EXECUTIVE SUMMARY
Recommendation to approve and execute a Local Agency Program (LAP) Federal-Funded Grant Agreement
with the Florida Department of Transportation (FDOT) reimbursing the County up to $8,710,000 for the
construction of the 16th Street NE Bridge Project and authorize the necessary budget amendment, FPN
451283-1-58-01. (Project 60212, Fund 1841).
OBJECTIVE: To complete construction of the 16th Street NE Bridge Project (“The Project”), with funding
assistance from the Federal Highway Administration (FHWA) through the FDOT.
CONSIDERATIONS: On June 12, 2020, the 2020 Bridge priorities were approved by the Metropolitan Planning
Organization (MPO) Board. The Project was programmed in the FDOT Work Program for funding in Fiscal Year
(FY) 2024/2025 for an initial amount of $4,715,000. The MPO approved an amendment to the FY 2024-2028
Collier MPO Transportation Improvement Program (TIP) authorizing $4M in additional funds to the project on
December 8, 2023.
The Project extends approximately 3.3 miles along 16th Street NE from Golden Gate Boulevard to Randall
Boulevard. However, the federally funded segment is from Golden Gate Boulevard to north of 12th Ave NE. It
includes adding a new bridge over the Golden Gate Main Canal and lane widths and shoulders to the existing two-
lane roadway. The widening will provide eleven-foot travel lanes with six-foot shoulders (four-foot paved and two-
foot unpaved) along the entire length of the Project. A six-foot sidewalk will be constructed to the west of the
roadway. The typical section of the proposed bridge consists of two 12-foot travel lanes, with a six-foot shoulder
and a six-foot sidewalk on the west side and a 12-foot shoulder on the east side of the bridge.
In addition, the Project will add a traffic signal at the intersection of 16th Street NE and Randall Boulevard.
The County is currently soliciting, separately, for Construction Engineering and Inspection (CEI) services using
local funds. Subsequent Board action will be required to award a construction c ontract to allow construction to
move forward.
The estimated useful life of the widened roadway and new bridge is 20 years and 75 years, respectively. Minimal to
no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the roadway features
and will be absorbed into the regular maintenance schedule thereafter.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: The estimated construction cost for the federally funded segment of this project is expected to
be $ 11,854,616. A budget amendment is required to recognize grant revenue in the amoun t of $8,710,000 in the
Growth Management Grants Fund (1841), Golden Gate Estates Bridges Project (60212); the funding source is the
Federal Highway Administration whereby, these grant dollars are passed through FDOT via the LAP agreement.
The allocation of a local funding contribution, per the LAP Agreement, is estimated to be $3,144,616, and will be
appropriated at the time of the construction contract award. A grant match is not required. The engineer's estimate
of probable construction cost for the total project, including federal and local segments, is $26,749,411.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation
Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the
major roadway system at an acceptable Level of Service.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
