EXECUTIVE SUMMARY
Recommendation to appoint Jonathan Walsh as a member to the Building Board of Adjustments and
Appeals.
OBJECTIVE: To appoint one member to the Building Board of Adjustments and Appeals to a term expiring on
August 9, 2028.
CONSIDERATIONS: This five-member board was established by Ordinance No. 83-16, as amended, to hear
appeals on rejections or refusals by the Building Code Compliance Director to approve mode of construction or
materials to be used in construction or alteration of a structure. Membership consists of five members representing
the following professions: One state licensed architect or structural engineer; one Class "A" general contractor, one
state certified fire protective equipment contractor or State Certified Fire Fighter with the rank of Lieutenant or
higher or State Certified Fire Safety Inspector with the rank of Lieutenant or higher; one licensed electrical
contractor; and one licensed plumbing or mechanical contractor. Members must be knowledgeable in the following
Collier County Codes: Florida Building Codes, Electrical Code, Fire Prevention Code, Gas Code, Mechanical
Code and Swimming Pool Code. The meetings are held on an as needed basis. The membership term is four years.
This is a quasi-judicial board. A list of the current membership is included in the backup.
There are two vacancies on this board. The vacancies were advertised and the following application was received:

STAFF RECOMMENDATION: As a quasi-judicial board, no committee recommendation is required. Staff
recommends that Mr. Walsh be appointed to a four-year term on this committee. A recommendation memo is
included in the backup. The remaining vacancy will continue to be advertised.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. -JAK
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation and
authorizes the Chair to execute the attached resolution confirming the appointment.

RESOLUTION NO. 2024 - _______
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING JONATHAN WALSH
TO THE BUILDING BOARD OF ADJUSTMENTS AND APPEALS.
WHEREAS, on May 26, 2009, the Board of County Commissioners adopted Ordinance
No. 2009-31, which relocated and readopted the Building Board of Adjustments and Appeals
Ordinance in its entirety as a stand-alone ordinance in the Collier County Code of Laws and
Ordinances; and
WHEREAS, the Building Board of Adjustments and Appeals ("Building Board") provides
a decision-making body through which an owner of a building or structure may appeal the
rejections or refusal of the Building Official to approve the mode or manner of construction
proposed to be followed or materials to be used in the erection or alteration of that building or
structure; and
WHEREAS, Ordinance No. 2009-31 provides that the Building Board shall be composed
of five (5) regular members engaged in the occupations specified in the Ordinance; and
WHEREAS, there is currently one vacant seat on the Building Board; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JONATHAN
WALSH, as an architect/engineer, is hereby appointed to the Building Board of Adjustments
and Appeals to a term which shall expire on August 9, 2028.
THIS RESOLUTION ADOPTED upon majority vote on the 14th day of May, 2024.
