Agenda 03/26/2024 Item #16F 1 (To adopt the 2024 Strategic Plan)03/26/2024 EXECUTIVE SUMMARY Recommendation to adopt the 2024 Strategic Plan with the inclusion of changes based upon direction received at the February 6, 2024, Board Workshop. OBJECTIVE: To adopt the 2024 Strategic Plan. CONSIDERATIONS: On February 6, 2024, the Board convened for a workshop to discuss the annual update to the Strategic Plan. The County Manager’s Office led the Board through a presentation that illustrated the proposed updates to the Strategic Plan. Throughout the County Manager’s presentation, the Board discussed the proposed plan and provided input and suggestions to further update the plan. Updates include minor realignment of two Strategic Objectives under different Strategic Focus Areas. These adjustments were made to better align Strategic Objectives with the goals of their respective Strategic Focus areas. Specifically, within Infrastructure and Asset Management, the proposed change entails relocating the objective (Providing services and programs that sustainably manage the county waste) to the Community Development Focus Area. Similarly, within Responsible Governance, the adjustment involved transferring the objective (Maintain a fully responsive, best-in-class emergency management capability) to the Quality of Place Strategic Focus Area. Additionally, Priority Projects had been separated between Board and County Manager priorities. That distinction has been eliminated in favor of a single grouping of Collier County Strategic Priority Projects. Within the existing Priority Projects the 800 MHz Radio System Hardening Project has been updated to: ➢ 800 MHz Radio Hardening and needs analysis for the 800Mhz P25 radio program. The following projects have been added to the Strategic Priority Projects list: ➢ Aquatics Capital Program ➢ Immokalee Sports Complex ➢ Caxambas Seawall Replacement ➢ Caxambas New Fuel System ➢ Hussey Property- Master Planning ➢ Camp Keais/Rock Springs Master Planning/Environmental Testing ➢ EMS Station 74 (Surtax) ➢ Vanderbilt Beach Road Extension - Phase II ➢ Underground Stormwater Clean, View, and Repair Program 2024 ➢ Tiger Grant - Immokalee Improvements ➢ Goodlette-Frank Road Widening ➢ Collier Boulevard Widening Phase III ➢ Immokalee Road I-75 Interchange Improvements The Annual Strategic Plan Lifecycle has been updated. This plan has also been restructured to align with the fiscal year activities and will be submitted quarterly with the Strategic Plan Progress Report. ➢ Quarter 1: Annual Report; Approved AUIR 16.F.1 Packet Pg. 1309 03/26/2024 ➢ Quarter 2: Operational Plan; Strategic Plan Workshop ➢ Quarter 3: Priority Based Budget Development ➢ Quarter 4: Budget Adopted Following the meeting, staff made the appropriate changes as provided in the attached slide presentation and Strategy Map. Upon adoption, these materials will be made available internally and externally via the County website, staff training, and new hire orientation. FISCAL IMPACT: There is no direct fiscal impact associated with the adoption of the Strategic Plan update. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for Board action. - JAK RECOMMENDATION: To adopt the updated strategic plan materials and make these materials available internally and externally through the County’s website, staff training, and new hire orientation. Progress: •In calendar year 2023 a total of 1,208 new affordable housing units were approved by the Board of County Commissioners. •The Housing Policy & Economic Development Division continues to form Public/ Private partnerships with the development community to enact the Board’s policy to increase the supply of housing that is affordable. •All these units carry an affordability restriction of at least 30-years, promoting the long-term affordability of Collier’s housing stock. •Since FY2018 these actions have resulted in the approval of over 4,000 new affordable housing units. •The vast majority of these units have been created at no cost to the taxpayers of Collier County by using land use policies as incentives.
