Agenda 05/28/2024 Item #16B11 (Approve two 2024 National Highway Freight Program Grant application with FDOT for I-75 at Immokalee Rd. interchange)05/28/2024 EXECUTIVE SUMMARY Recommendation to approve two 2024 National Highway Freight Program (NHFP) Grant Applications with the Florida Department of Transportation (FDOT) to provide funding to supplement the FDOT construction phase of the I-75 at Immokalee Road interchange and the right-of-way phase of Old US41 from US 41 to Bonita Beach Road. OBJECTIVE: To pursue National Highway Freight Program (NHFP) grant funding and, if awarded, provide to Florida Department of Transportation (FDOT) as additional funding for two FDOT projects. CONSIDERATION: On April 10, 2024, Collier County was informed that FDOT was issuing a call for projects for the NHFP. Project applications must be submitted to FDOT no later than June 5, 2024, for consideration for NHFP funding. The goals of NHFP program include investing in infrastructure improvements and operational improvements that strengthen economic competitiveness, reduce congestion, reduce the cost of freight transportation, improve reliability, and increase productivity. FDOT is currently working on two projects in Collier County that meet the NHFP criteria and are eligible for funding. NHFP funding availability includes: $411,151 in 2025, $2,252,601 in 2026, $2,885,297 in 2027, $2,980,302 in 2028, $16,263,493 in 2029, and $65,296,967 in 2030. 1. I-75 Interchange at Immokalee Road. At the February 27, 2024, meeting, the Board authorized the County Manager to pledge up to $40M to FDOT for the advancement of the I-75/Immokalee Road interchange. FDOT is currently pursuing the Project Development and Environment (PD&E) phase, which started in FY2024 and has an estimated completion of FY2026. A Diverging Diamond Interchange (DDI) is being considered to replace the existing diamond interchange. The DDI will improve the I-75 interchange at Immokalee Road by optimizing traffic flow, reducing delays, and improving the roadway network. The County's conceptual cost estimate for the construction of the DDI is $22,395,503.46. The grant application is seeking available funds for construction in 2026, 2027 and/or 2028. If awarded, these funds would be provided to FDOT for the construction of the project, thereby, reducing the County's initial pledge. 2. Old US41 Road Expansion Project. This project is currently in the FDOT PD&E phase, which started in FY2020 and has an anticipated completion in FY2024. The design phase is funded in FY2028. The next unfunded phase is for the right-of-way (ROW) acquisition in FY2030. The project will expand Old US41 from a two-lane roadway to four lanes and provide operational improvements on the freight route which is also a parallel reliever to the State Highway System (SHS) facilities, I-75, and US41. FDOT’s preliminary cost estimate for ROW acquisition is $90,000,000. This estimate is subject to change when the design is complete. The maximum grant award is $20,000,000 per project per year; therefore, the grant application is seeking $20,000,000 in funds for a portion of the ROW acquisition phase beginning in 2030. There are no funding sources identified for the ROW phase; therefore, additional funding requests are anticipated until the project is complete. Both improvements to the roadway network are a benefit for freight purposes and for the traveling public. These projects provide for the efficient movement of people, goods, and services in the County’s urbanized area and improve reliability by decreasing travel times, reducing congestion, and reducing emissions from idling vehicles. Collier County is applying for funding of these two projects that will be implemented and managed by FDOT. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve freight transit as well as the mobility of our residents and visitors. FISCAL IMPACT: Any funds received from these grant applications will be provided to FDOT to supplement their efforts with the projects. The request for construction of the I-75 Interchange at Immokalee Road is 16.B.11 Packet Pg. 1004 05/28/2024 $8,118,200 which totals all funding available in 2026, 2027 and 2028. The request for Old US41 is $20,000,000 in 2030. The maximum award amount is $20,000,000 per project per year. The grant request does not require a local match. GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth Management Plan (GMP) and the MPO’s Long Range Transportation Plan. In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub Section of the GMP. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. - CJS RECOMMENDATION: To approve two 2024 National Highway Freight Program (NHFP) Grant Applications with the Florida Department of Transportation (FDOT) to provide funding to supplement the FDOT construction phase of the I-75 at Immokalee Road interchange and the right-of-way phase of Old US41 from US 41 to Bonita Beach Road. List all other funding sources Leverage data and technology to improve freight system safety and security Response Project Details Score Does this project measurably improve freight safety? If so, how?Yes DDIs reduce the number of vehicle conflict points where vehicles cross, merge, or diverge which reduces the risk of collisions. Recent studies indicate that there is a reduction in the number and severity of the crashes in intersections with a DDI. FDOT has documented wrong way driving on the access ramps at the Immokalee Rd. interchange. These improvements will actively deter wrong way access. 50 Is this a technology driven or a Transportation Systems Management and Operations (TSM&O) project? If so, describe the technology that will be implemented. No 0 Create a more resilient multimodal freight system to prepare for, respond to, and recover from disruption Response Project Details Score Does this project enhance the reliability or redundancy of the freight transportation system? Please describe. Yes DDIs increase the efficiency of traffic movement and enhance safety of intersections. The project will also improve travel reliability by decreasing travel times, reducing congestion and reducing emissions from idling vehicles. 20 Does this project improve the durability of freight infrastructure in a vulnerable coastal region? If it is in a RAP Vulnerable Area (low, medium, or high), this metric is required. No 0 Does this project support evacuation and recovery efforts? Yes I-75 is a Collier County Hurricane Evacuation Route. Immokalee Road is a major east-west arterial corridor that serves both urban and coastal Collier County, as well as areas of Golden Gate Estates and Immokalee, and is a designated Collier County Evacuation Route. The project will help move traffic away from the coastline prior to an event by creating better access to I-75 and less bottlenecks on Immokalee Rd. After an event, the route will be used as operations return to normal. 20 Ensure the Florida freight system is in a state of good repair Response Project Details Score Does this project have a bridge repair/maintenance component? No 0 Does this project improve pavement conditions? Yes Heavy truck traffic may effect the current pavement condition. New pavement installed at the time of construction may decrease the need for an interim pavement replacement phase. After the project is completed, the new DDI should be placed on a routine maintenance schedule so the facility remains in a state of good repair.20 Reduce congestion, improve reliability, and prepare for shifts in cargo flows with proactive and innovative planning Response Project Details Score Does this project relieve congestion? How so?Yes According to the adopted Collier County Annual Update and Inventory Report (AUIR), Immokalee Rd. from Livingston Rd. to I-75 and from I-75 to Logan Blvd. are currently operating at a level of service D, and are anticipated to become deficient in 2030. The DDI is anticipated to relieve the existing diamond interchange. DDIs are designed to handle higher traffic volumes and relieve congestion by improving traffic movement and allowing for more green time and less red (stopped) time. 50 Does this project address a truck parking need? Please describe (i.e., number of spaces to be created, technology being utilized). No 0 Is this a grade separation project? If so, please provide the crossing number or nearest mile-marker.Yes Currently I-75 is a grade separated overpass over Immokalee Rd. This is project will reconfigure the diamond interchange to a DDI under I-75 at Immokalee Rd. The transit route directly connects to 2 other Collier Area Transit routes and the LinC route which provides service to both Collier and Lee Counties.50 Continue to forge partnerships between the public and private sectors to improve trade, logistics, and workforce development Response Project Details Score Does this project include stakeholder involvement? Please include specifics on partnerships and outreach efforts.Yes The FDOT Master Plan and the FDOT Southwest Connect Plan had public involvement activities. The Interchange Modification PD&E (FPN#454099-1) will also have a public involvement component. The Collier County Immokalee Rd. Congestion Corridor Study also included a public involvement component. The Collier County study was approved by the BCC in 2021 and included the DDI recommendation at I-75.30 Capitalize on emerging freight trends to benefit Florida’s communities while maintaining a strategic global posture Response Project Details Score Does this project incorporate an innovative freight concept? Please describe.Yes The DDI is considered an innovative intersection.40 Does this project address points of friction between local communities and freight? Please describe. Yes DDIs reduce the number of vehicle conflict points where vehicles cross, merge, or diverge which reduces the risk of collisions. Immokalee Road is categorized as a Freight Distribution Route and a High Crash Corridor in the Collier Metropolitan Planning Organization (MPO) 2040 Long Range Transportation Plan (LRTP). The roadway is critical in facilitating movement of local and regional traffic (including truck traffic) in northern Collier County. List all other funding sources Leverage data and technology to improve freight system safety and security Response Project Details Score Does this project measurably improve freight safety? If so, how?Yes The widening of the roadway to four lanes will reduce traffic congestion and improve pedestrian, bicyclists and freight safety. Yes Provides a viable alternate freight route from US-41 to I-75. The project will improve travel reliability by decreasing travel times, reducing congestion and reducing emissions from idling vehicles. 20 Does this project improve the durability of freight infrastructure in a vulnerable coastal region? If it is in a RAP Vulnerable Area (low, medium, or high), this metric is required. No 0 Does this project support evacuation and recovery efforts? Yes Old 41 is a Lee County and Collier County FDEP Evacuation Route and improvements will prevent bottlenecks. The project will help move traffic away from the coastline prior to an event. After an event, the route will be used as operations return to normal.20 Ensure the Florida freight system is in a state of good repair Response Project Details Score Does this project have a bridge repair/maintenance component? No 0 Does this project improve pavement conditions? Yes Heavy truck traffic may effect the current pavement condition. New pavement installed at the time of construction may decrease the need for an interim pavement replacement phase. After the project is completed, the reconstructed and widened road ROW should be placed on a routine maintenance schedule so the facility remains in a state of good repair.20 Reduce congestion, improve reliability, and prepare for shifts in cargo flows with proactive and innovative planning Response Project Details Score Does this project relieve congestion? How so?Yes According to the adopted Collier County Annual Update and Inventory Report (AUIR), Old US-41 from US-41 to the County Line is currently operating at a level of service F, and is an existing deficient facility. The widening project will handle higher traffic volumes and relieve congestion by improving traffic movement. This project will expand capacity thereby removing the threat of a potential traffic bottleneck, support increased industrial development, and improve both safety and emergency response time. There are approximately 293 acres of industrial acreage along this corridor making it an important freight corridor in the northern part of Collier County. 50 Does this project address a truck parking need? Please describe (i.e., number of spaces to be created, technology being utilized). No 0 Is this a grade separation project? If so, please provide the crossing number or nearest mile-marker.No 0 Remove institutional, policy, and funding bottlenecks to improve operational efficiencies in supply chains Response Project Details Score Is this project the result of a legislative/policy effort to improve supply chain efficiency? Please describe. No 0 Improve first and last mile connectivity for all freight modes Response Project Details Score Does this project improve first/last mile connectivity? Which modes are impacted? Please describe. Yes Road freight is economically important to Collier County. A freight consolidation center for produce distribution, primarily tomatoes is currently operating on Old US-41 in Collier County. In addition to the freight connectivity, the project includes bike lanes, a shared use path and sidewalks. There is currently no transit route along the corridor. 50 Continue to forge partnerships between the public and private sectors to improve trade, logistics, and workforce development Response Project Details Score Does this project include stakeholder involvement? Please include specifics on partnerships and outreach efforts.Yes PD&E Study (FPN#435110-1) included an extensive public involvement component including local coordination with Collier County, Lee County, Bonita Springs, the Collier MPO and the Lee County MPO. All future phases will continue the public involvement component.30 Capitalize on emerging freight trends to benefit Florida’s communities while maintaining a strategic global posture Response Project Details Score Does this project incorporate an innovative freight concept? Please describe. No 0 Does this project address points of friction between local communities and freight? Please describe. Yes Both commercial road freight traffic (truck traffic) and local traffic share the roadway with peak congestion times alongside bicycle and pedestrian facilities. The intent of the project is to disperse traffic and reduce conflicts between vehicles and bicyclists/pedestrians. The new infrastructure will decrease the conflict points and provide protected movements for bicycle and pedestrians specifically in areas where trucks are making U-turn movements.30 Increase freight-related regional and local transportation planning and land use coordination Response Project Details Score Is this project on the MPOAC freight project list or in a local freight planning document? Please include a reference.Yes Collier MPO's 2045 LRTP - Chapter 4 - Freight includes this corridor as a Freight Distribution Route, Primary Freight Activity Center and connects to a Regional Freight Mobility Corridor.100 Reduce freight impacts on Florida’s environment by supporting emissions reduction and ensuring wildlife habitats are maintained Response Project Details Score Does this project reduce carbon emissions?
