Agenda 03/26/2024 Item #16B 8 (Intersection improvement at Golden Gate Parkway and Livingston Rd)03/26/2024 EXECUTIVE SUMMARY Recommendation to authorize the electronic submission of the County Incentive Grant Program (CIGP) and the Transportation Regional Incentive Program (TRIP) Applications with the Florida Department of Transportation to fund the design of a major intersection improvement at Golden Gate Parkway and Livingston Rd. in the amount of $6,000,000. OBJECTIVE: To provide an improved intersection at Golden Gate Parkway and Livingston Road by designing an intersection that will optimize traffic flow, reduce delays, and improve the roadway network. CONSIDERATION: On December 6, 2023, Collier County was informed that FDOT was requesting projects for both County Incentive Grant Program (CIGP) and Transportation Regional Incentive Program (TRIP) priorities for fiscal year 2029/2030. Both project applications must be submitted no later than March 29, 2024, for consideration for CIGP and TRIP funding. CIGP funds are awarded to projects that relieve congestion on the State Highway System and are consistent with established plans in the area. TRIP funds are awarded to local government projects that improve regionally significant transportation facilities. Collier County is in the process of initiating the Golden Gate Parkway Corridor Congestion Study which will analyze the intersections along Golden Gate Parkway from west of Livingston Road to east of I-75. The study will analyze both conventional and innovative intersection alternatives along Golden Gate Parkway, to accommodate future roadway volumes for 2025 and 2045, including the intersection at Livingston Road. The results of that study specifically related to the recommendations for the intersection of Golden Gate Parkway and Livingston Road are the request for this grant and are eligible for the call for both CIGP and TRIP funds. The project intersection is located approximately 1 mile west of the I-75 and Golden Gate Parkway interchange and approximately 3 miles east of the US 41 and Golden Gate Parkway intersection. Within Collier County, west of I-75, there are only a few north-south roads that have regional connectivity to Lee County including Livingston Road, US41, and Vanderbilt Drive, which is a mostly 2-lane constrained coastal roadway. Due to its proximity to I-75 and US41 and its regional connectivity to Lee County, Livingston Road acts a parallel reliever to State Highway System (SHS) facilities I-75 and US41. An improved roadway network is not only needed for commuting purposes, but also critical to improve access for emergency responders including fire departments, medical services, and law enforcement. The additional capacity provided by the improvements to the intersection will provide for a more efficient connection between many community resources including existing neighborhoods, churches, and commercial businesses. Further, the major intersection improvement would relieve traffic congestion on I-75 and US 41, and provide for the efficient movement of people, goods, and services, as well as improve the multimodal connections inside the County’s urbanized area. This facility will improve travel reliability by decreasing travel times, reducing vehicle miles traveled, reducing congestion, and reducing emissions from idling vehicles. There will also be a reduced need for road maintenance, as reduced vehicle miles traveled on the roads means less maintenance, operations, and improvement costs to the parallel facilities. The project’s construction phase (Project Number 78) is fully funded in the Collier Metropolitan Planning Organization (MPO) 2045 Long Range Transportation Plan (LRTP) Cost Feasible Plan between FY2026- 2030. The design of the major intersection improvement is currently in the County’s 5-Year Work Program FY2024-2028. The 5-Year Work Program is tied to the County’s Capital Improvement Element (CIE), which will be amended or updated as necessary, should this project be awarded CIGP or TRIP funds. The project will meet all applicable federal, state and local requirements, including Americans with Disabilities Act (ADA) requirements. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. Approval of this item will authorize the Department Head of the Transportation Management Services Department (or designee) to sign and electronically submit all required documents. 16.B.8 Packet Pg. 1084 03/26/2024 FISCAL IMPACT: The projected design phase costs are estimated at $6,000,000. The project is currently in the County’s FY2024/2028 5-Year Capital Work Program. The total grant amount requested is up to $3,000,000 which is the maximum award amount. The grant request equates to 50% of the project design phase costs. If awarded, Collier County would provide a local match of 50% of the total project costs from the following sources: impact fees, gas taxes and/or general fund revenues. Budget amendments will be presented to the Board for approval upon receiving the grant award. GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth Management Plan (GMP) and the MPO’s Long Range Transportation Plan. In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi -Modal Transportation Sub Section of the GMP. To be eligible for CIGP funding, candidate projects must be consistent with the Florida Transportation Plan, Local Government Comprehensive Plan, and the Long Range Transportation Plan, where a Metropolitan/Transportation Planning Organization (MPO/TPO) is established. A minimum 50% local match is required for projects funded through CIGP, however counties designated as Rural Areas of Opportunity are eligible for a local match waiver. Project and scope development are essential in the process of accurately programming projects with our partner agencies, therefore by way of this letter, it is requested your agency begin the annual process of identifying projects for submission. Chapter 339.175, Florida Statutes require MPO/TPOs to develop and submit an annual list of priority projects based upon project selection criteria which considers the Strategic Intermodal System (SIS), its connectors, other regionally significant facilities, and the following: 1. An approved MPO/TPO Long-Range Transportation Plan (LRTP) 2. The Strategic Intermodal System (SIS) Plan 3. Transportation management system procedures 4. MPO/TPO public involvement process Generally, priorities will be considered for programming in Fiscal Year 2029/2030 unless an opportunity arises to fund a project or project phase earlier. A final adopted/approved list of priority projects must be submitted to FDOT by June 28, 2024, at which time further consideration for programming and funding will be evaluated as the Draft Tentative Five-Year Work Program is developed over the summer/fall time frame. For modal programs, FDOT staff will contact transit, aviation, and port managers directly to request submissions for new projects. While MPO/TPOs are not required to prioritize modal program projects, it is important for modal agencies to share their priorities and continue to coordinate with their MPO/TPO. Golden Gate Parkway is also a Collier County Evacuation Route. Livingston Road is a major north-south arterial corridor from Radio Road in Collier County to Lee County where it continues as Imperial Parkway. Figure 1. Project Location Map Collier County is beginning a Golden Gate Parkway Corridor Congestion Study. The study is anticipated to recommend several improvements to the corridor including a major intersection improvement at the intersection of Golden Gate Parkway and Livingston Road. This grant application request is for funding to design the recommended major intersection improvements of that study. 3. Detailed description of how the project would reduce congestion on the State Highway System (SHS). COLLIER COUNTY CIGP FY 2029/30 APPLICATION GOLDEN GATE PARKWAY AT LIVINGSTON RD – MAJOR INTERSECTION IMPROVEMENT Page 4 of 6 In the Fall of 2022, the Collier MPO completed an analysis of Collier County’s Congestion Hotspots. The analysis included the corridor of Golden Gate Parkway from Livingston Road to I-75. According to the MPO’s analysis, this corridor experiences high congestion levels during AM and PM peak hours primarily because it becomes overloaded by commuter traffic traveling between the southwest part of the County and the I-75 interchange, as well as the Golden Gate area east of I-75. Please see the Collier MPO Congestion Corridor Fact Sheet (attached in the Grant Supplemental Documentation) which includes a recommendation of evaluating the feasibility of a grade-separated intersection at Golden Gate Parkway and Livingston Road. Collier County is in the process of initiating the Golden Gate Parkway Corridor Congestion Study which will analyze the intersections along Golden Gate Parkway from west of Livingston Road to east of I-75. The study will analyze both conventional and innovative intersection alternatives along Golden Gate Parkway, to accommodate future roadway volumes for 2025 and 2045, including the intersection at Livingston Road. The results of that study and the recommendations for the intersection of Golden Gate Parkway and Livingston Road are the request for this grant. In addition, the Florida Department of Transportation (FDOT) recently completed the Southwest Connect I-75 South Corridor Planning and Feasibility along I-75 from south of Collier Boulevard to north of Bayshore Road to evaluate strategies for improving mobility, access, regional transportation options, and safety. The results of the study were included in the I-75 South Corridor Master Plan and a displaced left diamond was the recommended for the interchange. The master plan also recommended improvements to I-75 from north of Golden Gate Parkway to the Collier/Lee County Line. Review of the Collier County Crash Data Management System (CDMS) shows that between January 2005 and December 2022, there have been 884 crashes at the intersection of Golden Gate Parkway and Livingston Road. Of those crashes, one was fatal and 8 included serious injuries. Of the total crashes, one involved a bicyclist and three involved pedestrians. The CDMS report and maps are attached for reference. An analysis of the crashes on parallel facilities including Livingston Road, US 41, and I-75, over the same period shows that there have been 3,251 crashes on parallel facilities, resulting in 1 fatality and 146 injuries. Increased congestion tends to increase traffic accident risks. The major intersection improvement is expected to reduce congestion, and therefore reducing crash risks and improve overall traffic operations along Livingston Road, and potentially I-75 and US 41. The project area serves Collier Area Transit bus service Route 25. Based on the Collier County FY2020 Transit Development Plan Annual Update, average annual ridership for Route 25 is approximately 25,085 passengers. Reducing congestion in the project area improves the reliability of the overall transit system in the County. While not on the SHS, both Golden Gate Parkway and Livingston Road are Federal Aid Eligible, as referenced in the FDOT Federal Aid Eligibility Map (dated May 2, 2023). Both Livingston Road and Golden Gate Parkway are classified as Minor Arterials on the Federal Functional Classification Map approved by the Federal Highway Administration on January 23, 2014. Both referenced maps are included in the Grant Supplemental Documentation attached. Without State assistance, the County will be required to wait until enough local funding is collected to fully fund the project, further delaying traffic congestion relief to I-75 and US 41. 4. (Add additional pages if needed): Golden Gate Parkway serves as one of only three major east/west arterial corridors that provides a direct connection to one of four I-75 interchanges within Collier County. Golden Gate Parkway from Livingston Road to I-75 is considered a top segment crash location by the Collier MPO. Livingston Road (CR 881) is a major north-south arterial corridor between US41 and I-75. It also is a major north-south arterial connecting Collier County to Lee County where it continues as Imperial Parkway. Both roadways are designated as Collier County Emergency Evacuation Routes, and critical in facilitating movement of local and regional traffic (including truck traffic) in Collier County. Both roads are classified as Urban Major Arterials and have an existing posted speed limit of 45 mph. Both Golden Gate Parkway and Livingston Road are currently 6-lane facilities with three lanes in each direction. Sidewalks are present on both sides of both roads. The attached table (Attachment 3) presents pictures of the project area. Collier County is in the process of initiating the Golden Gate Parkway Corridor Congestion Study which will analyze the intersections along Golden Gate Parkway from west of Livingston Road to east of I-75. The study will analyze both conventional and innovative intersection alternatives along Golden Gate Parkway, to accommodate future roadway volumes for 2025 and 2045, including the intersection at Livingston Road. The results of that study and the recommendations for the intersection of Golden Gate Parkway and Livingston Road are the request for this grant. In addition to the Collier County Golden Gate Parkway Corridor Congestion Study, the Florida Department of Transportation (FDOT) recently completed the Southwest Connect I-75 South Corridor Planning and Feasibility along I-75 from south of Collier Boulevard to north of Bayshore Road to evaluate strategies for improving mobility, access, regional transportation options, and safety. Within Collier County, west of I-75, there are only a few north-south roads that have regional connectivity to Lee County including Livingston Road and US 41. It is noted that Vanderbilt Drive is an additional parallel facility but it terminates at Bonita Beach Road and is a mostly 2-lane constrained coastal roadway. Due to its proximity to I-75 and US 41 and its regional connectivity to Lee County, Livingston Road acts as a parallel reliever to State Highway System facilities I-75 and US 41. An improved roadway network is not only needed to relieve traffic congestionTo for commuting purposes, but also critical to improve access for emergency responders including fire departments, medical services, and law enforcement. The additional capacity provided by the improvements to the intersection will provide for a more efficient connection between many community resources including existing neighborhoods, a library, churches, a nearby hospital, and commercial businesses. Further, the anticipated intersection improvements would relieve traffic congestion on I-75 and US 41, and provide for the efficient movement of people, goods, and services, as well as improve the multimodal connections inside the County’s urbanized area. This facility will improve travel reliability by decreasing travel times, reducing vehicle miles traveled, reducing congestion, and reducing emissions from idling vehicles. There will also be a reduced need for road maintenance, as reduced vehicle miles traveled on the roads means less maintenance, operations, and improvement costs to the parallel facilities. Without State assistance, the County will be required to wait until enough local funding is collected to fully fund the project, further delaying traffic congestion relief to I-75 and US 41. The Golden Gate Parkway and Livingston Road are on both maps below as regional facilities. - 26 – FDOT recently completed a Planning and Feasibility Study for I-75. The portion of the project in Lee and Collier counties is called the Southwest Connect I-75 South Corridor. The study website is: https://www.swflinterstates.com/i75-south-corridor/ - 27 – FDOT’s Planning and Feasibility study evaluated strategies to improve both the mainline of I-75 as well as the interchanges and identified potential modifications and requests for new interchanges. Part of the study was to conduct an origin and destination study for the interchanges. The Golden Gate Parkway indicated that the largest percentage of vehicles (19%) were traveling south 2 exits from Immokalee Road. - 28 – The study also found that the same Immokalee Road exit #111, was the destination of majority of the vehicles getting on I-75 at Golden Gate Parkway (exit #107). Yes ☒ No ☐ 4 Program Guidance for Transportation Regional Incentive Program (TRIP) Background Pursuant to Section 339.2819, F.S., the 2005 Legislature created within the Department a Transportation Regional Incentive Program (TRIP) for the purpose of providing funds to improve regionally significant transportation facilities in regional transportation areas created pursuant to s. 339.155(5). Regionally significant transportation facilities include: • Regional transportation corridors such as highway, waterway, rail, and regional transit corridors that serve major regional commercial, industrial, or medical facilities; • Regional transportation hubs such as passenger terminals (examples include commuter rail, light rail, intercity transit and intermodal transfer centers), commercial service and major reliever airports, deepwater and special generator seaports, and major regional freight terminals and distribution centers. • All facilities on the SIS and Emerging SIS are regionally significant. Other regionally significant facilities serve as an integral part of an interconnected regional network. The purpose of the TRIP is to provide an incentive for regional planning; to leverage investments in regionally significant transportation facilities (roads and public transportation); and link investments to growth management objectives. The intent for the use of these funds is to generate additional capacity through growth in the transportation program. All proposed projects will be evaluated in light of this policy. The department shall allocate funding available for TRIP by statutory formula to the districts. (Equal parts of population and motor fuel tax collections). Local/Regional Funding Sources for TRIP Match The percentage of state matching funds provided from the TRIP shall be matched on a dollar for dollar basis by eligible funds or eligible in-kind sources as described below. TRIP funds may be used to fund up to 50 percent of the non-federal share of the eligible project cost for a public transportation facility project. • Projects on the State Highway System: The District/MPO may use Federal funds attributable to urbanized areas over 200,000 population (XU funds) or Local funds for the required match. • Projects off the State Highway System but on the Federal System: The District/MPO may use Federal XU funds or Local funds for the required TRIP match. If XU funds are used to match projects off the State Highway System, the 25% match required for XU must be provided by local funds. (e.g. $100 XU = $75 pure federal and $25 local) 5 • Projects off the State Highway System and Federal System: Local funds must be used for the required match. • SIB Loans: Funds loaned from the State Infrastructure Bank may be used to fund up to 25% of the required match for TRIP funds. Future repayments must be made from Federal XU or Local funds. • Public Transportation Projects: The match for TRIP must come from a local funds. XU funds cannot be used as the local match. TRIP is intended for capital expenses, not operational. TRIP funds cannot be used to purchase replacement buses, but they can be used to add capacity and service to a regionally significant route. • Federal earmarks may not be used as a match. In-Kind Match for TRIP In-kind services are goods, commodities, or services received in lieu of cash payments. (a) Goods and commodities should be valued based on their current market value in accordance with generally accepted accounting standards as determined by the Office of the Comptroller. The value for land donated should be determined in accordance with guidelines established by the Office of Right of Way. (b) The excess of an in kind match valued in excess of the required match will not generally be applied towards another project. On a case by case basis, an exception may be made for project segments in a regional corridor that are part of an implementation plan for that corridor. (c) In accepting in-kind matches for TRIP funds, the districts need to exercise caution in distinguishing between the “funding” requirements and the “cash” requirements. For example, there is a $10 million construction project for which a local government is seeking TRIP funds. Normally the match split would be $5 million TRIP and $5 million local. If a local government offers $4 million in right of way and $1 million in cash, technically they have met the local match requirement. However, there is still a $4 million cash requirement that must be met through some source of funding in order to pay the $10 million total.
