EXECUTIVE SUMMARY
Recommendation to approve the release of a code enforcement lien with an accrued value of $303,195.64 for
a reduced payment of $19,940.60 in the code enforcement action titled Board of County Commissioners vs.
Jason Lee Willard Est., relating to property located at 1680 Acremaker Rd, Collier County, Florida.
OBJECTIVE: To have the Board of County Commissioners accept an offer to release a code enforcement lien
with an accrued value of $303,195.64 for payment of $19,940.60 in relation to Code Enforcement Special
Magistrate Case No. CELU20160014975.
CONSIDERATIONS: When the subject property was owned by Jason Lee Willard Est., the Code Enforcement
Board ordered the imposition of a lien on the property due to code violations consisting of u npermitted accessory
structures present without having a permitted primary or principal structure, three recreational vehicles, and a van
stored at the unimproved property. Additional violations included outside storage of items, including appliances,
metals, plastic, wood, bikes, litter, and barrels. The lien was recorded on May 5, 2017, at O.R. Book 5390, Page
3844, in the amount of $5,228.76. Fines continued to accrue; therefore, the lien amount of $340,200 is based on
2,268 days of accrued fines ($150 per day from September 13, 2016, through July 14, 2023).
Mazen Bleibel acquired the property via a Tax Deed recorded on July 12, 2022, at O.R. Book 6151, Page 3058.
Surplus funds in the amount of $42,104.36 were applied to the recorded lien, leaving a balance of $298,095.64.
The property was brought into compliance by Mazen Bleibel on July 14, 2023.
Pursuant to Resolution No. 2023-90, a request for reduction of fines may be considered, in part, when a lien
encumbers property under new ownership, and the new owner has diligently pursued abatement and achieved
compliance and/or when payment of the lien would impose a severe financial hardship on the owner. Less than 30
days after taking the title, Mr. Bleibel removed the vehicles and continued to clean u p the area surrounding where
he now plans to build a residence. The property is being actively maintained, and Mr. Bleibel offered to pay $500 to
settle the lien; however, Code Enforcement recommends the board accept $19,940.60 to settle the fines. The
recommended payment of $19,940.60 is based on ten percent of the Collier County Property Appraiser’s Assessed
Value of $199,406 (as of August 11, 2023) and meets the criteria outlined in Resolution 2023 -90. There are no
known violations at this time.
Code Enforcement is recommending a reduction in the amount of $283,255.04 in accrued fines, as outlined in the
attached Code Lien Relief Application. There are currently no known violations on the property.
FISCAL IMPACT: Acceptance of payment of $19,940.60 to settle the lien will correlate to what is outlined in
Collier County Resolution 2023-90.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
LEGAL CONSIDERATIONS: The County Attorney’s Office has reviewed this item and approved it as to form
and legality. Majority support is required for approval. This item conforms to the Board’s policy contained in
Resolution 2023-90.-RTT.
RECOMMENDATION: To approve the recommended reduction of fines in the amount of $283,255.04, accept
payment amount of $19,940.60, release the lien, and authorize the Chairman to sign the attached release and
satisfaction of lien for recording in the Official Public Records.

Scott further stated that he had the Collier
County Sheriff's Office on site the week prior
and they suggested that he call Code
Enforcement in order to determine if there
was a violation with the items on the property,
including, but not limited to, make shift
shelters. Scott signed an entry consent form
and we proceed to the area in question. I did
witness what appeared to be the roof of a
make shift shelter. The shelter was behind a
black tarp of sorts that was tethered to a tree.
Additionally, I saw what appeared to be a
recreational vehicle. Photos taken. Next,
Scott stated that he had other concerns
involving chickens and possible structures
that did not meet setbacks on another parcel
adjacent to the project. We proceeded to the
next area in question. I observed structures
and heard chickens. Photos taken. Further
research is needed in order to determine who
owns the parcels in question. Will begin
research and update as the case moves
