EXECUTIVE SUMMARY
Recommendation to authorize expenditures under a Sole Source Procurement Waiver for a period of three
years, in an amount not to exceed $150,000 per fiscal year, with Symbiont Service Corp., for parts, services,
and warranty repair of Symbiont GeoThermal units at County aquatic facilities.
OBJECTIVE: To ensure continued functionality of the geothermal heating and cooling systems for pool amenities
at County-owned aquatic facilities
CONSIDERATIONS: The Collier County Parks and Recreation Department currently relies on 54 Symbiont
GeoThermal units spread across five aquatic facilities, namely the Golden Gate Aquatic Facility, Immokalee Sports
Complex, Donna Fiala Eagle Lakes Community Park, Sun-N-Fun Lagoon, and Big Corkscrew Island Regional
Park. These geothermal systems play a crucial role in providing heating and cooling for the pool amenities at these
locations.
The systems at Sun-N-Fun Lagoon, Golden Gate Aquatic Facility, and Immokalee Sports Complex aquatic facilities
have surpassed their useful life, necessitating significant repairs or replacements. To ensure the continued
functionality of these facilities and maintain a high standard of service for our community, immediate attention and
resources are required for the necessary upgrades.
A waiver has been in place with Symbiont Service Corp. since 2017. Symbiont Services Corp. is the sole distributor
of the Symbiont GeoThermal pool/spa heater, manufactured by AquaCal in St. Petersburg, Florida. AquaCal
manufactures these heaters specifically to Symbiont specifications. The heaters are registered trademarks of
Symbiont, and AquaCal sells them exclusively to Symbiont. Symbiont installs the Symbiont GeoThermal Pool/Spa
heater, which includes five years of labor and a seven-year parts warranty. Symbiont Service Corp. is the factory-
authorized provider of parts and services to support this specialized warranty. Any repairs performed by an
unauthorized repair facility will void the warranty for the Symbiont GeoThermal Pool/Spa heater.
Pursuant to Section Eleven of the Collier County Procurement Ordinance 2017-08, as amended, staff requests that
the Board of County Commissioners to find that it is in the best interest of the County to purchase Symbiont heater
and cooler units, parts, services, and warranty repair for County-owned aquatic facilities and related materials from
Symbiont Service Corporation as a sole source vendor from April 4, 2024, through September 30, 2026. Purchases
would be initiated through the issuance of a Collier County Purchase Order or Contract, if applicable.
Procurement Services Division posted a public notice of the County’s intent to designate Symbiont Services Group
as a single source to the vendor community through BidSync for seven days and did not receive any responses.
FISCAL IMPACT: This action authorizes annual expenditures not exceeding $150,000 for parts, service, and
warranty repairs. Funding for these expenditures is budgeted annually within Parks Capital Fund (3062).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

A waiver was processed in 2008 and another one has been in place since 2017. Collier County Parks and Recreation
currently has 54 Symbiont ™ GeoThermal pool/spa heater units installed. Symbiont ™ GeoThermal pool/spa heater
units are currently located in Golden Gate Aquatic Facility, Immokalee Sports Complex, Donna Fiala Eagle Lakes
Community Park, Sun-N-Fun Lagoon, and Big Corkscrew Island Regional Park. Approximately $627,000 has been spent
to date.
Symbiont is the sole distributor of the Symbiont™ GeoThermal Pool/Spa heater. The Symbiont™ GeoThermal Pool/Spa
heater is installed by Symbiont and includes a five-year labor and seven-year parts warranty. Additionally, Symbiont
Service Corp. is the factory-authorized provider of parts and service to support this specialized warranty. Any repairs
performed by an unauthorized repair facility will void the warranty for the Symbiont™ GeoThermal Pool/Spa heater. If
another brand was used all heaters would need to be replaced over time costing thousands more than the
maintenance of the current services.
Symbiont is the sole distributor of the Symbiont™ GeoThermal Pool/Spa heater. Costs to replace a heater will vary
dependent on size and specifications and can cost around $30,000. If an alternate were to be provided it would cost
thousands more to replace over time than to service the current system.

in the market, due to warranty restrictions no other vendor is able to service them. County expenses to purchase new
heaters with another company would far outweigh paying for maintenance of the current systems in place. Staff will
continue to research for an alternative and bring that information forward when available.

Symbiont Service Corp. is the exclusive distributor of the Symbiont™ GeoThermal Pool/Spa
heater, which is manufactured by AquaCal in St. Petersburg, Florida. AquaCal manufactures
these heaters designed and engineered specially to Symbiont™ specifications. The heater is
labeled as a Symbiont™ with a special model number and AquaCal sells them exclusively to
Symbiont Service Corporation.
As long as the Symbiont™ model heater is installed by Symbiont Service Corp., it comes with a
five-year labor and seven year all parts warranty. Additionally, Symbiont Service Corp. is the
factory-authorized provider of parts and service to support this specialized warranty. Any repairs
performed by an unauthorized repair facility will void the warranty for the Symbiont™ heater.
