Agenda 05/14/2024 Item #16B 6 (4th amendment to agreement #18-7266 for CAT)05/14/2024 EXECUTIVE SUMMARY Recommendation to approve a Fourth Amendment to Agreement No. 18-7266 for Collier Area Transit Mobile Ticketing, Trip Planning Application, and On-Board Wi-Fi with Masabi LLC, to extend warranty, and upgrade of additional features for Collier Area Transit’s (CAT) existing Mobile Ticketing with Masabi LLC, in the amount of $661,775.15. _____________________________________________________________________________________ OBJECTIVE: To continue the current use of the mobile application and software with adequate vendor support and the upgrade of additional features. CONSIDERATION: On December 20, 2017, the Board approved the award of Request for Proposal No. 18- 7266 for Collier Area Transit (CAT) Mobile Ticketing, Trip Planning Application, and On -Board Wi-Fi (the “Agreement”). The Agreement included a five-year warranty, which is set to expire on May 13, 2024. The vendor has provided a proposal for the continued warranty for an additional five years, as well as additional services to improve the ease of use of the transit service. In order to have uninterrupted service for mobile fare payment and trip planning functionality, continued support and warranty for the hardware and software of the mobile ticketing system is necessary. The additional services include cash digitization and account-based ticketing, which allows users to “tap and go” without the need to purchase tickets in advance. The implementation of the “tap and go” system requires proprietary onboard electronic validation machines, which is incorporated into the attached Fourth Amendment. Historically, federal transit grants have been utilized for funding the support and warranty of the mobile ticketing system, and staff will continue to pursue such grant funding opportunities on an annual basis. Staff is requesting Board approval of the five-year pricing, and grant funds will be utilized as may be awarded. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. Additionally, the item is consistent with the objective to support access to health, wellness, and human services. The Collier County Procurement Ordinance provides an exemption from competitive purchasing for products or services necessary to maintain existing warranties and licenses or to maintain compatibility with existing Collier County systems. The approved procurement exemption form is attached. Staff requests that the Board approves this expenditure for a five-year warranty extension, and upgrade of additional features for CAT existing Mobile Ticketing from Masabi, LLC, as an exemption under the Procurement Ordinance. FISCAL IMPACT: The total amendment cost is $661,775.15 comprised of five years of maintenance services, warranty, and licensing fees and upgrade cost for additional features. Funding for the Collier Area Transit mobile ticketing application, software and hardware is available within the Collier Area Transit Grant Fund (4031). The source of funding is through the Federal Transit Administration (FTA)Grant Programs, Sections 5307 and 5339. Ongoing support and warranty will also be funded within the Collier Area Transit Grant Fund (4031). Source of funding is through use of FTA grant programs. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. - CJS GROWTH MANAGEMENT IMPACT: This item is consistent with Objective 12 of the Transportation Element of the Growth Management Plan.
