US 41 to
Bonita Beach Road.
OBJECTIVE: To pursue National Highway Freight Program (NHFP) grant funding and, if awarded, provide to
Florida Department of Transportation (FDOT) as additional funding for two FDOT projects.
CONSIDERATION: On April 10, 2024, Collier County was informed that FDOT was issuing a call for projects
for the NHFP. Project applications must be submitted to FDOT no later than June 5, 2024, for consideration for
NHFP funding. The goals of NHFP program include investing in infrastructure improvements and operational
improvements that strengthen economic competitiveness, reduce congestion, reduce the cost of freight
transportation, improve reliability, and increase productivity.
FDOT is currently working on two projects in Collier County that meet the NHFP criteria and are eligible for
funding. NHFP funding availability includes: $411,151 in 2025, $2,252,601 in 2026, $2,885,297 in 2027,
$2,980,302 in 2028, $16,263,493 in 2029, and $65,296,967 in 2030.
1. I-75 Interchange at Immokalee Road. At the February 27, 2024, meeting, the Board authorized the County
Manager to pledge up to $40M to FDOT for the advancement of the I-75/Immokalee Road interchange.
FDOT is currently pursuing the Project Development and Environment (PD&E) phase, which started in
FY2024 and has an estimated completion of FY2026. A Diverging Diamond Interchange (DDI) is being
considered to replace the existing diamond interchange. The DDI will improve the I-75 interchange at
Immokalee Road by optimizing traffic flow, reducing delays, and improving the roadway network. The
County's conceptual cost estimate for the construction of the DDI is $22,395,503.46. The grant application
is seeking available funds for construction in 2026, 2027 and/or 2028. If awarded, these funds would be
provided to FDOT for the construction of the project, thereby, reducing the County's initial pledge.
2. Old US41 Road Expansion Project. This project is currently in the FDOT PD&E phase, which started in
FY2020 and has an anticipated completion in FY2024. The design phase is funded in FY2028. The next
unfunded phase is for the right-of-way (ROW) acquisition in FY2030. The project will expand Old US41
from a two-lane roadway to four lanes and provide operational improvements on the freight route which is
also a parallel reliever to the State Highway System (SHS) facilities, I-75, and US41. FDOT’s preliminary
cost estimate for ROW acquisition is $90,000,000. This estimate is subject to change when the design is
complete. The maximum grant award is $20,000,000 per project per year; therefore, the grant application is
seeking $20,000,000 in funds for a portion of the ROW acquisition phase beginning in 2030. There are no
funding sources identified for the ROW phase; therefore, additional funding requests are anticipated until
the project is complete.
Both improvements to the roadway network are a benefit for freight purposes and for the traveling public. These
projects provide for the efficient movement of people, goods, and services in the County’s urbanized area and
improve reliability by decreasing travel times, reducing congestion, and reducing emissions from idling vehicles.
Collier County is applying for funding of these two projects that will be implemented and managed by FDOT.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve freight transit as well as the mobility of our residents
and visitors.
FISCAL IMPACT: Any funds received from these grant applications will be provided to FDOT to supplement
their efforts with the projects. The request for construction of the I-75 Interchange at Immokalee Road is

$8,118,200 which totals all funding available in 2026, 2027 and 2028. The request for Old US41 is $20,000,000 in
2030. The maximum award amount is $20,000,000 per project per year. The grant request does not require a local
match.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth Management Plan
(GMP) and the MPO’s Long Range Transportation Plan. In addition, the application supports the Goals,
Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub
Section of the GMP.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

I-75 is a Collier County Hurricane Evacuation Route. Immokalee Road is a major east-west arterial
corridor that serves both urban and coastal Collier County, as well as areas of Golden Gate Estates
and Immokalee, and is a designated Collier County Evacuation Route. The project will help move
traffic away from the coastline prior to an event by creating better access to I-75 and less
bottlenecks on Immokalee Rd. After an event, the route will be used as operations return to

In addition to the freight connectivity, the project includes sidewalks. There is currently one
transit route along the corridor, plus a park and ride in the vicinity. The transit route directly
connects to 2 other Collier Area Transit routes and the LinC route which provides service to both

from US-41 to the County Line is currently operating at a level of service F, and is an existing
deficient facility. The widening project will handle higher traffic volumes and relieve congestion by
improving traffic movement. This project will expand capacity thereby removing the threat of a
potential traffic bottleneck, support increased industrial development, and improve both safety
and emergency response time. There are approximately 293 acres of industrial acreage along this
corridor making it an important freight corridor in the northern part of Collier County.

National Highway Freight Program FY25-30 Call for Projects (Qualitative Score Sheet)

Note - This grant application is to provide any awarded funds to FDOT for the completion of this project. The
Florida Department of Transportation (FDOT) is conducting a Project Development and Environment (PD&E) Study for the potential
widening of Old US-41 from a two-lane roadway to four lanes and provide operational improvements on the freight route. The
PD&E started in FY2020 and has an anticipated completion in FY2024. The design phase will be managed by FDOT and is funded in
FY2028. The next unfunded phase is for the right-of-way acquisition and is anticipated to also be managed by FDOT in a future year.
The project is a parallel reliever to the State Highway System (SHS) facilities I-75 and US-41. Old US-41 is a roadway facility that
directly connects Lee and Collier County. The project will also include drainage, bike lanes, a shared use path (west side), and
sidewalks. Old US-41 is classified as a major collector and is a reliever roadway connecting US-41 to I-75 (via Bonita Beach Road). It
is also an FDEP designation evacuation route for both Lee and Collier County.
