03/12/2024 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 23-8107S, “Purchase and Delivery of Plant Material for Pelican Bay Services - Supplemental,” to Hannula Landscaping and Irrigation, Inc., and SiteOne Landscape Supply, LLC, as Primary and Secondary vendors. ____________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________________ OBJECTIVE: To award a countywide contract for the purchase and delivery of plant materials CONSIDERATIONS: Pelican Bay Municipal Service Taxing and Benefit Unit is responsible for landscape beautification at recreational facilities, street and medians, and conservation and preserve area maintenance. The supplemental bid includes additional plant materials to replace dead or damaged plants as needed resulting from vehicular accidents, weather events, or acts of nature. An Agreement will provide staff countywide with a contract vehicle to address AIMS issues and citizen concerns and the ability to respond quickly to purchase plants and utilize in-house crews for the installation. On June 13, 2023 (Agenda Item 16.F.3), the Board approved ITB No. 23-8107, “Purchase and Delivery of Plant Material for Pelican Bay Services. On October 3, 2023, the County issued supplemental ITB No. 23-8107S “Purchase and Delivery of Plant Material for Pelican Bay Services-Supplemental” to procure additional plant materials at the request of other County divisions. The County received two responsive and responsible bidders by the ITB’s November 16, 2023, deadline. Staff contacted Hannula Landscaping and Irrigation, Inc., and SiteOne Landscape Supply, LLC, to resolve minor irregularities with their bids. The attached Notice of Recommended Award is based on the lowest price per line- item basis with a recommendation to award to a Primary and Secondary vendor. SiteOne Landscape Supply, LLC, has been in business since 2013, has a local office in Naples, and is currently providing services on several contracts with the County. If the Board approves the recommended award, staff will issue purchase orders containing the County's standard terms and conditions to serve as the contract for this award. Staff prepared this solicitation to supplement the bid tabulation under ITB No. 23-8107, and the award will run concurrently with the existing term of that solicitation, which provides for an initial term of three years expiring June 12, 2024, with two one-year renewal options. Prices shall remain firm for the initial term of the award. FISCAL IMPACT: Funding is within the Right-of-Way Beautification Operating Fund 1007. The anticipated annual spend is $75,000. Other county Divisions expenditures may exceed $50,000 annually, and they will utilize funding from their respective budgets. GROWTH MANAGEMENT IMPACT: There is no growth management impact. BACKGROUND The Pelican Bay Services Division (PBSD) Municipal Services Taxing & Benefit Unit was formed to provide street lighting, water management, beach renourishment, ambient noise management, extraordinary law enforcement service, and beautification, including but not limited to beautification of recreation facilities, sidewalks, streets, and median areas, identification markers, and the maintenance of conservation or preserve areas. TERM OF CONTRACT This solicitation was prepared to supplement the bid tabulation under Invitation to Bid #23-8107. The term of the agreement for this solicitation will run concurrently with the existing term of Bid #23-8107. Prices shall remain firm for the initial year of this contract (365 days from effective date). Requests for consideration of a price adjustment must be made at least thirty (30) days prior to the contract anniversary date thereafter and submitted in writing to the Contract Administrator. Price adjustments are dependent upon the most recent 12-month Consumer Price Index for all Urban Consumers (CPI- U) for the Miami-Ft. Lauderdale area, budget availability, and Procurement Director approval and cannot exceed 5% annually, whichever is less. The County reserves the right to accept or reject the request for a price increase.
