EXECUTIVE SUMMARY
Recommendation to authorize expenditures under a single-source waiver for a period of five years, in an
amount not to exceed $100,000 per Fiscal Year, to obtain Original Equipment Manufacturer (“OEM”) parts,
and non-OEM parts, freight, and services from Tampa Truck Center LLC, d/b/a Southport Truck Group,
that are necessary to maintain County-owned trucks and equipment.
OBJECTIVE: Efficiently maintain County vehicles and equipment through an approved vendor and dealership
for parts, supplies, and services.
CONSIDERATIONS: The Fleet Management Division is tasked with maintaining the county Fleet, including its
special-purpose heavy trucks. The county currently owns 47 Freightliner vehicles, which include dump trucks,
attenuator trucks, bucket trucks, grapple trucks, roll-off trucks, sewer maintenance trucks, and flatbed trucks. These
trucks are utilized by the Public Utilities Department and Transportation Management Services Dep artment, who
are tasked with waste removal, road maintenance, sewer maintenance, and traffic light maintenance - all mission-
critical services for the county.
The Fleet Management Division must have access to a local dealer for parts, service, and warran table items because
it can maintain those pieces of equipment for a fraction of the cost of replacement when it has access to a reliable
service, warranty, and part supplier. Being able to self-maintain this equipment provides the added benefit of
greatly minimizing downtime. Tampa Truck Center LLC, d/b/a Southport Truck Group (“Tampa Truck Center”),
is the closest authorized Freightliner dealer for Collier County. Tampa Truck Center’s proximity minimizes
transportation time and costs for parts and service.
In accordance with Section Eleven, Procurement Methods, subparagraph 11 of Collier County Procurement
Ordinance 2017-08, as amended, staff requests that the Board find that it is in the best interest of the County to
waive competition and allow the procurement of OEM & Non-OEM parts, services, and related materials from
Tampa Truck Center as a single source authorized geographic territory vendor, for fiscal year 2024 through the end
of fiscal year 2028. The Procurement Services Division posted a public notice of the County’s intent to designate
Tampa Truck Center as a single source to the vendor community on the County’s bidding platform for seven days
and did not receive any responses.
Historically, purchases for this service were approximately $30,000 per fiscal year for OEM parts, services, and
related materials. Fleet’s current YTD spent amount is nearing $40,000. Between 1990 and 2020, the average price
of parts increased about 1.9%. In 2022, the year -over-year percentage change in parts pricing spiked to an all-time
high of 10.2% across the industry. The increase is attributed to inflation, supply chain issues for new vehicles, and
longer life cycles that have increased truck parts demand across the industry by nearly 20% per year. With parts
shortages, greater parts demand, inflation increasing the County’s expenses, older vehicles falling out of warranty,
and additional Freightliner units now in service, purchases are exceeding historical spending amounts. The pricing
offered to Collier County is at the vendor’s municipality pricing level based on Fleet pricing from the
Manufacturer. Purchases will be made using a standard form Collier County purchase order.
FISCAL IMPACT: Funds for repair parts and maintenance services are budgeted in the Fleet Management
Administration, Fund 5021, operating budget. Expenditures with Tampa Truck Center LLC, d/b/a Southport Truck
Group are projected to not exceed $100,000 per fiscal year.
GROWTH MANAGEMENT IMPACT: No growth management impact will result from this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board

Southport Truck Group is the closest and authorized Freightliner dealer servicing Collier County. Their location
minimizes transportation cost and time. The county currently owns 47 Freightliner vehicles and must be able to utilize
a local Freightliner dealer when the county shop cannot handle the repairs due to work load or repair complexity. As
the closest Freightliner dealer they are the quickest for parts delivery or pick up when needed. The vicinity of the
vendor greatly reduces shipping cost that would be incurred by using vendors in other areas.
Solicitation 20-7780 was put out 12/8/2020 but had poor response. A supplemental solicitation was put
out for 2021/2022 and no Freightliner dealer responded. We have existing vehicles that must be maintained using
proprietary parts supplied by Freightliner. Selecting a Freightliner dealer located further from Fleet would increase
travel time, transportation cost and freight charges.
Freightliner dealers are nationwide. Service costs are similar between dealers in a similar geographical area. Parts and
service cost will generally increase relative to inflation and market demands.

Tampa Truck Center and Fort Myers Freightliner Become Southport Truck Group
Re-branding Precedes Opening of New Dealership Facility
Tampa Truck Center and Fort Myers Freightliner, both wholly owned by Tampa Truck Center
LLC, have united under a common brand name-Southport Truck Group. This re-branding
precedes the completion of new 26,000 square foot dealership facility at 16110 Lee Road in
Fort Myers and is part of a broader growth strategy on the part of the executive team.
Principal owner, Cary Addison puts it this way, "We almost did this 8 years ago when we
acquired the Tampa location. We thought then, and know now, we don't want to be constrained
by a geographic orientation in our name, and we want our associates and customers to know
we're all on the same team."
The Fort Myers facility represents a significant commitment to the commercial truck & RV
customers of Southwest Florida. It is the most modern commercial truck dealership in the area
consisting of 17 service bays, two parts warehouses, sales offices, and ample parking for
tractors, trailers, and. RVs. The location is ideally suited with easy access from Interstate 75 via
the Alico Road exit.
Mr. Addison explains, "Southport Truck Group will allow us to continue our growth strategy
under a unified name. We are always looking for opportunities to expand and improve our ability
to serve commercial truck and RV users."
In 2020, Southport Truck Group expanded into Lakeland with Southport Truck Parts. This facility
