Dear Roncoroni,
RG Architects, P.A. respectfully submits the following proposal for Additional Design Services for the
above-listed project. Services to be rendered under this add service proposal are as follows:
(This work was not part of the original proposal and related scope of work.)
We propose to adjust to Task 5—90% Construction documents and Task 20—Reimbursables for
Additional Design Services to be billed as a percentage completed for the total amount of$154,920.00 for
the Design Services for Collier County Mental Health Facility. These services are related to Design
Development budget estimate and approved VE items, the design team is to revisit and coordinate the
drawings and 3D model.
VE Description Requiring Additional Time
• Chain link fence in lieu of cast in place wall at generator
• Use ACT ILO SA-03 Acoustibuilt Ceilings in all areas currently showing both Acoustibuilt&ACT
• Eliminate drywall soffits in all rooms currently showing ACT &drywall soffits
• 50% TBD reduction of Altro Whiterock Scope. Leave walls as impact rated walls. Epoxy paint
bathroom walls.
• Make all door canopies 24 SF
• Reduce Nurse Call from entire building to Medicare pods only
• Tilt wall in lieu of CMU - Bldg. exterior walls only.
• Eliminate loading dock canopy.
• Alternate light fixture package

*The request for the time extension in the amount of 98 days is based on three main reasons:
1. The Design Development (60%) package's cost estimate came in approximately$9.2M higher than
the Schematic Design estimate (30%). To address this, a round of value engineering (VE) was
necessary, aiming to bring the estimated cost down to $49.9M. This change in estimated cost
required notification to the Board of Collier County Commissioners.
2. The selected VE measures to reduce construction costs now need to be incorporated into the
design. This process includes obtaining approval for a Change Order to execute the redesign
associated with the VE.
3. In December 2020, the Environmental Protection Agency (EPA) transferred the responsibility of
implementing Section 404 of the Clean Water Act from the U.S.Army Corps of Engineers (ACOE)
to the Florida Department of Environmental Protection (FDEP), known as the State 404 Program.
However, a federal judge ruled in favor of the Plaintiffs on February 15, 2024, overturning EPA's
approval of FDEP's assumption of the program. Consequently, FDEP suspended processing all
pending State 404 applications. Although ACOE has begun accepting Section 404 permit
applications, the project site, the Collier County Behavioral Health Center, is not expected to

contain wetlands or surface waters requiring authorization under the Clean Water Act.
Nonetheless, the Design Team will proceed with the standard South Florida Water Management
District(SFWMD) Environmental Resource Permit(ERP) process.This entails submitting a Dry
Land Approved Jurisdictional Determination Form to ACOE, seeking confirmation that there are no
jurisdictional waters of the United States on-site. The original June 24, 2024 deadline for project
permitting on this site has been delayed by a minimum of six(6) months due to the pause in design
review prompted by the case news and the subsequent hold status.Additionally, it may take
several months to navigate the evolving process with ACOE.
