EXECUTIVE SUMMARY
Recommendation to approve the State Housing Initiatives Partnership Annual Report and Local Housing
Incentive Certification for the closeout of Fiscal Year 2020/2021 and authorize the electronic submission to
Florida Housing Finance Corporation to ensure compliance with program requirements. (SHIP Grant Fund
1053)
OBJECTIVE: To comply with State Housing Initiatives Partnership (SHIP) Program annual report submission
requirements.
CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP program to submit
an annual report signed by the county’s chief elected official, or his or her designee, to certify that the local housing
incentive strategies and the local housing incentive plan have been implemented or are in the process of being
implemented.
The SHIP Fiscal year runs from July 1 to June 30. Local governments have three (3) years to expend program
funds. The County must submit a “closeout” report outlining its affordable housing program and accomplishme nts
to the Florida Housing Finance Corporation (FHFC) by September 15th after the end of the third year, or when all
funds for the fiscal year allocation are spent (whichever occurs first).
The Board of County Commissioners (Board) recognized the Fiscal year 2020/2021 SHIP funding on June 23,
2020, (Agenda Item #16.D.6). On May 30, 2023, FHFC approved Community and Human Service’s (CHS) request
to extend the expenditure deadline to December 31, 2023. On September 12, 2023 (Agenda Item #16.D.5), the
Fiscal year 2020/2021 report was presented as an interim report because the grantor granted CHS an expenditure
extension, to fully expend all funding due to construction delays resulting from Hurricane Ian. The Fiscal year
2020/2021 is now complete and is being resubmitted as a closeout report.
The annual report and certification form is due to the FHFC via the Internet by March 31, 2024. Once the annual
report and certification form are executed and submitted to the FHFC, Collier County will have fulfilled the
reporting requirements of the SHIP program.
FISCAL IMPACT: The annual report has no new Fiscal impact. The funding source for this grant is the Florida
Housing Finance Corporation. Funds are budgeted in the SHIP Fund (1053) Projects 33686. Execution of this
certification will ensure that Collier County continues to participate in and receive future funding from the SHIP
Program.
GROWTH MANAGEMENT: Execution of this certification and continued participation in the SHIP Program
will allow Collier County to enhance the development of affordable workforce housing in accordance with the
Housing Element of the Growth Management Plan of Collier County.
LEGAL CONSIDERATIONS: The certification is a form document provided and required by the Florida
Housing Finance Corporation. This item is approved for form and legality and requires a majority vote for Board
action. -DDP

Florida Housing is in receipt of your request for an expenditure extension for SHIP funds for the fiscal year 20/21.
Based on the information provided in the request, we find that the request is reasonable and meets the standard
required in 67-37.005 (1)(f). The expenditure deadline is December 31, 2023. In addition, your annual report should
be submitted by March 31, 2024.

67-37.005 (1) (f) The funds deposited to the local housing assistance trust fund must be spent within twenty-four
months from the end of the applicable State fiscal year. Exceptions to this time frame must be approved by the
Corporation SHIP Program Administrator on a case-by-case basis. Exceptions will only be granted for good cause.
Examples of good cause are natural disasters, requirements of other State agencies, adverse market conditions, and
unavoidable development delays. Adequate explanation of the reasons for the requested extension as well as a
timeline for completing the expenditure of funds must be submitted to the Corporation before an extension will be
approved, e.g., project status, work plan and completion schedule, commitment of funds, etc. The Corporation may
require a local government requesting an expenditure extension to receive technical assistance through the Catalyst
program to evaluate the need for an extension.

Hello,
Collier was granted an expenditure extension for our SHIP FY 20/21 funding year until
December 31, 2023. The closeout for FY 20/21 year will not be completed until that time.
Please consider that after December 31st there are several processes that need to be
completed, such as: sponsor payment, report updated, management review and County
Borad approval. In consideration of the stated processes our expectation for completing the
FY 20/21 closeout is June 30, 2024.
Please advise if the June 30, 2024, date is approved by FHFC for the submittal of the FY 20/21
closeout report?

Florida Housing is in receipt of your request for an expenditure extension for SHIP funds for the fiscal year 20/21.
Based on the information provided in the request, we find that the request is reasonable and meets the standard
required in 67-37.005 (1)(f). The new expenditure deadline is December 31, 2023.

67-37.005 (1) (f) The funds deposited to the local housing assistance trust fund must be spent within twenty-four
months from the end of the applicable State fiscal year. Exceptions to this time frame must be approved by the
Corporation SHIP Program Administrator on a case-by-case basis. Exceptions will only be granted for good cause.
Examples of good cause are natural disasters, requirements of other State agencies, adverse market conditions, and
unavoidable development delays. Adequate explanation of the reasons for the requested extension as well as a
timeline for completing the expenditure of funds must be submitted to the Corporation before an extension will be
approved, e.g., project status, work plan and completion schedule, commitment of funds, etc. The Corporation may
require a local government requesting an expenditure extension to receive technical assistance through the Catalyst
program to evaluate the need for an extension.

Annual Report and Local Housing Incentives Certification
On Behalf of Collier County Board of County Commissioners (Local Government), I hereby certify that:
1.The Annual Report information submitted electronically to Florida Housing Finance Corporation is true
and accurate for the closeout year 2020/2021 and interim years N/A.
2.The local housing incentives or local housing incentive plan have been implemented or are in the
process of being implemented. Including, at a minimum:
a.Permits as defined in s.163.3164 (15) and (16) for affordable housing projects are
expedited to a greater degree than other projects; and
