EXECUTIVE SUMMARY
Recommendation to authorize expenditures under a single-source waiver for an amount not to exceed
$90,000 per fiscal year, to obtain Original Equipment Manufacturer (“OEM”) parts and non-OEM parts
and services from Pat’s Pump & Blower, LLC, (“Pat’s Pump”) necessary to maintain County-owned
equipment, for a period of five years, beginning in FY24 through the end of FY28.
OBJECTIVE: To efficiently maintain County vehicles and equipment through an approved vendor and dealership
for parts, supplies, and services.
CONSIDERATIONS: The Fleet Management Division is tasked with maintaining the County’s Fleet, which
includes special-purpose environmental vehicles and equipment such as Catch Basin Cleaners and Sewer Pumper
Trucks. The County currently has nine (9) of these trucks in service. These maintenance-intensive units are operated
by the Public Utilities and Transportation Management Departments for normal sewer maintenance and road
maintenance activities, as well as for restoration of essential services after a storm -related event or other emergency
situations. By having access to a qualified and reliable local dealer for parts, service, and warrantable items, the
Fleet Management Division can maintain these pieces of equipment for a fraction of the cost of replacement. Such
maintenance also provides the added benefit of minimizing downtime.
Pat’s Pump is the only distributor and provider of OEM parts and services in south Florida for Aquatech, Hi -Vac
equipment, & Johnson Butcher trucks & equipment. In accordance with the Collier County Procurement Ordinance
2017-08, as amended, staff requests that the Board of County Commissioners find it to be in the best interest of the
County to purchase OEM & Non-OEM parts, services, and related materials from Pat’s Pump as a single-source
vendor for a five-year period beginning in FY24 through the end of FY28.
Historically, purchases from this vendor have varied from $15,000 to $33,000. The County’s current YTD FY24
expense is $35,600. With parts shortages, greater parts demands, inflation increasing our expenses, older vehicles
falling out of warranty, and additional units now in service, purchases are exceeding historical spending amounts.
Purchases would be initiated through the issuance of a Collier County Purchase Order. Pricing to Collier County is
at the Government Municipality price level set by Pat’s Pump.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet Management
Administration, Fund 5021, operating budget. Expenditures with Pat’s Pump are projected not to exceed $90,000
per fiscal year.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for

To supply the needed resources to maintain and service Collier County environmental vehicles and
equipment such as OEM and non-OEM parts, components, services and warranty items needed to maintain
the County-owned Aquatech, Hi-Vac, O'brien, X-Vac equipment, Johnston Bucher Sweepers, Roots for truck
mount blowers and other sewer maintenance and environmental equipment. These types of trucks and
equipment are necessary for daily waste water operations, road maintenance and critical for storm related

As stated in the attached sole source letters. Pat's Pump & Blower, LLC is the single manufacturer authorized
dealer for the sale of new equipment, parts and service for the HI-VAC Corporation to include Aquatech
brand, O'brien brand, and X-Vac environmental products. Pats Pump LLC, is also the authorized dealer for
Johnston / Bucher Sweepers and associated original equipment parts in the State of Florida.
Pat's Pump & Blower LLC, is the only Roots authorized distributor for truck mount blowers for
the industrial/municipal markets in the State of Florida, except for the Florida panhandle.
Pat's Pump & Blower LLC is also the only repair facility in Florida, excluding the panhandle, for the truck
mount blower market and is certified by Roots to repair all truck mount blowers (4 in -12 in
units).

Pat's Pump & Blower is the single source provider of Hi-Vac (Aquatech, Obrien, X-Vac) environmental equipment
in the State of Florida. The County currently has (9)catch basin cleaners and sewer pumper trucks (3) being Aquatech
sewer pumper trucks with a combined initial purchase price of $973,700. These trucks are maintenance intensive and
we can only get the Aquatech parts, components, and services through Pats Pump & Blower. The waste water division
has been utilizing Aquatech equiped trucks since 2002. There is no indication of the waste water division wanting to
change brands and their next purchase will likely be another Aquatech equipped unit. Average spent amounts in the
last 3 years have varied from $15,000 to $35,000 per year, the expected spend amount for FY24 is over $50,000, our
current spent amount is $35,600 with six months remaining in the fiscal year. The Fleet is older and expanding along
with inflation triggering higher parts cost;these factors are increasing the yearly expense.
The Aquatech sewer pumper system best meets the operating requirements of the Wastewater
Division. As long as Wastewater uses the Aquatech units, Fleet Management must maintain them. To
maintain them, we need the parts, components, and services that can only be provided by Pat's Pump
& Blower. They are the manufacturer authorized dealer in the State of Florida to provide OEM parts,
components, and services. Other brands of parts and components will not work with the Aquatech
system. No other vendor can provide the OEM parts, components, and services in the State of Florida.
Other brands of equipment do not meet the needs of the Wastewater Division, but changing to another
brand would cost the County over $1 million for three new trucks. Maintenance on another
brand would cost about the same on these complicated and complex pieces of equipment.
Pat's Pump & Blower, LLC, is the only provider of Aquatech products and services in the State of
Florida. As long as the County continues to use Aquatech systems, we must purchase repair parts,
components, and services through Pat's Pump & Blower. Pricing to Collier County is provided at their Government
Municipality Pricing. Historical use varies by year depending on the needed parts, components, or services. Average
spent amounts in the last 3 years has varied $15000 to $35,000 per year, the expected spend amount for FY24 is over
$50,000, caused by higher parts demands, higher parts cost, and a growing County Fleet. An alternate approach would
be to buy another brand of pumper systems; but there would be no guarantees that prices would be any less for
buying parts, components, or services from a different vendor.

Sewer pumper trucks are looked at frequently by Fleet Management and Wastewater to review new
technologies and capabilities. The Wastewater Division has determined that the Aquatech system best
meets their operating requirements. A market evaluation was conducted with submission of this waiver
request and will be conducted every three years going forward. Fleet Management is normally notified
immediately if factory-authorized vendors change.

Blower authorized distributor for truck mount blowers for the industri al/municipal markets in

Pat’s Pump & Blower LLC is also the only repair facility in Fl orida, excluding the panhandle,
for the truck mount blower market and is certified by Roots to repair all truck mount blowers

All Roots Blower authorized distributors must maintain an inventory of Roots Blowers and
