EXECUTIVE SUMMARY
Recommendation to approve an after-the-fact First Amendment with the Area Agency on Aging for
Southwest Florida, Inc., Community Care for the Elderly grant program for Collier County’s Services for
Seniors Program that reduces the award amount by $50,000 to $1,071,000 and authorize the necessary
Budget Amendment. (Human Services Grant Fund 1837)
OBJECTIVE: To provide uninterrupted support services to Collier County’s Services for Seniors Program elderly
clients.
CONSIDERATIONS: The Community and Human Services (CHS) Division’s Services for Seniors Program
(CCSS) has been providing support to Collier County’s frail and elderly citizens for over thirty (30) years through
the Community Care for the Elderly (CCE) program. The grant is funded by the Florida Department of Elder
Affairs (DOEA) through the Area Agency on Aging for Southwest Florida (AAASWFL). The grant enables clients
to remain in their homes and live with independence and dignity.
On August 8, 2023, The Board of County Commissioners (“Board”) approved Agenda Item #16.D.5 and awarded
CCE funding in the amount of $1,121,000. On March 28, 2024, CHS received CCE Amendment #1 from
AAASWFL which reduced the CCE award amount to $1,071,000. The award amount was reduced by $50,000
along with the match obligation of $5,555, as a special request from AAASWFL to assist another county that was
experiencing a shortfall in CCE funding. The reduction in funding will have no negative impact on the clients
receiving service.

*10% Match requirement is calculated by dividing the Award amount by .9, then multiplying by .1, per
grantor requirements.
The local match is reduced by the co-payments received and vendor match contribution.
AAASWFL routinely sends CCSS agreements and amendments that require a 30-day turnaround time. This
timeframe makes it impossible to process the documents for the Board’s approval in the time requested by the
AAASWFL. The amendment is being presented as “After-the-Fact” because Collier County received the CCE
amendment on March 28, 2024, with an effective contract date of the last day of the contract had been signed by
both parties. Consequently, pursuant to CMA #5330 and Resolution No. 2018-202, the County Manager authorized
the Public Services Department Head to sign the amendment. The amendment is being presented for Board
ratification. Collier County, as the Lead Agency. Is responsible for responding to seniors’ needs and managing the
spending authority for the Federal and State Funded Services for Seniors programs.
FISCAL IMPACT: A Budget Amendment is required to reduce CCE grant funding by ($50,000) in Human
Services Grant Fund (1837), Project 33858. The Co-pay match requirement will be decreased from $16,262 to
$10,706.44 which is a decrease of $5,555.56. (Human Services Grant Fund (1837); Project 33627)
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for

RE County Manager Designation to Execute Grant Applications and Contract Documents
outlined in RESO 2018-202 for the Cluster of Aging Grants.
On November 13,2018, Resolution 2018-202 superseding 96-268 and 10-122was approved by
the Board to allow the County Manager or designee to execute grant program documents
including applications, contracts and amendments for the cluster of aging programs.
Federal and State funding is received on an annual basis through the Older Americans Act and
Department of Elder Affairs administered by the Area Agency on Aging for Southwest Florida
(AAA). This action is necessary to expedite execution so that funding shifted between grant
programs to meet client needs is available timely to order to maintain program standards of
service. All executed documents are presented to the Board after-the-fact and coordinated with
the OMB Grants Compliance Office as required pursuant the CMA 5330 Grants Coordination
Policy.
This letter serves to designate Tanya \Mlliams, Public Services Department Head, as the
Authorizing Official to fulfill these responsibilities.
