Preservation Board in and for the County of Collier, having conducted business
herein, met on this date at 9:30 AM in REGULAR SESSION at 2800 N. Horseshoe

A. Rosemary Cemetery (Plot W) Historic Designation
◼ Amanda Townsend: All quit claim deeds are signed and will be taken to the
Board of County Commissioners to be recognized and recorded. Interested in
seeking an easement from the plaza owner at the plot end area for benches and
signage. In addition, would like to bring that easement and the quit claim
deeds and donated funds recognized to be accepted as well as a
recommendation from HAPB for a formal historic designation – wrap all that
together – make it one package.

B. Letter – Agua Colina Parcel-Conservation Collier
◼ Ray Bellows: Filling in for Tim who is out sick today with regard to a letter
being sent, Tim had a meeting with our county attorney’s office, the findings
of the attorney is that the Preservation Board as a Board should not be sending
a letter; it is not within the purview of the Board; recommendation, any
individual member of the Board can send a letter to the Board of County
Commissioners expressing a desire for them to consider archaeological sites
as a component of Conservation Collier’s ranking of properties to purchase.
◼ Zach Burch: The current letter needs to be updated from the minutes of
February 16. Change out ‘Board’ to ‘I’, etc.
◼ Betsy Perdichizzi: Any one or all of us can send a letter to the BCC.

◼ Ray Bellows: We will clean up the letter and send it to the Board members via
email. You are sending it as a member of the Board but not on behalf of the
Board. We will supply the BCC emails.
C. Roberts Ranch Tour Highlights; Selection of Next Site Visit
◼ Zach Burch: It was nice to get out; and to hear about the history and the
Roberts family and see what they have done with the Ranch.
◼ Ray Bellows: Designated this site initially; recognized how great it has come
along.
◼ Future site visit: Margood – currently in procurement for construction; no start
date yet but there is a community building to have the Board meeting. Access
to the building will be coordinated by Ray with Parks and Recreation. If the
date is not available, we will meet here for the next meeting.
◼ Betsy Perdichizzi: Motion was made to visit the Margood Harbor Park, 321
Pear Tree Avenue, Goodland, FL 34140, on April 19 at 10:00 a.m.
◼ Barry O’Brien: Seconds the motion.

6. Old Business
A. Waiver – Palm River RV Motorcoach Resort PUDZ
◼ Tim Hall, Tim Hall & Associates: Representing the petitioner. The project is the
renovation and reconfiguration of an existing RV park originally constructed in
the 1960’s. The new owners are trying to do some minor renovations to the site
and then it will be for recreational vehicles. There was flooding due to Ian – about
3-3.5 feet of water; a number of trailers were damaged.
◼ Ray Bellows: Part of the process to allow for improvements and changes is to the
property owners rezoning the property to what we call a PUD instead of under the
base zoning of RT or mobile home image zoning. The PUD zoning district gives
more flexibility in how to deal with design standards and it also will help dealing
with historic archaeological issues. We could write those into the PUD ordinance.
Part of the process requires that if the site is within an area of historic or
archaeological probability they either hire an archaeologist or submit a waiver.
Given the age of the previous development site, they chose to submit a waiver.
Given the amount of development that has occurred over the years, the waiver
seems appropriate.
◼ Tim Hall: I don’t know the specifics of the management but I do know that they
will be more seasonal based. Some of them will be for trailer RVs and bus RVs.
All of the homes there are being demolished or moved.
◼ Ray Bellows: The difference in the change of zoning, a mobile home type zoning
or travel trailer park has different connotations in how they operate. A recreational
vehicle park is a commercial zoning district while a mobile home zoning is a
residential zoning district. You can technically claim residency in a mobile home
whereas these will be transient RV owners.
◼ Zach Burch: I move to favor the waiver.

RE: Agua Colina parcel
Dear BCC,
At its March 15, 2024, regular meeting, the Collier County Historical Archaeological Preservation Board
(HAPB) discussed the request for any member of HAPB to send individual letters on behalf of themselves
to the BCC with their own individual signatures. As such, I’m writing this letter to the BCC concerning
continued pursuit of the Agua Colina parcel on Marco Island for acquisition. The Agua Colina parcel is not
only home to threatened animal and plant species, it also part of a large and important archaeological site
known as Caxambas Point (8CR107). Moreover, this parcel is the final resting place for at least 28 Native
Americans, most likely the Calusa or their ancestors. The conservation of this property is important for
many reasons:
1. The parcel is sacred ground, likely a Native American burial ground or cemetery, which still has
meaning to its modern descendant communities.
2. The Caxambas Point site (8CR107) has major archaeological significance and has been known to
archaeologists for more than a century.
3. The human burials at the site are roughly 2,000 years old based on radiocarbon dating.
4. The presence of human remains on private property does not necessarily prevent eventual
development of said property.
5. The adjacent lot (South Terra) also contains human remains but was approved for purchase.
6. The maintenance of adjacent properties (Agua Colina and South Terra) would have made fiscal
sense and presented greater flexibility to Conservation Collier.
7. The purchase was recommended for approval by Collier County staff.
8. The preservation of the archaeological deposits and human burials would be an added “bonus”
to providing more critical wildlife habitat on Marco Island.
9. Marco Island has seen intense development in recent years and the opportunities to preserve its
archaeology and history are becoming increasingly rare.
Should the Agua Colina parcel be reconsidered for preservation in the future, I strongly recommend its
protection so that it may benefit not only Marco Island’s increasingly imperiled wildlife, but also its people
– past, present, and future. I’m ready and willing to work with the BCC on including historical and
archeological resources in its criteria for evaluating lands for acquisition and management.

Sec. 2-2000.13 Membership.
(a) Appointments. The Preservation Board shall consist of 7 members appointed by the BCC. Each member of
the Preservation Board shall hold office only so long as he or she is a resident of Collier County, Florida.
Appointments shall be made by resolution of the BCC on the basis of a potential member's involvement in
community issues, integrity, experience, and interest in the field of historical and archaeological
preservation.
(b) Qualifications. The BCC shall appoint 1 member from each of the following categories:
(1) History;
(2) Archaeology;
(3) Real estate, land development or finance;
(4) Architecture, engineering, building construction, and landscape architecture; and
(5) Law or urban planning.
The 2 remaining positions shall be filled by citizens at large.
(c) Term. All appointments shall be made for 3 years. A Preservation Board member shall be eligible for
reappointment, but shall be limited to 2 consecutive terms.
(d) Officers. The members of the Preservation Board shall elect a chairman and a vice-chairman for a 1 year term
each. The chairman shall preside at all meetings and shall have the right to vote. The vice -chairman shall
preside in the absence of the chairman. The chair man and vice-chairman may be reelected for an additional
1 year term each, but may not serve for more than 2 consecutive years.
(e) Removal. Prior to the expiration of his or her term, a member of the Preservation Board may be removed
from office by a majority vote of the BCC. A member of the Preservation Board shall be automatically
removed if he is absent from 2 consecutive meetings without a satisfactory excuse or, in the alternative, if he
is absent from more than ¼ of the meetings in a given fiscal year, provided that the Preservation Board has
met at least 8 times in the given fiscal year. Members shall be deemed absent from a meeting when they are
not present during at least 75 percent of the meeting.
(f) Vacancy. The BCC shall fill the vacancy by appointment.

Board Chair (Mr. Erjavec) in March HAPB said he spoke with the
management company and they were going to reach out to their board and
get back to him. He will make another call to them.
At April HAPB, Mr. Erjavec reported no contact has been made. Mr. Erjavec
requested Mr. Bellows to provide a plot or other documentation so the City
can take responsibility for the signage and will look at a budget to discuss
future plans and actions next month. At May HAPB, Board Chair reported
he visited the preserve site last week located on Old Tamiami Trai in the
Horse Creek development. Noted in discussion was its natural beauty,
status as a tortoise sanctuary, compliance with HOA for preservation, and
interest in retaining it as a walking trail. Chair moved to take it off the activity
log and elaborate on the next update to the HAPB Historic Sites Brochure;
carried unanimously 7-0.

At March HAPB, Museum Director said she will not put this off any longer
and she has emailed the architect plans. She will have more information at
next meeting. Chair said he'd vote on it next meeting. This project includes
three small cottages which need to be restored. See comprehensive plan in
meeting materials. At April HAPB, Museum Director made
a presentation regarding the site, and stated an architect was hired for site
assessment, report, and recommendations, then requested the Board
approve the Certificate of Appropriateness. Board approved 5-0.
