Agenda 03/26/2024 Item #16D 3 (To promote services to the homeless and at risk homeless through the Housing and Urban Development Entilement Emergency Solutions Grant Program)03/26/2024 EXECUTIVE SUMMARY Recommendation to approve and authorize (1) a fund transfer in the amount of $27,600 to Emergency Solutions Grants Program PY22 Match Fund from Collier County Seniors Fund (2) transfer $2,400 within Emergency Solutions Grants Program Housing Match Fund from PY21 Match project to PY22 project and (3) reallocate $677.60 of match within PY22 project to meet the required federal match obligation for the Emergency Solutions Grant Program. OBJECTIVE: To continue to promote services to the homeless and at risk of homelessness through the Housing and Urban Development Entitlement Emergency Solutions Grant program in Collier County. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) provides Emergency Solutions Grants (ESG) funds to address housing-specific needs of the homeless and those at risk of homelessness identified in the community. On June 22, 2021, the Board of County Commissioners (Board) approved the County’s Five-Year Consolidated Plan for the use of entitlement funds for the period of PY2021-2025, Agenda Item #16.D.7. The Board approved the One Year Action Plan for Federal Fiscal Year 2022-2023 for the ESG Program on June 28, 2022, Agenda Item #16.D.4. On December 5, 2022, Collier County entered the PY2022 -23 ESG agreement with HUD. The period of performance in the agreement began on November 9, 2022. On June 28th, 2022, the Board approved the agreement between Youth Haven and Collier County, Agenda Item #16.D.4. This agreement commenced on October 1, 2022, and was for $ 30,677.60 to provide for the reimbursement of salaries for shelter personnel. The First Amendment to the agreement was presented to the Board on March 28, 2023, Agenda Item #16.D.2 to align the subrecipient’s period of performance with that of the County. On December 14, 2023, Youth Haven, Inc. chose to return to Collier County the portion of the award paid to date for shelter operations in the amount of $26,078.12, the balance of funds was unexpended and automatically reverted to the County’s line of credit. Youth Haven returned the funds due to their reluctance to enter required client - specific data into the Homeless Management Information System (HMIS). HUD requires all ESG recipients to enter client data directly into the HMIS system or they are permitted to upload the data from their compatible data system. Youth Haven was not willing to share client data due to the nature of the population they serve and chose to return the funds. The funds returned by Youth Haven are required to be ret urned to HUD and the County’s line of credit. With the return of funds and the balance of unexpended funds totaling $30,677.60, it is necessary for staff to administer the ESG activity of rapid rehousing, homeless prevention to provide rental assistance and case management services as there is no other subrecipient willing to provide these services. HUD requires a 100% match of all ESG funds; therefore it is necessary to transfer funds and utilize excess match provided by The Shelter for Abused Women & Children to meet the required match obligation to ensure grant compliance. The Community and Human Services Division (CHS) will be leveraging $677.60 of the excess match in Project 33824.3. FISCAL IMPACT: A Budget Amendment is required to recognize additional CHS match in the amount of $30,000 in Housing Match Fund (1836), Project 33824. Matching funds are available within Collier County Seniors Fund (1806), Project 33699 in the amount of $27,600, and excess match not used in ESG PY21 within Housing Match Fund (1836) Project 33764 in the amount of $2,400. The balance of the required match, $677.60 will be met by utilizing the excess match provided by another subrecipient. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for Board approval. -DDP GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the Growth Management Plan of Collier County.
