OBJECTIVE: To ensure that County locations continue to receive reliable and uninterrupted broadband internet services to support the continuation of services and improve efficiency of business operations. CONSIDERATIONS: The County has been using the broadband services provided by Orlando Telephone Company, Inc. d/b/a Summit Broadband (“Summit”). The County is operating under Master Service Agreement No. 22-021-NS (the “MSA”) with Summit. Currently, there are three County locations under this MSA: the Main Complex Building F, Caxambas Park, and backup to Emergency Services Center. The Procurement Services Division approved the MSA through an Exemption of Competition for up to $50,000 per fiscal year, which is valid through June 13, 2027. The MSA with Summit is intended to serve as a backup to the main County Centurylink Agreement No. 16 -6665 and the Comcast Cable Communications non-standard agreements to provide services in locations where Centurylink services are unavailable or not reliable for business operations. These services are critical for Information Technology operations and to maintain locations providing County services. Additionally, through separate agreement No. 20-044-NS, Summit provides fiber optic internet connection services at the Immokalee Accelerator location, which was an approved Exemption from Competitive Process of up to $10,000 per fiscal year and is valid through Fiscal Year 2025. That agreement will remain in effect until it expires in 2025. Pursuant to Section Eleven, Procurement Methods, subparagraph 11 of the Collier County Procurement Ordinance 2017-08, as amended, staff recommends that the Board purchase broadband internet service from Orlando Telephone Company, Inc., d/b/a Summit Broadband, as a single source vendor. The Procurement Services Division posted a public notice of the County’s intent to designate Summit Broadband as a single source to the vendor community through BidSync for seven days and received no responses. Through the single source, Summit Broadband will provide services to the main campus and other County locations and consolidate the two exemptions into one with a total spend of $100,000 per fiscal year. As Summit Broadband expands their services throughout the county, any department or division wanting to purchase services in the future can use this Master Agreement to procure services. All prior exemptions (#140 and #187) will be replaced with this consolidated Waiver #72, which will be valid through September 30, 2029. FISCAL IMPACT: The County has been using Summit Broadband since March 2018. In FY 2023, the expenditures were $52,500, with anticipated expenditures in FY 2024 of $55,500. The requested spend of $100,000 is based on County growth and anticipated cost increases. The funds will be available in the individual division budgets. GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with this action.
