BAYSHORE BEAUTIFICATION MSTU COMMITTEE BOARD MEETING MINUTES
OF THE MAY 8, 2024, MEETING
The meeting of the Bayshore/Gateway Triangle Local Redevelopment Advisory Board was
called to order by Chairman, Maurice Gutierrez, at 5:00 p.m.
I. Meeting Called to Order: Meeting called to order by Maurice Gutierrez.
II. Invocation & Pledge of Allegiance: Led by Maurice Gutierrez.
III. Roll Call: Advisory Board Members Present: Maurice Gutierrez, George Douglas,
Susan Crum, James Cascone, Branimir Brankov, Frank McCutcheon, Joann Talano
IV. Public to be Heard: None.
V. Adoption of Agenda:
George Douglas: Moved to adopt the agenda as written.
Frank McCutcheon: Seconds the motion. Approved unanimously.
VI. Approval of Minutes – April 3, 2024:
Susan Crum: Motion to approve the minutes as written.
Joann Talano: Seconds the motion. Approved unanimously.
VII. Landscape Maintenance Report:
a. Tami Scott: (Armando Yzaguirre was unable to attend)
- 239 Hotel – repaired and redone
- Installed new medium at the entrance to Bayshore
- 41 and Bayshore, added Ice plants and irrigation in those beds
b. Tami Scott -- MSTU Project Manager Maintenance Report
- Two POs with Armando; one is $85,000 for standard services; another for
extra services and we will ask for an amendment for this PO and will let you
know how much it will be
- Ms. Scott gives a rundown of the miscellaneous maintenance list
- Ms. Garcia will contact the sheriff's office to cite or educate the buses
stopping in front of the food truck park on Becca or turning on Bayshore; you
can’t get onto Becca because buses are unloading many people, and this
happens on Friday’s and Saturday’s; another area is Weeks and 41
- Check to see whether we can paint the inside of the bridge with a mural and
Bayshore Drive in large letters on the outside

- Ms. Garcia is working on getting solar heads, not electric, for the light poles
on Commercial Drive and has approval to put one on. Perhaps use a sleeve for
the pole. If you are only replacing the heads, we may not need an engineer to
do it. The take-away is that it is a simple labor job. Hire a handyman to paint
the bridge and the light poles. Suggestion was made to check out Rhino Shield
for the light poles.
c. Tami Scott -- 17-Acre Boardwalk Update
- The boardwalk will need someone out there all day, every day, picking up
trash, checking for transients, kids hanging around, carving their names on the
railings. We will discuss this with the new director.
- The only final approval we are waiting for is the DEP but they are no longer
reviewing this type of application. We sent our application to the Army Corps
of Engineers and have received some questions from them for additional
information.

a. Shirley Garcia and Tami Scott -- Christmas Decoration Scope Options
A list is attached with options. You can email Ms. Garcia with suggestions. Dan
Rodriguez had a meeting with Donna McGinnis. She or a member of her staff will
partner with us on the Christmas decorations. Ms. Scott has volunteered to be on
that subcommittee. We could possibly use TDC funding monies. Someone from
the MSTU can volunteer to be on the subcommittee. Lasandra from the Bayshore
District has been working with businesses. Ms. Rodriguez talked about lighting
up the whole Bayshore Drive – a ‘light up’ event.
Susan Crum: Motion to have a subcommittee to make the decisions for the
Christmas decorations.
Joann Talano: Seconds the motion. Approved unanimously.

- Parking on Hamilton – the trucks, boats and trailers blocking the bike path on
weekends. Today at the East Naples Task Force meeting it was discussed that
they have been monitoring and writing warnings for now. Pictures of the
vehicles have been taken of those that are given warnings. If they park again,
a citation will be issued.
- Small signs, like election signs, were placed that said ‘Police Department –
No Parking’ – Ms. Garcia will check with Code Enforcement to see if MSTU
can use them on Thomasson and Hamilton.
- We need to have a separate meeting with Parks and Rec and the Sheriff’s
Department about the cars, trucks and boats maneuvering/parking on Danford
Street; additional parking at Del’s could be an option; have a full-time park
ranger on site to tell people the lot is full; there is need for a better solution to
make it work; plan/build a boat ramp elsewhere because demand is high; issue
tickets instead of warnings; close the park completely for boats.
- Refurbishing needs to be done at the park due to erosion near the water.

Stormwater subcommittee meeting will be at the beginning of June.
